The activities of the district prosecutor's office in the framework of considering appeals from citizens and legal entities.

The right of applicants to appeal is enshrined in the Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities."

In 2025, the district prosecutor's office received 59 appeals from individuals and legal entities (including electronic ones), of which 30 were considered on the merits, 6 were left without consideration on the merits, 21 were referred to other authorities for consideration, 1 was returned, and 1 case was terminated due to the withdrawal of the appeal.

This year, the largest number of appeals were considered on the merits regarding investigation and inquiry issues, as well as oversight of compliance with legislation on administrative liability. The main reasons for justified complaints about the actions and decisions of investigators and inquiry bodies are the incompleteness of checks on statements and reports of crimes, violations of the norms of the Criminal Procedure Code of the Republic of Belarus, and the adoption of illegal and unfounded decisions. A significant number of violations are also committed by police officers during the administrative process.

At the same time, 35% of the total number of appeals received by the district prosecutor's office do not fall within the jurisdiction of the prosecutor's office.

It should be noted that if the issues outlined in the appeal do not fall within the jurisdiction of the prosecutor's office, the appeal will either be forwarded for consideration to another state authority or organization that has jurisdiction, or left without consideration on the merits with an explanation to the applicant regarding which organization and in what manner they should apply to resolve the issues outlined in the appeal. In any case, this will increase the time taken to resolve the applicant's issue.

To determine which authority's jurisdiction the issue falls under, it is necessary to refer to the Decree of the President of the Republic of Belarus dated 15.10.2007 No. 498 "On Additional Measures for Working with Appeals of Citizens and Legal Entities" (hereinafter referred to as Decree No. 498), which establishes a list of state authorities and other organizations responsible for considering appeals on the merits in specific areas of public life. It should be noted that an appeal, regardless of which state authority or other organization it was submitted to, must initially be considered in accordance with jurisdiction.

The majority of appeals received by the district prosecutor's office, which were subsequently referred to other authorities with jurisdiction, concerned areas such as employment, social and pension security, and land management.

The district prosecutor's office regularly conducts personal receptions of individuals, during which the procedure for applying current legislation in this area is also explained.
