Monitoring of fire safety status
The Monitoring and Prevention Sector of the Braslav District Department of Emergency Situations conducted monitoring and selective inspections of fire safety conditions at economic entities from March to July 2022.
Monitoring: LLC "BelMarketCompany"; LLC "MosProductService", store "Traffic Light"; LLC "Woodvox", JSC "Agrovidzi", KUSP "Braslavsky", JSC "Braslavsky District Agricultural Service", KUSP "Vidzovsky", JSC "Berezovy Krai", JSC "Mezhany", JSC "Slobodka-Agro", SPC "Mayak Braslavsky", PSHP "Urbany"; GOU "Kindergarten No. 2 of Braslav", GOU "Kindergarten No. 3 of Braslav".
Selective inspections: OAO "Drujski", CHSUP "Leman", IP "Babinski Viktor Vilevich".
During the monitoring and inspections, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017, No. 7, and other regulatory legal acts were identified.
As a result of monitoring and inspections, recommendations and directives have been provided to the management for addressing the identified violations, which propose the following measures for implementation:
store No. 421 "Kopeečka" of the branch "Kryčaŭ" of JSC "Dabronom"
It has been established from the voluntarily provided general facility fire safety instruction that the requirements for smoking areas and their placement have not been considered in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 41 "On Amending the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated April 28, 2018 No. 28";
- The storage of substances and materials is conducted on the ramp;
- passages on evacuation routes are obstructed by property, which reduces the minimum evacuation width;
- The training of employees assigned to conduct fire safety briefings, as well as those operating heat-generating equipment, has not been organized according to the fire safety minimum programs defined by the Ministry of Emergency Situations; an introductory fire safety briefing program has not been developed.
LLC "MosProductService", store "Traffic Light":
It has been established from the provided general facility fire safety instruction that the requirements for smoking areas and their placement have not been considered in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 41 "On Amending the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated April 28, 2018 No. 28";
- It has been established from the provided fire safety training registration journal that it is neither numbered nor bound;
- the storage of substances and materials on the ramp is conducted;
- The refrigeration chamber in the pre-sale preparation area is operated not in accordance with the provided voluntary operational documentation (connected through an extension cord);
- Locations of fire extinguishers are not marked with fire safety signs.
- passages on evacuation routes are obstructed by property, which reduces the minimum evacuation width;
- the operability and constant readiness of fire-fighting equipment (fire hydrants) are not ensured.
LLC "Woodvox":
- the training of employees responsible for ensuring fire safety of the economic entity (its structural subdivisions) has not been organized, as well as the employees assigned with the duties of conducting fire safety briefings, according to the fire safety minimum programs established by the Ministry of Emergency Situations; fire safety briefings have not been organized for the employees; there is no log for registering fire safety briefings; an introductory fire safety briefing program has not been developed;
- a general fire safety instruction has not been developed;
- buildings and premises are not equipped with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the standards established by the Ministry of Emergency Situations;
- the locations of fire extinguishers are not marked with fire safety signs;
- there are no displays with information on fire safety;
- Smoking is permitted on the premises outside of specially designated areas, defined by fire safety instructions, equipped in accordance with established procedures and marked with signs "Smoking Area";
- The locks installed on the external emergency exit doors do not permit free opening from the inside without a key.
