Commission for Coordinating Employment Support in the Braslaŭ District
of the Braslaŭ District Executive Committee

In order to implement the Decree of the President of the Republic of Belarus dated April 2, 2015 No. 3 "On Employment Support" (as amended by the Decree of the President of the Republic of Belarus dated January 25, 2018 No. 1), the decision of the Braslaŭ District Executive Committee (hereinafter referred to as the district executive committee) dated April 30, 2025 No. 696 established a permanent commission for coordinating employment support in the Braslaŭ District Executive Committee.

for reception and/or meeting of the permanent commission for coordinating employment support in the Braslaŭ District Executive Committee:

The main task of the commission is to coordinate the implementation of the norms of the Decree of the President of the Republic of Belarus dated April 2, 2015 No. 3 "On Employment Support" (hereinafter referred to as Decree No. 3), including through:

• organizing work to assist able-bodied citizens not employed in the economy in finding employment;
• providing advisory, methodological, and legal assistance on employment and/or self-employment issues;
• organizing work to inform citizens that information about them is contained in the database of able-bodied citizens not employed in the economy (hereinafter referred to as the database);
• forming an electronic list of able-bodied citizens not employed in the economy who pay for services determined by the Council of Ministers of the Republic of Belarus at prices (tariffs) that ensure full reimbursement of economically justified costs for their provision (hereinafter referred to as services with cost reimbursement), and a list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and pay for services with cost reimbursement;
• considering applications from able-bodied citizens not employed in the economy or their family members for full or partial exemption from payment for services with cost reimbursement due to being in a difficult life situation, in accordance with the legislation on administrative procedures;
• considering requests from district and city (cities of regional and district subordination) executive committees, local administrations of districts in cities, and other state bodies (organizations) for the purpose of providing preferential loans for the construction, reconstruction, or purchase of residential premises (hereinafter referred to as preferential loans), one-time subsidies for the construction, reconstruction, or purchase of residential premises;
• coordinating large-scale informational work to explain the social and labor guarantees provided by the state to citizens, orienting citizens towards legal activities;
• organizing and coordinating the work of interested bodies and organizations to conduct preventive work aimed at the resocialization of individuals leading an antisocial lifestyle;
• conducting other activities within the framework of the implementation of Decree No. 3.

The Commission has the right to:

• make decisions on the full or partial exemption of able-bodied citizens not employed in the economy from payment for services with cost reimbursement due to being in a difficult life situation based on their applications or to refuse such exemption;
• upon requests in free form from state bodies and organizations, no later than five working days from the date of receipt of the request, provide information from the database regarding the classification of citizens as able-bodied citizens not employed in the economy, and based on the requests of these state bodies and organizations, make decisions for the purpose of providing preferential loans, one-time subsidies regarding the recognition of citizens and/or able-bodied members of their families:
  • as able-bodied citizens not employed in the economy who are in a difficult life situation;
  • as not classified as able-bodied citizens not employed in the economy – in case the grounds for classifying them as able-bodied citizens not employed in the economy have ceased to exist on the date of submission of applications for inclusion in the lists for receiving preferential loans, for providing one-time subsidies;
• when forming the list of able-bodied citizens not employed in the economy who pay for services with cost reimbursement, exclude from it citizens who belong to the categories specified in paragraphs 3 and 4 of the Regulation on the classification of able-bodied citizens as not employed in the economy, the formation and maintenance of the database of able-bodied citizens not employed in the economy, including interaction for these purposes with state bodies and organizations approved by the resolution of the Council of Ministers of the Republic of Belarus dated March 31, 2018 No. 239;
• when forming the list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and pay for services with cost reimbursement, adjust the information formed in the manner established by paragraph 201 of the Regulation on the classification of able-bodied citizens as not employed in the economy, the formation and maintenance of the database of able-bodied citizens not employed in the economy, including interaction for these purposes with state bodies and organizations, by excluding from it information about citizens who have submitted documents to the commission confirming the absence of grounds for their inclusion in the list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and pay for services with cost reimbursement, and/or their copies;
• review the lists of able-bodied citizens not employed in the economy who pay for services with cost reimbursement, and the lists of able-bodied citizens not employed in the economy who have left the Republic of Belarus and pay for services with cost reimbursement, formed for previous periods (quarter, month) (hereinafter referred to as lists for previous periods), by including in them able-bodied citizens not employed in the economy in accordance with the legislation in force on the date of formation of such lists;
• review the lists for previous periods by excluding from them able-bodied citizens who have submitted documents to the commission confirming the absence of grounds for their inclusion in the lists for previous periods, and/or their copies;
• request free of charge from state bodies and other organizations regardless of ownership, information on issues related to the activities of the commission;
• engage specialists and experts to prepare conclusions on issues relevant to the commission's activities;
• interact with employers on employment issues for temporary and/or permanent jobs for available vacancies and created jobs for able-bodied citizens not employed in the economy;
• interact with territorial internal affairs bodies in conducting preventive work aimed at the resocialization of individuals leading an antisocial lifestyle, in the manner determined by the Ministry of Labor and Social Protection and the Ministry of Internal Affairs;
• interact with state bodies and other organizations regardless of ownership;
• exercise other rights in accordance with the legislation.
