Alcoholism is one of the most dangerous and persistent forms of pathological dependence.
Alcohol is a potent neurotoxic substance that primarily affects the brain and other parts of the nervous system. The criminogenic significance of alcoholism is due to both the recent increase in the number of individuals abusing alcoholic beverages and the frequency of offenses committed by them. Individuals suffering from alcoholism who commit unlawful acts are classified as a high-risk group.
Drunkenness and alcoholism are persistent, antisocial phenomena that negatively affect both the development of society as a whole and the health and morality of individuals. Excessive consumption of alcoholic beverages by a citizen leads to alcoholism — a chronic disease resulting in physical and psychological dependence on alcohol, degradation, and psychosis. The implementation of legislation against drunkenness and alcoholism is one of the most important areas of administrative and jurisdictional activity of all services and divisions of internal affairs agencies.
The public danger of committed crimes lies in the fact that it has destructive consequences not only for the individual who has erred but also for society as a whole. The connection between drunkenness and unlawful behavior is characterized by a demonstrative manifestation of blatant disrespect for public morality, norms, and ethics, indicating the need for a comprehensive approach in combating violations of anti-alcohol legislation and encroachments on public order. There are frequent cases where citizens who have committed crimes while intoxicated cannot recall the motives for their fateful actions.
The fight against drunkenness and alcoholism is an important task for law enforcement, which is carried out daily in preventive work and serves as a guarantee of successful anti-criminal preventive work of internal affairs agencies.
The Department of Internal Affairs of the Braslav District Executive Committee reminds that a significant number of offenses and crimes are committed by individuals or against individuals who are in a state of alcohol intoxication. Appearing in an intoxicated state or consuming alcoholic beverages in public places is an offense for which administrative liability is provided.
Article 19.3. Consumption of alcoholic, low-alcohol beverages or beer, use of narcotic substances, psychotropic substances or their analogues in public places or appearing in public places or at work in a state of intoxication.
1. Consumption of alcoholic, low-alcohol beverages or beer in the street, at a stadium, in a square, park, public transport, or in other public places, except for places designated for the consumption of alcoholic, low-alcohol beverages or beer, or appearing in public places in a state of alcohol intoxication that offends human dignity and public morality, shall result in a fine of up to eight basic amounts.
2. Actions provided for in part 1 of this article, committed repeatedly within one year after the imposition of administrative penalties for similar violations, shall result in a fine of two to fifteen basic amounts, or community service, or administrative arrest.