JSC "Agrovidzi":
- the training of employees of the economic entity in fire safety minimum programs has not been organized, namely employees responsible for fire safety of the economic entity, employees operating heat-generating equipment, responsible for the preparation and/or conduct of fire works, and employees assigned the duties of conducting fire safety briefings, who are subject to mandatory training in fire safety minimum programs in accordance with PMChS No. 36 dated May 22, 2018 (hereinafter – PMChS No. 36), have not completed it (the responsible employees did not provide certificates);
- Fire safety briefings have not been organized in accordance with the requirements of the Ministry of Emergency Situations No. 36 (on May 20, 2022, employees did not undergo the repeated briefing, the log lacks signatures confirming the briefing of the instructed employees, only full names are recorded);
- smoking is permitted outside of specially designated areas (there are cigarette butts in the repair shops of the mechanical workshops of the Vidzy-Lavchynski division and the mechanical workshops of the Vainyuny division);
- Cleaning of spilled flammable and combustible liquids is not conducted in the workshop building;
- Agricultural machinery of the mechanical workshops of the Vidzy-Lovchynskiy branch, mechanical workshops of the Vainyuny village branch, complex of the Mayarishki village, are not equipped with functional primary fire extinguishing means MTZ reg. no. VK-2 2237 OP-2, the date of manufacture of the fire extinguisher is unreadable, MTZ reg. no. VK-2 5006 OP-3 fire extinguisher is not secured in the cabin, any labels regarding the year of manufacture or recharging are absent, in the buildings of the Mayarishki village complex (drying shop, in the 1st fire extinguisher the nozzle is missing, in the 2nd fire extinguisher the pressure is "0");
- garages of the mechanical workshops of the Vidzy-Lovchinsky branch, mechanical workshops of the Vainyuny village branch, complex of the Mayarishki village, agricultural machinery are not fully provided with primary fire extinguishing means; at the MTF "Novaya Dervnya", MTF of the Vainyuny village, MTF of the Regulyary village, primary fire extinguishing means are absent;
- fire safety and fire regulations are not observed: in the mechanical workshops of Vidzy Lovchynski (in the forge premises, containers previously used for oil are installed, in the repair shop, the storage of open plastic containers with used oil is permitted, and the cleaning of spilled flammable and combustible liquids is not conducted);
- in the recreation room of the MTF in Novaya Derevnya, a heating-cooking stove has been installed with visible cracks in the brickwork;
the auxiliary premises of the MTF in the village of Novaya Derevnya are not operated in accordance with the current requirements, project documentation, and operational documentation (the storage of firewood has been permitted).
KUSP "Braslavsky":
- In the administrative building, the evacuation plan for individuals in the event of a fire does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018;
- the lock on the entrance door of the administrative building does not allow for free opening from the inside without a key;
- the buildings of the mechanical yard, MTF, and equipment are not equipped with functional primary fire extinguishing means in full capacity;
- the organization of briefings on fire safety measures for subordinate employees has not been established;
- individuals subject to mandatory training under the fire safety minimum program established by Ministry of Emergency Situations Resolution No. 36 dated May 22, 2018 "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area" have not completed it;
- the general instruction and the introductory fire safety training program have not been developed;
- An inoperative heating device has been installed at the MTF "Hustaty" (through cracks in the brickwork);
- on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosive and fire hazards are not displayed.
OAO "Braslav District Agricultural Service":
- In the administrative building, the evacuation plans for individuals in the event of a fire do not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018;
- The administrative building, the "Haileshi" complex, and agricultural machinery are not equipped with functional primary fire extinguishing equipment in full capacity;
- the administrative building lacks a display with information on fire safety;
- the economic entity has not developed a general fire safety instruction for the facility;
From the provided introductory training program and the introductory training instructions on fire safety measures, it has been established that they were developed not in accordance with the requirements.
From the provided instruction log, it has been established that fire safety briefings with subordinate employees have not been organized.
Individuals subject to mandatory training under the fire safety minimum program established by the Ministry of Emergency Situations Resolution No. 36 dated May 22, 2018, "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," have not completed it.
JSC "Berezovy Krai":
- the general instruction in the economic entity is not available;
- the training of employees of the economic entity in fire safety minimum programs has not been organized, namely employees responsible for fire safety of the economic entity, employees operating heat-generating equipment, responsible for the preparation and/or conduct of fire works, employees assigned the duties of conducting fire safety briefings, employees whose work in the position of an official (worker profession) is related to the storage, movement, and use of flammable gases, flammable liquids, explosive dusts, solid flammable substances and materials (fuel station operator), who are subject to mandatory training in fire safety minimum programs in accordance with PMChS No. 36 dated 22.05.2018 (hereinafter – PMChS No. 36);
- by the order of the head of the organization, permanent locations for conducting fire works in open areas and production facilities have not been established;
- a fire safety commission has not been established at the economic entity;
- the conduct of fire safety briefings has not been organized (fire safety briefings have not been conducted with all employees) in accordance with the requirements of the Ministry of Emergency Situations No. 36, and the introductory fire safety briefing on fire safety measures with all employees has not been organized, and there is no program for the introductory fire safety briefing;
- on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosion and fire hazards are not displayed;
- The administrative building lacks an evacuation plan for individuals in the event of a fire, in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018, "On the Establishment of the Form of the Evacuation Plan for Individuals in the Event of a Fire";
- in the administrative building, the emergency exits are not marked with fire safety indicators;
- The locks on the doors located along the evacuation routes of the central exit of the administrative building do not allow for free opening from the inside without a key.
