Monitoring of Fire Safety Status

The Inspection and Prevention Sector of the Braslav District Department of the Ministry of Emergency Situations conducted monitoring of fire safety conditions at the agricultural production cooperative "Mayaк Braslavskiy", the state educational institution "Braslav Gymnasium", the state educational institution "Braslav Secondary School No. 1 named after A.M. Zhdanova of the Braslav District", and the state educational institution "Braslav Secondary School No. 2" in May-June 2023.

During the monitoring, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were provided to the management for addressing the identified violations, which proposed the following measures for implementation:

SPC "Mayaк Braslavskiy"

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - PMChS No. 82), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

• from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of workers and performers of fire works according to the fire-technical minimum programs determined by the Ministry of Emergency Situations was not organized (p.3.2 OTPB, p.15 of the instruction on the procedure for training workers on fire safety issues and checking their knowledge in this area, approved by PMChS No. 82);
• tractor MTZ (state number VA-2 6686) (fire extinguishers are absent); tractor MTZ (state number VA-2 6684) (fire extinguishers are absent); tractor MTZ (state number VK-2 4088) (1 OP-2 is available); tractor MTZ (state number VA-2 7310) (fire extinguishers are absent); building of repair workshops (1 OP-4 is available); MTF "Opsa" (fire extinguishers are absent); MTF "Kupchali" (fire extinguishers are absent) are not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms determined by the Ministry of Emergency Situations (p.53 OTPB, appendix to the instruction on the norms for equipping facilities with primary fire extinguishing means approved by PMChS No. 82);
• building of repair workshops of department No. 1 of ag. Pogoscha (1 OP-8 manometer needle in the red zone); tractor MTZ (state number VV-2 7033) (1 OP-4 recharge period expired); tractor MTZ (state number VK-2 5004) (1 OP-4 lacks recharge period marking); tractor MTZ (state number VK-2 2206) (1 OP-4 lacks nozzle, recharge period expired); gas station of department No. 4 (2 OP-8 and 1 OP-45 recharge period expired); building of the cow barn of MTF "Dalekiye" (1 OP-4 recharge period expired); MTF "Yakovichy" (2 OP-4 recharge period expired) are not provided with operational primary fire protection and extinguishing means (fire extinguishers) (p. 3.1 OTPB);
• in the administrative building of the pig complex, in the building of the sausage workshop, MTC "Yedlovichi", administrative building of department No. 2 of d. Daubli, locks on doors located on evacuation routes (doors separating corridors, halls, non-smoke staircases, premises with mass occupancy of people (assembly hall), external evacuation doors) do not fully ensure the possibility of their free opening from the inside without a key (p. 48 OTPB);
• in the administrative building of the pig complex, in the building of the sausage workshop, MTC "Yedlovichi", evacuation plans for people in case of fire are not developed in accordance with the form determined by the Ministry of Emergency Situations (p.45 OTPB, appendix 2 PMChS No. 82);
• under the evacuation stairwell in the administrative building of the pig complex and the building of repair workshops of department No. 1 of ag. Pogoscha, flammable materials are stored (p. 50 OTPB);
• in the building of the pig complex, doors of stairwells are operated in the open position (self-closing devices are absent) (p.9 OTPB);
• from the voluntarily provided general object instruction on fire safety, it was established that in MTC "Yedlovichi" it does not comply with the requirements for the content of the general object instruction on fire safety, and in department No. 2 of d. Daubli, the general object instruction on fire safety is absent (p.7 OTPB, appendix 1 to PMChS No. 82).
