Measures taken by prevention entities to prevent domestic crime

Prevention of domestic violence is one of the priority areas of activity for all prevention entities. Detection and prevention of domestic crimes is one of the forms of prevention of more serious crimes against the life and health of citizens, especially those committed in the sphere of domestic relations.

The tool for individual prevention of offenses committed in the sphere of family and domestic relations, in accordance with the Law of the Republic of Belarus "On the Basics of Activities for the Prevention of Offenses," is a protective order, which provides for the establishment of restrictions on certain actions for a citizen who has committed domestic violence.

In the past period of 2020, the Braslaŭ District Department of Internal Affairs issued 12 protective orders against individuals who committed violence against family members. The Braslaŭ District Department of Internal Affairs organized control over the actual implementation of these orders by checking individuals at their place of residence and communicating by phone with victims of violence. Victims of domestic violence are also provided with practical assistance, including the offer of temporary accommodation in "crisis rooms."

A person who violates the requirements of a protective order faces liability in the form of a fine or administrative arrest.

For non-compliance with the requirements of the orders, 4 individuals were brought to administrative responsibility in the past period of 2020.

The district prosecutor initiated seven criminal cases of a preventive nature during the past period of 2020: 3 criminal cases under Article 154 of the Criminal Code of the Republic of Belarus, and 4 under Article 153 of the Criminal Code of the Republic of Belarus.

For example, in September of this year, the district prosecutor initiated a criminal case under Article 153 of the Criminal Code of the Republic of Belarus against citizen M., who, while in a state of alcohol intoxication, out of personal animosity, struck her cohabitant on the head with a fragment of brick, causing him an open craniocerebral injury.

Currently, this criminal case has been sent for substantive consideration in court.