- in the repair workshops of the village of Vainyuntsy, the cleaning of spilled flammable and combustible liquids is not conducted;
- A leak of flammable liquid is occurring from the fuel supply hose of the grain drying complex in Vainyuntsy.
- the fire reservoir located in the village of Vainyuntsy is not marked with a fire safety identification sign in accordance
with GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking";
- the external fire water supply check (fire reservoir in Vainyuntsy village) has not been conducted in the manner established by the Ministry of Emergency Situations;
- administrative building, arch builder's workshop building in Vainyuny, buildings of the MTF "Vainyuny", fuel station in Vainyuny, agricultural machinery are not provided in the necessary quantity with functional primary fire extinguishing means (administrative building – fire extinguishers are absent, arch builder's workshop building in Vainyuny, there is 1 OP-4 pressure gauge needle in the red zone and 1 OP-4 lacks a nozzle; MTF "Vainyuny" has 1 fire extinguisher OP-4 lacking a nozzle; fuel station in Vainyuny has 1 OP-4 and 1 OP-6; Amkador model V.V.-2 3115 – fire extinguishers are absent; tractor model V.A.-2 6670 has 1 OP-5 lacking a nozzle, as well as the marking of the recharging period; tractor model V.V.-2 0895 – fire extinguishers are absent.
KUSP "Vidzovski":
It has been established from the provided general facility instruction that it does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 28 dated April 28, 2018;
From the provided certificates of completion of the fire-technical minimum, it has been established that the training of employees of the economic entity on fire-technical minimum programs has not been organized. This includes employees responsible for fire safety of the economic entity, employees operating heat-generating equipment, members of the fire-technical commission, and employees responsible for the preparation and/or conduct of fire works, as well as employees assigned the duties of conducting fire safety briefings, who are subject to mandatory training on fire-technical minimum programs in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated May 22, 2018 No. 36 "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area."
It has been established from the provided orders that the order of the organization's leader did not designate permanent locations for conducting fire operations in open areas and production facilities.
From the provided documentation on the operation of the fire-technical commission, it has been established that the work of the established fire-technical commission is not organized (inspections of buildings and structures are not conducted) in accordance with Chapter 8 of the Resolution of the Council of Ministers of the Republic of Belarus "On Emergency Fire Formations" No. 296 dated May 18, 2020;
From the provided fire safety instruction log, it has been established that fire safety briefings have not been organized in accordance with the requirements of the Ministry of Emergency Situations No. 36, and that an introductory fire safety briefing on fire safety measures with all employees has not been organized; there is no program for the introductory fire safety briefing.
- on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosion and fire hazards are not displayed;
- In the administrative building, the evacuation plan for individuals in the event of a fire does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018, "On the Establishment of the Form of the Evacuation Plan for Individuals in the Event of a Fire";
- In the administrative building, the emergency exits are not marked with fire safety signs.
- Smoking is permitted outside of designated areas (there are cigarette butts on the premises of the mechanical workshops in the village of Hiraishi);
- In the building of the arched mechanic workshops in Hiraishi, the cleaning of spilled flammable and combustible liquids is not conducted;
- the building of the archmaker of the mechanical workshops in the village of Hiraishi, the buildings of the farm "Hrytuny", the buildings of the MTF "Drisvyaty", the filling station "Hiraishi", the storage area for grain harvesting combines of the mechanical workshops in the village of Drisvyaty, agricultural machinery are not provided in the necessary quantity with functional primary fire extinguishing means (the building of the archmaker of the mechanical workshops in the village of Hiraishi has 1 OP-4 manometer needle in the red zone; the farm "Hrytuny" has 2 fire extinguishers OP-4 with expired recharge period; MTF "Drisvyaty" - fire extinguishers are absent; the filling station "Hiraishi" - OP-5 has expired recharge period, OP-4 manometer needle in the red zone, nozzle is absent; in the storage area for grain harvesting combines of the mechanical workshops in the village of Drisvyaty fire extinguishers are absent; KVK – 800 g.n. BB – 2 5308 1 OP-3, 1 OP-6 manometer needle in the red zone; amkador g.n. BB-2 3623 1 OP-5 manometer needle in the red zone; tractor g.n. VK-2 6572, BB-2 0465 fire extinguishers are absent; combines g.n. BB-2 3635, BB-2 1936, VK-2 5035 fire extinguishers are absent).
