Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav Department of the Ministry of Emergency Situations conducted monitoring of fire safety conditions in February 2022 to control the implementation of previously proposed measures: the religious community "Vidzovskaya Old Believer Pomorian Church of the Assumption of the Blessed Virgin Mary", the Parish of St. Nicholas the Wonderworker Church in the urban settlement of Vidzy, Braslav District, the Parish of the Holy Spirit Church in the village of Kozyany, Braslav District, the Muslim religious community in the urban settlement of Vidzy, Vitebsk Region, the Parish of the Protection of the Blessed Virgin Mary Church in the village of Bogino, Braslav District, the Parish of the Assumption of the Blessed Virgin Mary Church, the Parish of St. Nicholas the Wonderworker Church in the village of Ikazn, Braslav District, the religious community "Parish of the Apostles Peter and Paul Church in the village of Zamoshye, Braslav District of the Polotsk Diocese, the Holy Panteleimon Women's Monastery of the Polotsk Diocese of the Belarusian Orthodox Church, OJSC "TBZ Braslav", the Parish of St. George the Victorious Church in the urban settlement of Druya, Braslav District of the Polotsk Diocese of the Belarusian Orthodox Church, the religious community "Old Believer Pomorian Church in the urban settlement of Druya, Braslav District, Vitebsk Region", the Christian community "Druisk" of evangelical Christians-baptists in the village of Druisk, OJSC "Vitebskhlebprom" Braslav production, the St. Jacob's Church, the St. Peter's Church, the religious community of the Pomorian Church of the Protection of the Blessed Virgin Mary, the Church of "Divine Mercy", the Parish of the Apostles Peter and Paul Church, the Christian community "Transfiguration" of the Production Branch "Braslavryba" OJSC "Gluboksky Dairy Canning Plant", the store "Hit! Standard" of the LLC "Euratorg" branch in the city of Vitebsk, and the Private Trade and Production Unitary Enterprise "Vitalich-Smak", during which it was established that the recommended measures were fully implemented.
Additionally, in February of this year, monitoring of fire safety conditions was conducted at store No. 421 "Kopeechka" of the "Krichov" branch of JSC "Dobronom", CTUP "Zvezdaarktur", individual entrepreneur Shilko Anatoliy Petrovich (hereinafter – Shilko A.P.), and the municipal unitary enterprise "Braslav-Communal" regarding the maintenance and repair in the dormitory of the municipal unitary enterprise "Braslav-Communal" (no violations found) and a selective inspection of individual entrepreneur Leonchenko Anatoliy Valentinovich (hereinafter – IE Leonchenko A.V.).
During the monitoring and inspection, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.
As a result of the monitoring and inspection, recommendations and prescriptions were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
Store No. 421 "Kopeechka" of the "Krichov" branch of JSC "Dobronom":
- in the corridors of the administrative and warehouse part of the store, goods are being stored, reducing the minimum evacuation width;
- the store premises are not provided with primary fire extinguishing means in full;
- in the sales area, the connection of the refrigeration unit was made through an extension cord;
- from the provided fire safety measures instruction, initiated by the store director, it was established that it was developed not in accordance with the requirements;
- from the provided fire safety briefing log, initiated by the store director, it was established that initial fire safety briefing is not conducted with newly hired employees;
CTUP "Zvezdaarktur":
- the administrative premises and the boiler room are not provided with primary fire extinguishing means;
- the door of the emergency exit from the administrative premises is not equipped with the possibility of free opening from the inside without a key;
- training of employees operating heat-generating equipment according to the fire-technical minimum program in accordance with the Ministry of Emergency Situations Resolution No. 36 dated May 22, 2018 is not organized;
- in the store at the address: Braslav, Lenin Street, 64, the evacuation plan for people in case of fire does not meet the requirements;
- from the provided fire safety measures instruction, initiated by the CTUP director, it was established that it was developed not in accordance with the requirements;
- from the provided fire safety briefing log, initiated by the CTUP director, it was established that there is no introductory fire safety briefing program.
IE Shilko A.P.:
- the door of the emergency exit from the store premises is not equipped with the possibility of free opening from the inside without a key;
- training of the person responsible for fire safety according to the fire-technical minimum program in accordance with the Ministry of Emergency Situations Resolution No. 36 dated May 22, 2018 is not organized;
- technical maintenance of the automatic fire alarm system in the store premises is not provided.
IE Leonchenko A.V.:
- the premises of the auto repair shop are not provided with primary fire extinguishing means in accordance with the requirements of the Ministry of Emergency Situations Resolution No. 35 dated May 18, 2018;
- the premises of the auto repair shop are not equipped with an automatic fire alarm system and fire notification system;
- introductory fire safety briefing and workplace briefing are not conducted with the auto repair shop employees (fire safety briefing logs are absent, training of persons (responsible for fire safety, responsible for conducting fire safety briefings, employees operating heating devices of the type "buleryan" and employees responsible for preparing and/or conducting hot work), who are subject to mandatory training according to fire-technical minimum programs in accordance with the Ministry of Emergency Situations Resolution No. 36 dated May 22, 2018 is not organized;
- a general fire safety instruction for the facility has not been developed;
- the smoking area is not equipped in the established manner and is not marked with a sign "Smoking Area";
- categories for explosion and fire hazard for buildings and premises have not been determined in accordance with the criteria established by the Ministry of Emergency Situations;
- for heating the premises of the auto repair shop (repair garage and tire fitting premises), two non-heat accumulating stoves of the type "buleryan" are installed and operated.
