The document establishes the legal basis for the creation and functioning of the national cybersecurity system, which provides for the formation of a comprehensive multi-level mechanism to counter cyberattacks on government bodies and organizations, as well as critical information infrastructure. In particular, it specifies the functions and tasks for ensuring the cybersecurity of government bodies and other organizations, establishes the personal responsibility of their leaders, and identifies the owners of critically important information technology facilities responsible for the priority establishment of cybersecurity centers.

The decree aims to further implement the provisions of the National Security Concept and is interconnected with the Information Security Concept.

The implementation of the measures provided for in the decree will consolidate efforts to prevent, detect, and minimize the consequences of cyberattacks on information infrastructure facilities, thereby enhancing the security and reliability of information systems.

The Cybersecurity Center of the Republican Unitary Enterprise "NCTO" has become the first accredited cybersecurity center in the Republic of Belarus according to the Order of the OAC dated November 11, 2023, No. 204.

Thus, the official activities of cybersecurity centers have begun in the country.

Bank payment cards, mobile phones, computers, programs, and services - all of these make our lives more comfortable but unprotected from fraudsters. Day by day, new types of fraud in this area emerge, meaning that users of the World Wide Web require certain skills and knowledge to avoid being deceived.

Cybercriminals deceive clients when selling various goods and services, create fake online stores, and steal personal data.

Fraud is widespread on social networks and free websites for private sales ads.

Cases of creating fake websites of banking institutions in the Republic of Belarus and payment systems that steal funds from citizens' payment card accounts have been recorded.

Criminals offer to enter confidential information: card number, expiration date, owner's name, as well as PIN code and CVV code indicated on the back of the card. They also attempt to seize the citizen's passport identification number and session password.

The obtained information opens the possibility of gaining access to the "Internet Banking" system of the interbank identification system.

Remote thefts are mostly carried out by cybercriminals under conditions of complete anonymity of data. Special programs allow them to hide their true identity and location, while mobile phone numbers and bank cards are prudently registered to other individuals.

Fraudsters send links to "phishing" (fake) social network sites, where users manually enter their "login" and password or share their "cookies" (a unique code stored in the browser, transmitted to the user upon successful authorization on the site).

Various enticing offers push citizens to succumb to temptation and click on links: receiving a free prize, participating in a drawing for an expensive device, or voting.
Under the pretext of providing assistance in obtaining loans, citizens share access data for the "Internet Banking" system, photographs of passport pages, SMS messages received on their mobile phones. In doing so, they do not even realize the consequences of such actions and allow cybercriminals to commit thefts.

Since 2019, the Academy of the Ministry of Internal Affairs of the Republic of Belarus has been training law enforcement officers in the field of "Counteracting Cybercrime and Computer Intelligence" based on the departments of legal informatics and operational-search activities. Cadets in their third year at the police faculty can choose this area of training. The training is conducted in the interests of units combating cybercrime, as well as units for drug control and human trafficking prevention. During their studies, cadets who choose this training direction undergo professional educational internships and pre-diploma practices at units combating cybercrime, drug control, and human trafficking prevention.