OAO "Mezhany":
- the general object instruction does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 28 dated April 28, 2018;
- the training of employees of the economic entity in fire safety minimum programs is not organized, namely employees responsible for fire safety of the economic entity, employees operating heat-generating equipment, employees responsible for the preparation and/or conduct of fire works, employees assigned the duties of conducting fire safety briefings, who are subject to mandatory training in fire safety minimum programs in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated May 22, 2018 No. 36 "On Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area" (hereinafter – MES No. 36);
- by the order of the head of the organization, permanent locations for conducting fire works in open areas and production facilities have not been established;
- a fire safety commission has not been established at the economic entity (in accordance with Chapter 7 of the Resolution of the Council of Ministers of the Republic of Belarus "On Emergency Fire Formations" No. 296 dated May 18, 2020;
- the conduct of fire safety briefings has not been organized (fire safety briefings have not been conducted with all employees) in accordance with the requirements of the Ministry of Emergency Situations No. 36, and the introductory fire safety briefing on fire safety measures has also not been organized with all employees; the program for the introductory fire safety briefing requires revision.
- on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosion and fire hazards are not displayed;
- In the building of the archmaker's repair workshops in Mezhany, the cleaning of spilled flammable and combustible liquids is not conducted;
- Smoking is permitted outside of specially designated areas (there are cigarette butts in the building of the MTF "Karasino");
- the building of the arch operator of the mechanical workshops in the village of Miezhany, the buildings of the MTF "Karasino", and agricultural machinery are not provided in the necessary quantity with functioning primary fire extinguishing means (the building of the arch operator of the mechanical workshops in the village of Miezhany has 1 OP-4 pressure gauge in the red zone, lacks a nozzle, and 1 OP-2 pressure gauge in the red zone; MTF "Karasino" has 1 fire extinguisher OP-5 pressure gauge in the red zone, lacks a nozzle, and 1 fire extinguisher OP-6 pressure gauge in the red zone; tractor state number VV-2 7041 fire extinguishers are absent; tractor state number VK-2 7107 – fire extinguishers are absent).
OAO "Slobodka-agro":
the training of employees of the economic entity responsible for fire safety has not been organized, employees who operate heat-generating equipment, responsible for the preparation and/or conduct of fire works, and employees who are assigned the duties of conducting fire safety briefings according to the fire-technical minimum programs in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus dated May 22, 2018 No. 36 "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area" (hereinafter – PMChS No. 36);
- by the order of the head of the organization, permanent locations for conducting fire works in open areas and production facilities have not been established;
- the conduct of fire safety briefings has not been organized (fire safety briefings have not been conducted with all employees) in accordance with the requirements of the Ministry of Emergency Situations No. 36, and the introductory fire safety briefing on fire safety measures with all employees has not been organized, and there is no program for the introductory fire safety briefing;
- on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosion and fire hazards are not displayed;
- In the administrative building, the evacuation plan for people in case of fire does not comply with the form established by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018 "On the Establishment of the Form of the Evacuation Plan for People in Case of Fire" (hereinafter – MoES No. 21). Furthermore, in the building of the cafeteria located on the territory of the 1st section of the machine yard in the village of Zaverye, the evacuation plan for people in case of fire is absent;
- in the administrative building, the emergency exits are not marked with fire safety indicators;
- The locks on the doors located along the evacuation routes (the central exit of the administrative building) do not allow for free opening from the inside without a key;
- In the building for the guard's accommodation on the territory of the mechanical workshops in the village of Ikazń, a heat-accumulating heating stove has been installed, in the body of which there are visible cracks; in the administrative building of the mechanical workshops in the village of Havrilovtsy, a heating stove has been installed, in the body of which there are visible cracks;
