Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav Emergency Situations Department conducted monitoring of fire safety conditions at the State Institution "Braslav Central District Hospital", the Private Trade Unitary Enterprise "Braslav-Hotel", the Open Joint Stock Company "Braslav District Agricultural Service", and the Open Joint Stock Company "Slobodka-Agro" in March-April 2023.

During the monitoring, violations of the "General Requirements for Fire Safety in the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:

State Institution "Braslav Central District Hospital"

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety in the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus No. 561 dated August 22, 2019 "On the Approval of Specific Requirements" (hereinafter - CMR No. 561)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

  • in the building of Druyevskaya BSU and the building of Vidzovskaya UB, there are no stands with information on fire safety (clause 3.2 GTPB);
  • at the facilities of Druyevskaya BSU and Vidzovskaya UB, there are no acts on conducting training sessions for practicing the actions of employees to ensure the safe evacuation of people from buildings in case of fire (clause 26 CMR No. 561);
  • in the Vidzovskaya outpatient clinic, members of the fire brigade are not provided with self-rescue devices (there are 5 units, the storage period of which has expired), and also in Druyevskaya BSU and the hospital of the State Institution "Braslav Central District Hospital", seriously ill persons and persons unable to move freely on their own are not provided with self-rescue devices (clause 8 CMR No. 561);
  • the building of the food block of Vidzovskaya UB, the vehicle "UAZ" (state number AA 7419-2); vehicle "UAZ" (state number AK 4830-2) are not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms established by the Ministry of Emergency Situations (clause 53 GTPB, appendix to the instruction on the norms for equipping facilities with primary fire extinguishing means approved by MES No. 82);
  • in the building of the polyclinic and the building of the hospital of the State Institution "Braslav Central District Hospital", evacuation routes and exits are not fully marked with fire safety signs as provided by technical regulatory legal acts (clause 44 GTPB);
  • in the building of the hospital and polyclinic of the State Institution "Braslav Central District Hospital", in the building of Druyevskaya BSU and the building of Vidzovskaya UB, the locks on the doors located on evacuation routes (doors separating corridors, halls, non-smoke staircases, premises with mass gatherings of people (assembly hall), external evacuation doors) do not fully ensure the possibility of their free opening from the inside without a key (clause 48 GTPB);
  • at the facilities of the State Institution "Braslav Central District Hospital", evacuation plans for people in case of fire are not developed in accordance with the form established by the Ministry of Emergency Situations (clause 45 GTPB, appendix 2 MES No. 82);
  • from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of employees responsible for the preparation and conduct of fire works, members of volunteer fire formations from among the employees of the economic entity, employees operating heat-generating devices according to the fire-technical minimum programs defined by the Ministry of Emergency Situations is not organized (clause 3.2, clause 58 GTPB, clause 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
  • in the building of the hospital and polyclinic of the State Institution "Braslav Central District Hospital", in the building of Druyevskaya BSU and the building of Vidzovskaya UB, stairwell doors are operated in the open position (self-closing devices are absent (removed from the doors)) (clause 9, clause 49 GTPB);
  • from the voluntarily provided general facility instruction on fire safety, it was established that it does not meet the requirements for the content of the general facility instruction on fire safety (clause 7 GTPB, appendix 1 to MES No. 82).
The facilities are equipped with automatic fire alarm systems:
  • the building of the hospital of the State Institution "Braslav Central District Hospital" – PKP-A16-512 has SPI "Lightning" Sim No. 15097;
  • the building of the polyclinic of the State Institution "Braslav Central District Hospital" – PKP-128 has SPI "Lightning" Sim No. 15097;
  • the building of Druyevskaya BSU PKP - A16-512 has SPI "Lightning" Sim No. 7511;
  • the building of Vidzovskaya UB PPKP - 8 has SPI "Lightning" Sim No. 16008;
  • the building of the food block of Vidzovskaya UB Alarm 8/4 has SPI "Lightning" Sim No. 3646.
During the inspection of the operability and serviceability of the systems, the following violations were identified:
  • the automatic fire alarm system in the building of the hospital and polyclinic of the State Institution "Braslav Central District Hospital" is inoperative (in the dental department of the building of the hospital of the State Institution "Braslav Central District Hospital", as well as in the building of the polyclinic of the State Institution "Braslav Central District Hospital", the system for notifying people in case of fire does not work) (clause 3.1, clause 9 GTPB).
The maintenance of the automatic fire alarm system is carried out by the Unitary Enterprise "VPP" of the Republican Public Organization "BDPO".

