Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslaŭ Emergency Situations Department conducted monitoring of fire safety conditions at the Tourist and Health Improvement Subsidiary Unitary Enterprise "Braslaŭ Lakes"; the hotel of the Scientific Research Institution of Culture "Braslaŭ District Museum Association"; the dormitory of the State Educational Institution "Druja Secondary School", and the dormitory of the State Unitary Enterprise "RFSK Drivyatich" in February 2023.

During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:

Tourist and Health Improvement Subsidiary Unitary Enterprise "Braslaŭ Lakes"

As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GFSP), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

  • the internal fire water supply (fire hydrants) condition was not checked (clause 57 GFSP, clause 10 MES No. 82);
  • in the living quarters of building No. 2, as well as in guest houses intended for temporary accommodation of people, there are no reminders with fire safety rules for residents and actions in case of fire in visible places (clause 46 GFSP);
  • the garage buildings, the kitchen room in the café building "Wave", and the tractor (state number VV 1912) are not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms defined by the Ministry of Emergency Situations (clause 53 GFSP, appendix to the instruction on the norms for equipping facilities with primary fire extinguishing means approved by MES No. 82);
  • the evacuation plans for people in case of fire at the facilities of the TAHUP "Braslaŭ Lakes" were not developed in accordance with the form defined by the Ministry of Emergency Situations (clause 45 GFSP, appendix 2 MES No. 82);
  • from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of employees responsible for ensuring fire safety of the economic entity (its structural subdivisions), employees assigned with duties to conduct fire safety briefings, and employees operating heat-generating devices according to fire-technical minimum programs defined by the Ministry of Emergency Situations was not organized (clause 3.2, clause 58 GFSP, clause 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
  • from the voluntarily provided general object instruction on fire safety, it was established that it does not meet the requirements for the content of the general object instruction on fire safety (clause 7 GFSP, appendix 1 to MES No. 82);
  • the locks of the external evacuation door and the door leading to the stairwell from the second floor of the café building "Wave" do not provide for free opening from the inside without a key (clause 48 GFSP).
The facility is equipped with an automatic fire alarm system (2 PPKP-A16-512, A-6, there is SPI "Lightning" No. SIM 39593). During the check of the operability and serviceability of the system, no violations were identified. The system is in working condition. The maintenance of the APS is carried out by the State Unitary Enterprise "VPP" of the Republican State Organization "BDPO".

During the monitoring, a check of the operability of the automatic fire alarm system at the above-mentioned facilities was carried out (the maintenance of the APS is carried out by the employees of the State Unitary Enterprise "BelEZ"). All APS are in working condition.

Hotel of the Scientific Research Institution of Culture "Braslaŭ District Museum Association":

As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GFSP), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

  • the locks of the external evacuation door and the door leading to the external evacuation staircase from the second floor of the hotel building do not provide for free opening from the inside without a key (clause 48 GFSP);
  • from the voluntarily provided general object instruction on fire safety, it was established that it does not meet the requirements for the content of the general object instruction on fire safety (clause 7 GFSP, appendix 1 to MES No. 82);
  • in the hotel building, the evacuation plans for people in case of fire were not developed in accordance with the form defined by the Ministry of Emergency Situations (clause 45 GFSP, appendix 2 MES No. 82);
  • the timely testing of the external evacuation staircase from the second floor of the hotel building was not organized (clause 3.1 GFSP, STB 11.13.22-2011 "External stationary fire ladders and roof railings").

The facility is equipped with an automatic fire alarm system (PPKP-Alarm 5/4, there is SPI "Lightning" No. SIM 40875). During the check of the operability and serviceability of the system, no violations were identified. The system is in working condition.

The maintenance of the APS is carried out by the Braslaŭ Department of the Security Department.

As a result of the monitoring of the dormitories of the State Educational Institution "Druja Secondary School", and the State Unitary Enterprise "RFSK Drivyatich", no violations of fire safety requirements were identified. 

Also, in February 2023, selective inspections were conducted at KUSP "Braslaŭski", and the Braslaŭ production of OJSC "Vitebskhlebprom".

KUSP "Braslaŭski":

During the inspection, violations of fire safety legislation, general fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities, approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 (hereinafter - GFSP); Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Specific requirements for ensuring fire safety in explosion and fire hazardous and fire hazardous productions, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019 "On the Approval of Specific Requirements" (hereinafter – PSM No. 779), namely:

  • the administrative building, boiler house, MTF “Hustaty” (there is 1 OP-5), MTF “Milki” (there is 1 OP-6), MTF “Visyaty” (there is 1 OP-6), MTF “Zamoshye”, mechanical yard (there are 3 OP-4 expired, without seals, without nozzles, 2 OP-5 expired, defective, 1 OP-6 expired, without nozzles, 1 OP-8 without nozzles), grain storage facilities, warehouses, automotive equipment (Amkador state number VK-2 4099 1 OP-4 expired, tractor state number VA 3165) are not provided with primary fire extinguishing means in full (clause 53 GFSP, MES No. 82);
  • in the administrative building, the evacuation plan for people in case of fire from the second floor does not meet the requirements of MES No. 82 (clause 45 GFSP)
  • in the administrative building, the possibility of free opening from the inside without a key of the locks of the doors located on the evacuation routes is not provided (the locks of the doors of the evacuation exits on the 1st floor) (clause 48 GFSP);
  • in the administrative building, the evacuation routes are not marked with fire safety signs (clause 44 GFSP);
  • under the march of the evacuation stairwell, a room is arranged in which flammable materials are stored (clause 50 GFSP);
  • smoking is allowed on the territory and in the premises of the mechanical yard and MTF “Hustaty” (clause 11 GFSP);
  • in the dispatcher room on the territory of the mechanical yard, a heating stove is operated without protection made of non-combustible materials in front of the furnace opening measuring 50x70 cm. (clause 27, MES No. 82);
  • in the building of MTF “Hustaty”, MTF “Milki”, MTF “Visyaty”, MTF “Zamoshye”, the lamps are not fully equipped with protective shades (clause 9 GFSP);
  • the general object instruction on fire safety was developed not in accordance with the requirements defined by the Ministry of Emergency Situations (clause 3.2, clause 7 GFSP, MES No. 82);
  • the training of persons (responsible for fire safety, employees operating heat-generating devices, and employees responsible for preparing and/or conducting hot work) who are subject to mandatory training according to fire-technical minimum programs in accordance with MES No. 82 (clause 3.2, clause 58 GFSP, MES No. 82) was not organized;
  • the external side of the doors of the warehouses does not have indicators of categories for explosion and fire hazards (clause 19 PSM No. 779).