- Smoking is permitted outside of specially designated areas (there are cigarette butts in the archway building of the mechanical workshops in the village of Havrylovtsy, in the premises of the control point of the grain drying complex in the village of Havrylovtsy);
- administrative building, shed for machinery of mechanical workshops in the village of Havrilovtsy, buildings of the MTF "Ikazn", buildings of the MTF "Slobodka", building of the feed storage in the village of Havrilovtsy, building for grain cleaning in the village of Havrilovtsy, building of the seed storage in the village of Havrilovtsy, fueling station in the village of Ikazn, building of the cafeteria located on the territory of the 1st section of the machine yard in the village of Zaverye, agricultural machinery are not provided in the necessary quantity with functional primary fire extinguishing means (administrative building – fire extinguishers are absent, shed for machinery of mechanical workshops in the village of Havrilovtsy – fire extinguishers are absent; MTF "Ikazn" – fire extinguishers are absent; MTF "Slobodka" has 1 fire extinguisher OP-5 – nozzle is absent and 1 fire extinguisher OP-4 – nozzle is absent; building of the feed storage in the village of Havrilovtsy – fire extinguishers are absent; building for grain cleaning in the village of Havrilovtsy has 1 fire extinguisher OP-4 – nozzle is absent; building of the seed storage in the village of Havrilovtsy – fire extinguishers are absent; fueling station in the village of Ikazn - fire extinguishers are absent; building of the cafeteria located on the territory of the 1st section of the machine yard in the village of Zaverye – fire extinguishers are absent; tractor state number VK-2 7157 1 OP-the marking of the recharging period is missing; tractor registration number VA-2 7866 – there is 1 fire extinguisher OP-2, the volume of which is insufficient; tractor registration number VA 0248 – there is 1 fire extinguisher OP-2, the pressure gauge needle is in the red zone, and there are also no safety pin and seal.
SPK "Mayak Braslaŭski":
- In the building of the cafeteria of the agricultural company Pahoscia, there is no evacuation plan for people in case of fire in accordance with the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018, "On the Establishment of the Form of the Evacuation Plan for People in Case of Fire";
- The door locks located on the evacuation routes from the cafeteria in ag. Pahošča and ag. Opsa, as well as the central exit from the administrative building, do not allow for free opening from the inside without a key.
- the arch building of section No. 3 of the mechanical workshops of the agricultural production cooperative "Opsa", agricultural machinery is not provided in the necessary quantity with functional primary fire extinguishing means (in the arch building of section No. 3 of the mechanical workshops of the agricultural production cooperative "Opsa", the fire extinguisher OP-4 has the pressure gauge needle in the red zone; tractor registration number VA-2 6691 lacks labeling on the recharging period, lacks a seal and a tag, tractor registration number VK-2 2207 lacks labeling on the recharging period; tractor VV-2 0460 lacks fire extinguishers.
PSHP "Urbany":
From the provided certificates on fire safety training, it was established that the training of employees of the economic entity on the fire safety minimum programs was not organized. This includes employees responsible for fire safety of the economic entity, employees operating heat-generating equipment, those responsible for the preparation and/or conduct of fire works, and employees assigned with the duties of conducting fire safety briefings, who are subject to mandatory training under the fire safety minimum programs in accordance with PMChS No. 36 dated 22.05.2018. They did not complete this training (the certificates were not provided by the responsible employees);
- smoking is allowed outside of specially designated areas (there are cigarette butts in the repair shop of the mechanical workshops;
- Cleaning of spilled flammable and combustible liquids is not conducted in the workshops building;
- agricultural machinery (only energy-intensive tractors are provided), mechanical workshops, MTF d. Urbany (in one fire extinguisher OP-8 pressure "0"), are not equipped with functional primary fire extinguishing means in full capacity;
- in the recreation room of the MTF in Urbany, a heating stove with visible cracks in the brickwork has been installed;
- on the second floor of the administration of d. Urbany, the emergency exits are not marked with fire safety signs;
- The fire pond located on the premises of the mechanical workshops is not marked with a sign.
- After the completion of work or during work breaks, at permanent locations of fire operations, hoses from gas equipment are not disconnected and are not freed from flammable liquids and flammable gases.