Private Trade Unitary Enterprise "Braslav-Hotel"

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety in the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

  • in the residential premises of the building "Chalet", intended for temporary accommodation of people, there are no schematic plans for individual evacuation of people in visible places (clause 46 GTPB);
  • the building "Chalet" is not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms established by the Ministry of Emergency Situations (clause 53 GTPB, appendix to the instruction on the norms for equipping facilities with primary fire extinguishing means approved by MES No. 82);
  • from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of the employee operating heat-generating devices according to the fire-technical minimum program defined by the Ministry of Emergency Situations is not organized (clause 3.2, clause 58 GTPB, clause 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
  • the timely testing of the external evacuation ladder from the second floor of the administrative building is not organized (clause 3.1 GTPB, STB 11.13.22-2011 "External stationary fire ladders and roof railings");
  • from the voluntarily provided general facility instruction on fire safety, it was established that it does not meet the requirements for the content of the general facility instruction on fire safety (clause 7 GTPB, appendix 1 to MES No. 82);
  • the locks on the doors leading to the stairwell on the first and second floors of the administrative building do not allow free opening from the inside without a key (clause 48 GTPB);
  • the evacuation plans for people in case of fire are not developed in accordance with the form established by the Ministry of Emergency Situations (clause 45 GTPB, appendix 2 MES No. 82).

Open Joint Stock Company "Braslav District Agricultural Service"

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety in the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), specific requirements for ensuring fire safety in explosion and fire hazardous and fire hazardous productions approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019 "On the Approval of Specific Requirements" (hereinafter - CMR No. 779), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:

  • from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of employees of the economic entity responsible for fire safety of the economic entity, employees operating heat-generating devices, according to the fire-technical minimum programs defined by MES No. 82 is not organized (clause 3.2, clause 58 – GTPB; MES No. 82);
  • on the outer side of the doors of workshops, warehouses, and garages, category indicators for explosion and fire hazards are not placed (clause 19 CMR No. 779);
  • from the voluntarily provided journal of fire safety briefings, it was established that fire safety briefings are not organized in accordance with the requirements of MES No. 82, and the introductory fire safety briefing on fire safety measures with all employees is also not organized, and there is no journal of the introductory fire safety briefing (clause 3.2, clause 58 GTPB, MES No. 36);
  • the locks on the doors located on evacuation routes (the central exit of the administrative building) do not allow free opening from the inside without a key (clause 48 GTPB);
  • smoking is allowed outside the specially designated area (there are cigarette butts on the territory of the mechanical yard of the agricultural enterprise Akhremovtsy) (clause 11 GTPB);
  • in the administrative building, the evacuation plan for people in case of fire does not comply with the form established by MES No. 82 (clause 45 GTPB; MES No. 82);
  • the administrative building and agricultural machinery are not provided with the necessary number of functioning primary fire extinguishing means (the administrative building (fire extinguishers are absent); tractor state number VV-2 7040 - (fire extinguishers are absent); tractor state number VA 0274 (fire extinguishers are absent); tractor state number VA-2 7900 (fire extinguishers are absent); tractor VK-2 2241 has 1 OP-4 (no nozzle); tractor VA-2 4598 – (fire extinguishers are absent); tractor state number VK-2 7195 - has 1 OP-2 (the recharging period has expired) (clause 3.1., clause 53 and clause 54 GTPB; MES No. 82).
