Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the recreation base "Drivyaty" of the state nature conservation institution "National Park "Braslav Lakes"; the State Educational Institution "Braslav Center for Correctional and Developmental Education and Rehabilitation"; and the Municipal Unitary Enterprise "Boruny" of the State Institution "Territorial Center for Social Services of the Population of Braslav District" in January 2023.
During the monitoring, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.
As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
Recreation Base "Drivyaty" of the State Nature Conservation Institution "National Park "Braslav Lakes"
- The general object instruction does not comply with the requirements of the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82);
- In the buildings of corps No. 1, 2, 3 and the cultural and health center with the restaurant of the recreation base "Drivyaty", the evacuation plans for people in case of fire do not meet the requirements of Appendix No. 2 of MES No. 82;
- Not all living quarters in corps No. 1, 2, and 3 of the recreation base "Drivyaty" have schematic plans for individual evacuation of people from the respective floor displayed in prominent places, as well as reminders with fire safety rules for residents and actions in case of fire;
- On the 2nd floor of the cultural and health center with the restaurant, the doors of the stairwell are operated in an open position (there are no self-closing devices);
- On the floors of corps No. 1, 2, and 3 of the recreation base "Drivyaty", carpet coverings are not fully secured to the floor, and do not meet the established technical regulatory legal acts for fire hazard indicators;
- The fire safety signs indicating evacuation routes on the stairwells in the buildings of corps No. 1, 2, and 3 of the recreation base "Drivyaty" are not fully provided;
- The locks on the doors located on the evacuation routes from the swimming pool and gym of the cultural and health center with the restaurant of the recreation base "Drivyaty" do not allow for free opening from the inside without a key (p.48 OTPB);
- The building of corps No. 1, the building of the cultural and health center with the restaurant, and the guardhouse of the recreation base "Drivyaty" are not equipped with functional primary fire extinguishing means (on the 2nd and 4th floors of corps No. 1 and 2, the fire extinguishers OP - 8 pressure gauge is in the red zone and the fire extinguisher located in the PC - 5 building of the cultural and health center with the restaurant OP - 4 has expired its recharge period, and in the guardhouse - fire extinguishers are absent).
State Educational Institution "Braslav Center for Correctional and Developmental Education and Rehabilitation"
- The door of the emergency exit from the Center to the corridor of the State Educational Institution "Braslav Secondary School No. 2" (hereinafter - the school) does not allow for free opening from the inside without a key;
- The evacuation plan for people in case of fire from the Center does not meet the requirements of Appendix No. 2 to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety";
- Training for employees responsible for fire safety and employees assigned to conduct fire safety briefings according to the fire-technical minimum program in accordance with the Resolution of the Ministry of Emergency Situations dated December 21, 2021 No. 82 "On Ensuring Fire Safety" has not been organized;
- Employees involved in the implementation of the evacuation plan for people from buildings and structures in case of fire are not provided with personal protective equipment (self-rescuers) (there are 0 out of 6 available).
Municipal Unitary Enterprise "Boruny" of the State Institution "Territorial Center for Social Services of the Population of Braslav District"
- In the bathhouse of the Municipal Unitary Enterprise Boruny, a heating device not manufactured by the factory is in operation.
- The logbook for recording fire safety briefings does not comply with the form established by the Ministry of Emergency Situations;
- Due to changes in fire safety legislation, unscheduled fire safety briefings with employees whose activities are related to the implementation of new (amended) requirements have not been conducted;
- The general object instruction on fire safety does not comply with the requirements for the content of the general object instruction on fire safety;
- Training for the employee responsible for conducting fire safety briefings, the employee responsible for fire safety at the Municipal Unitary Enterprise Boruny, and employees operating heat-generating devices according to fire-technical minimum programs has not been organized;
- The evacuation plans for people in case of fire in the building of the Municipal Unitary Enterprise Boruny do not comply with the form established by the Ministry of Emergency Situations;
- The lock on the external emergency exit door from the administrative building does not allow for free opening from the inside without a key;
- The storage room is not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms established by the Ministry of Emergency Situations.