- the handle of the electrode holder for electric welding shall not be operated in accordance with the current requirements and operational documentation.
State Educational Institution "Kindergarten No. 3 of Braslav":
- In the building of the kindergarten, the evacuation plans for people in case of fire do not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018, "On the Establishment of the Form of the Evacuation Plan for People in Case of Fire" (hereinafter referred to as MES No. 21);
From the provided certificates of completion of the fire safety minimum, it has been established that the training of employees of the economic entity responsible for fire safety has not been organized according to the fire safety minimum programs in accordance with the resolution of the Ministry of Emergency Situations of the Republic of Belarus dated May 22, 2018 No. 36 "On the Approval of the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area."
- The locks on the doors located along the evacuation routes from the music hall of the kindergarten building do not allow for free opening from the inside without a key.
JSC "Drujski":
In the administrative building, the evacuation plan for individuals in the event of a fire does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 21 dated April 20, 2018, "On the Establishment of the Form of the Evacuation Plan for Individuals in the Event of a Fire";
- In the administrative building, there is no provision for the free opening of the lock on the door located on the evacuation route without a key (the lock on the door of the emergency exit);
- In the administrative building, the emergency exits are not marked with fire safety signs.
- by the order of the head of the organization, permanent locations for conducting fire works in open areas and production facilities have not been established;

- the cleaning of the area from dry vegetation near the fire reservoir located near KZSV-30 in the village of Druya has not been organized;
- smoking is allowed outside of designated areas (there are cigarette butts on the premises of the mechanical yard);
- on the outer side of the doors of warehouses and garages, category indicators for explosive and fire hazards are not placed;
In the building of the MTF "Shyrokaya", at the farm "Druya" of the MTF "Druya", MTF "Voiso", MTF "Lazovka", at the farm "Yaya", MTF "Druika", MTF "Druysk", at the farm "Druysk-growing", and in the warehouse "grain seed", the lights are not fully equipped with protective covers.
- In the warehouses on the territory of the mechanical yard, stacking of tires is allowed "well" on the floor without pallets. Storage of tires in bulk is also permitted, not in accordance with the storage procedures for substances and materials defined by the Ministry of Emergency Situations and technological instructions;
- the development of a general facility fire safety instruction has not been organized, which was developed in accordance with the requirements;
- The conduct of fire safety briefings has not been organized in accordance with the requirements of the Ministry of Emergency Situations No. 36 (from November 2, 2021, to December 16, 2021, there are no signatures in the log regarding the conduct of briefings, and from December 16, 2021, there are no entries; repeated briefings were not conducted in 2021 and 2022). Training for individuals responsible for fire safety, members of the fire brigade, employees operating heat-generating equipment, and employees responsible for the preparation and/or conduct of fire works, who are subject to mandatory training under the fire-technical minimum programs in accordance with the Ministry of Emergency Situations No. 36 dated May 22, 2018, has also not been organized, and there is no log for recording the completion of training under the fire-technical minimum program.
- The fire pond located near KZSV-30 in the village of Druya is not marked with a fire safety identification sign in accordance with
with GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking."

the technical maintenance of the automatic fire alarm system in the STO building has not been provided.
- The assessment of the readiness of the internal fire water supply (fire hydrants) has not been conducted in accordance with the requirements of Ministry of Emergency Situations Resolution No. 34 dated 15.05.2018;
- Training for individuals (responsible for fire safety, conducting fire safety briefings, operating heat-generating equipment, and preparing and/or executing hot work) has not been organized for those subject to mandatory training under the fire safety technical minimum programs in accordance with the Ministry of Emergency Situations decree No. 36 dated May 22, 2018;
- smoking area, not equipped in accordance with established procedures and not marked with a sign "Smoking Area";
- For buildings and premises, categories for explosion and fire hazards have not been defined in accordance with the criteria established by the Ministry of Emergency Situations.
Also, from March to July of the current year, monitoring was conducted to assess the implementation of previously proposed activities at the following facilities: the production branch "Braslavryba", OAO "Hlubokaye Dairy and Canning Plant", and the state healthcare institution "Braslav District Veterinary Station". According to the results of the monitoring, it was established that the proposed activities have been eliminated.
