Monitoring of fire safety status
The Monitoring and Prevention Sector of the Braslav Ministry of Emergency Situations conducted fire safety condition monitoring of the store "Hit! Standard" of the LLC "Euratorg" branch in Braslav and the State Veterinary Station of Braslav District in January 2021.
During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.
As a result of the monitoring, recommendations were provided to the management for eliminating the identified violations, which proposed the following measures for implementation:
Store "Hit! Standard" of the LLC "Euratorg" branch in Braslav:
- ensure the possibility of free opening from the inside without a key of the door lock located on the evacuation route from the second floor of the store building;
- mark the locations of fire extinguishers (electrical switchboard room) with signs on the walls;
- organize repeated fire safety briefings at least once a year;
- organize training for the employee responsible for ensuring fire safety of the economic entity (its structural subdivisions) according to the fire safety minimum program, and the employee assigned to conduct fire safety briefings;
- equip a designated smoking area in accordance with fire safety instructions and mark it with signs "Smoking Area";
- revise the evacuation plans for people in case of fire in the trading hall and warehouse part of the store according to the form determined by the Ministry of Emergency Situations;
- ensure the second floor of the store building is equipped with the necessary number of primary fire extinguishing means (fire extinguishers) according to the norms established by the Ministry of Emergency Situations;
- ensure the installation of shelves and storage of goods in the corridors of the administrative and warehouse part and trading hall of the store without reducing the minimum evacuation width.
State Veterinary Station of Braslav District
- ensure that the door lock located on the evacuation route from the second floor (exit to the external fire escape) in the administrative building of the State Veterinary Station of Braslav District can be opened freely from the inside without a key;
- mark evacuation routes and exits with fire safety signs;
- create a fire brigade with at least 5 people;
- organize training for employees responsible for ensuring fire safety of the economic entity (its structural subdivisions), employees assigned to conduct fire safety briefings, and employees operating heat-generating equipment according to the fire safety minimum programs determined by the Ministry of Emergency Situations;
- test the external fire escape;
- determine fire safety instructions and equip a designated smoking area in accordance with established procedures, marking it with signs "Smoking Area";
- equip the evacuation exit door to the stairwell on the 2nd floor of the administrative building with a self-closing device;
- revise the evacuation plans for people in case of fire on the first and second floors of the administrative building according to the form determined by the Ministry of Emergency Situations;
- develop a program for introductory fire safety briefings;
- revise the general object fire safety instruction according to the requirements of the Ministry of Emergency Situations;
- ensure that the vivarium building, livestock housing, boiler house of the State Veterinary Station of Braslav District, and the buildings of Slobodkovskaya, Vidzovskaya, and Opsovskaya veterinary clinics are equipped with the necessary number of primary fire extinguishing means (fire extinguishers) according to the norms established by the Ministry of Emergency Situations;
- appoint by order a person responsible for training the employees of the economic entity according to the fire safety minimum programs;
- by order of the head, establish a commission to check knowledge in the scope of the fire safety minimum program.
A repeated monitoring of the private enterprise "Belkoksalat" was conducted – all previously identified violations have been fully eliminated.
Selective Inspection of Individual Entrepreneur Babinski V.V.
- ensure that the premises of the auto repair shop, boiler room, and administrative part are equipped with primary fire extinguishing means according to the requirements of the Ministry of Emergency Situations;
- ensure the technical maintenance of the automatic fire alarm system in the service station building;
- assess the readiness of the internal fire water supply (fire hydrants) according to the requirements of the Ministry of Emergency Situations;
- organize training for individuals (responsible for fire safety, responsible for conducting fire safety briefings, employees operating heat-generating equipment, and employees responsible for preparing and/or conducting hot work) who are subject to mandatory training according to the fire safety minimum programs;
- equip a designated smoking area in accordance with established procedures and mark it with a sign "Smoking Area";
- determine categories for buildings and premises according to explosion and fire hazard in accordance with the criteria established by the Ministry of Emergency Situations.
