Purpose of the Page and Procedure for Appeals

The specialized page of the website is intended for placing questions regarding the de-bureaucratization of state authorities, fulfilling the requirements of the Decree of the President of the Republic of Belarus dated October 15, 2007 No. 498 "On Additional Measures for Working with Appeals of Citizens and Legal Entities" (hereinafter - Decree No. 498) and legislation on administrative procedures based on the "one-stop" principle.

Visitors can address the specialized page of the website if they encounter cases of:

• violations of Decree No. 498 - delays, formalism in considering citizens' appeals;
• refusal to carry out an administrative procedure;
• violations of the deadlines for carrying out administrative procedures;
• requests for documents not included in the list of administrative procedures for carrying out administrative procedures;
• failure to ensure the reception of citizens at a convenient time for them;
• absence of the employee responsible for receiving citizens at their workplace during reception hours;
• long waiting times in queues, as well as if there are specific proposals for simplifying administrative procedures.

On the Opening of the Specialized Page "De-bureaucratization of the State Authority" on the Website of the District Executive Committee

In order to fulfill the requirements of the Directive of the President of the Republic of Belarus dated December 27, 2006 No. 2 "On Measures for Further De-bureaucratization of the State Apparatus" (hereinafter - Directive No. 2), the order of the Vitebsk Regional Executive Committee dated July 29, 2008 No. 576r "On the Opening of the Specialized Page 'De-bureaucratization of the State Authority' on the Websites of Regional, City, and District Executive Committees":

1. The Head of the Ideological Work Department of the District Executive Committee, Matsuк I.V., shall ensure the opening of the specialized page "De-bureaucratization of the State Authority" on the official website of the District Executive Committee.
2. It is determined that the specialized page of the website is intended for placing questions regarding the de-bureaucratization of state authorities, fulfilling the requirements of the Decree of the President of the Republic of Belarus dated October 15, 2007 No. 498 "On Additional Measures for Working with Appeals of Citizens and Legal Entities" (hereinafter - Decree No. 498) and legislation on administrative procedures based on the "one-stop" principle.
   Visitors can address the specialized page of the website if they encounter cases of:
   • violations of Decree No. 498 - delays, formalism in considering citizens' appeals;
   • refusal to carry out an administrative procedure;
   • violations of the deadlines for carrying out administrative procedures;
   • requests for documents not included in the list;
   • failure to ensure the reception of citizens at a convenient time for them;
   • absence of the employee responsible for receiving citizens at their workplace during reception hours;
   • long waiting times in queues, as well as if there are specific proposals for simplifying administrative procedures.
   The mentioned messages do not constitute appeals from citizens in the sense of the Law of the Republic of Belarus dated June 6, 1996 "On Appeals of Citizens".
   This information must be placed on the website.
3. The Office of the District Executive Committee (Minina I.N.) shall conduct a summary, analysis of electronic messages, and take measures to implement the proposals received on the specified specialized page.
4. Heads of departments and divisions of the District Executive Committee:
   • ensure the consideration of electronic messages received on the specified specialized page of the District Executive Committee's website within 5 days and take responsive measures within 15 days;
   • analyze the received questions and proposals;
   • reflect the results of work on the implementation of received questions in the information on the implementation of Directive No. 2 within the deadlines established by the order of the Regional Executive Committee dated April 9, 2007 No. 259r "On Approval of the Action Plan".
5. This order shall be placed on the official website of the District Executive Committee.
6. Control over the implementation of this order shall be assigned to the Office of the District Executive Committee (Minina I.N.) and the Ideological Work Department of the District Executive Committee (Matsuk I.V.) in accordance with their competence.