Braslaŭ production of OJSC "Vitebskhlebprom":

During the inspection, violations of fire safety legislation, general fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities, approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 (hereinafter - GFSP); Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82); Specific requirements for ensuring fire safety in explosion and fire hazardous and fire hazardous productions, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019 "On the Approval of Specific Requirements" (hereinafter – PSM No. 779), namely:

  • the premises of the administrative and production building are not fully equipped with a fire automation system, the object terminal device of the "Lightning" notification transmission system is missing in accordance with the design documentation for them, in the "Fresh Bread" store, the fire alarm system is inoperable and is not maintained (clause 3.1, clause 9 GFSP);
  • the operability of the external fire water supply (fire hydrants) is not ensured, namely, the readiness assessment for the use of fire hydrants was not conducted in 2022 (clause 4.1, clause 57 GFSP);
  • on the 2nd and 3rd floors of the production building, the doors of the stairwell are operated in the open position (self-closing devices are absent) (clause 9, clause 49 GFSP);
  • in the administrative building, the evacuation routes and exits on the stairwells are not marked with fire safety signs (clause 44 GFSP);
  • in the administrative building, the possibility of free opening from the inside without a key of the locks of the doors located on the evacuation routes is not provided (the locks of the doors of the evacuation exits from the 1st floor of the stairwells, the lock of the door leading from the assembly hall, the lock of the door leading from the 1st and 3rd floors to the external evacuation stairwell) (clause 48 GFSP);
  • the internal fire water supply is partially inoperable (PK-5 is missing a fire nozzle and hose; PK-7 is missing a fire nozzle and hose; PK-8 is missing a fire nozzle and hose; PK-12 is missing a fire nozzle and hose; PK-22 is missing a fire nozzle and hose; in the expedition room in PK b/n there is no fire nozzle and hose; PK-26 is missing a fire nozzle and hose; PK-27 is missing a fire nozzle and hose; PK-28 is missing a fire hose and nozzle; PK-29 is missing a fire nozzle and hose) (clause 4.1 GFSP);
  • the conduct of fire safety briefings in accordance with the requirements of MES No. 82 was not organized (there are no records in the log of registration of fire safety briefings about the conduct of introductory briefings with citizen Avlasevich O.V. and Olekhnovich A.N., and also due to changes in fire safety legislation, unscheduled fire safety briefings with employees whose activities are related to the implementation of new (changed) requirements were not conducted) (clause 4.1, clause 58 GFSP);
  • identification signs of fire hydrants No. 1 and No. 2 are missing, in accordance with the requirements of technical regulatory legal acts (4.1, clause 57 GFSP);
  • in the administrative and production building, the evacuation plans for people in case of fire do not meet the requirements of MES No. 82 (clause 45 GFSP);
  • the direction of opening the door leading from the 1st floor of the stairwell of the administrative building has been changed to obstruct the exit from the building (clause 50 GFSP);
  • the timely testing of external evacuation and fire ladders was not organized (clause 4.1 GFSP, STB 11.13.22-2011 "External stationary fire ladders and roof railings");
  • the room allocated for conducting permanent hot work is not fully equipped with primary fire extinguishing means (there is 1 OP-4, at least 2 OP-4 are needed, and a fire blanket is also missing) (clause 357 PSM No. 779);
  • the primary fire extinguishing means (fire extinguishers) are not fully provided: GELLY state number 8896 R - 2 (there is 1 OP - 1, 1 OP - 2 is needed); LADA state number AM 2553 - 2 (there is 1 OP - 1, 1 OP - 2 is needed); GAZ state number AA 3080 - 2 (there is 1 OP - 2, 1 OP - 4 is needed); GAZ state number AE 0079-2 (there are 2 OP - 1, 2 OP - 4 is needed); LADA state number 0441 KV-2 (there is 1 OP - 1, 1 OP - 2 is needed); GAZ state number AE 3265 - 2 (there is 1 OP - 2, 2 OP - 4 is needed); GAZ state number AM 5042 - 2 (there is 1 OP - 2 and 1 OP - 4 (no nozzle) is needed 2 OP -4); GAZ state number AV 0947 - 2 (there is 1 OP - 1, 1 OP 4 is needed); GAZ state number AI 8369 - 2 (there is 1 OP - 1, 1 OP 4 is needed); GAZ state number AI 3034 - 2 (there is 1 OP - 1, 1 OP-4 is needed);  (4.1, clause 53, clause 54 GFSP, MES No. 82).
