Monitoring of fire safety status
The Monitoring and Prevention Sector of the Braslav District Department of Emergency Situations conducted fire safety assessments from September to November 2023 at the following locations: the dormitory of the State Educational Institution "Vidzov State College", the State Educational Institution "Vidzov Secondary School of Braslav District", the State Institution for Social Services "Braslav Boarding House for the Elderly and Disabled", the Braslav District Culture Center of the State Cultural Institution "Centralized Club System of Braslav District", the foreign unitary production and trade enterprise "Belkoksalat", the dormitories of the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Communalnik", the gas stations of the Republican Unitary Enterprise "Belarusneft-Vitebskoblnefteprodukt", the State Educational Institution "Kindergarten No. 1 of the urban-type settlement Vidzy of Braslav District", the State Educational Institution "Kindergarten No. 2 of the urban-type settlement Vidzy", the branch of the "Braslav Production Management" of the Republican Unitary Production Enterprise "Vitebskoblgaz", the store "Euroopt" No. 421 of the branch of the Limited Liability Company "Euratorg in Vitebsk", gas station No. 42 of the Individual Entrepreneurial Limited Liability Company "RN-West", gas station No. 5 of the Limited Liability Company "Block", and gas station No. 15 of the Individual Entrepreneurial Limited Liability Company "Tatbelnefteprodukt". A selective inspection of the Open Joint Stock Company "Agrovidzi" was also conducted.
During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017, No. 7, and other regulatory legal acts were identified.
As a result of the monitoring conducted, recommendations have been presented to the management for addressing the identified violations, which propose the following measures for implementation:
State Educational Institution "Vidzovskaya Secondary School of Braslav District"
As a result of the monitoring conducted, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities," approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus No. 561 dated August 22, 2019, "On Approval of Specific Requirements" (hereinafter – MES)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- From the voluntary certificates of completion of the fire-technical minimum provided, it has been established that the training of members of volunteer fire formations from among the employees of the economic entity, employees responsible for fire safety of the economic entity, as well as employees operating heat-generating installations, has not been organized according to the fire-technical minimum programs in accordance with PMChS No. 82 (cl. 3.2, cl. 58 – OTPB; cl. 15 of the instruction "On the procedure for training employees on fire safety issues and checking their knowledge in this area" PMChS No. 82);
- members of the fire brigade are not provided with self-rescuers (of the 5 self-rescuers available, all have expired) (cl. 8 PSR RB No. 561);
in the building of primary school No. 2, the cafeteria, the chimneys in the attic space are not plastered and not whitewashed (clause 27 of the Fire Safety Regulations; clause 6 of the instruction "On the Requirements for the Placement and Operation of Heat-Consuming Stoves" approved by the Ministry of Emergency Situations No. 82).
The facility is equipped with fire automation (PPKP-A16-512, available, SPI "Lightning" No. SIM 41721). During the inspection of the system's operability and functionality, no violations were detected. The system is in operational condition. The maintenance of the APS is performed by the RGOO "BDPO".
During the monitoring process, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for conducting work," which was attended by 4 employees of the institution.
State Institution "Braslav Home for the Elderly and Persons with Disabilities"
As a result of the monitoring, violations of fire safety requirements were identified (‘General fire safety requirements for the maintenance and operation of capital constructions (buildings, structures), isolated premises, and other facilities owned by economic entities’ approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 ‘On the Development of Entrepreneurship’ (hereinafter – OFSB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 ‘On Ensuring Fire Safety’ (hereinafter - MES No. 82)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- Evacuation plans for individuals in the event of a fire in residential buildings do not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
- on the first floor of the residential building under the staircases of the evacuation stairwells, combustible materials were located (clause 50 of the Fire Safety Regulations) – eliminated during monitoring.
The facility is equipped with a fire automation system (patient care unit: PPKP-A16-512, there is SPI "Lightning" No. SIM 25059; laundry building: PPKP-Alarm 8/4, SPI "Lightning" is absent). During the inspection of the system's operability and functionality, the following was identified:
- in the premises, the casing of the thermal fire detector was damaged – resolved during monitoring;
- The fire alarm "Exit" in the laundry building is out of order – resolved during monitoring.
The system is operational. The maintenance of the APS is carried out by LLC "SpecYUKengineering".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 8 employees of the institution.
Braslav District Cultural Center of the state cultural institution "Centralized Club System of Braslav District"
As a result of the monitoring, violations of fire safety requirements have been identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities," approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
From the provided information, at the initiative of the head of the institution, the fire safety training registration journal has established that the procedure for conducting fire safety trainings has been violated, specifically, there are no signatures of individuals who have undergone the repeated fire safety training: Hlushakova V.V., Nemiro N.S., Kozharonka N.S.; the initial fire safety training has not been conducted with Kezik A.A. and Kuko V.H. (p.58 - OTPB, instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by the Ministry of Emergency Situations No. 82);
- is not equipped with the possibility of free opening from the inside without a key, the lock of the external door located on the evacuation route from the 1st floor of the Braslav District Culture Center (p.48 - OTPB);
- the timely testing of the external fire escape in the building of the Braslav District Culture Center has not been organized (clause 3.1 of the Fire Safety Regulations, STB 11.13.22-2011 "External stationary fire escapes and roof railings");
- Decorations, props, stage and exhibition design, draperies and curtains installed on the stage of the concert hall have not been treated with fire-retardant compounds to render them difficult to ignite (clause 25 - Fire Safety Regulations).
The building of the Braslav District Culture Center is equipped with fire automation systems (PPCP - A16-512, there is SPI "Mauchanie" No. SIM 40127). The maintenance of the UPS is carried out by the NGO "BDPO". During the inspection of operability and functionality, the following violations were identified:
- the activation of the light signs "Exit" in the concert hall of the Braslav District Culture Center is not ensured during the presence of individuals (clause 9 – OTPB);
- faulty loops No. 3 and No. 4 of the automatic fire alarm system, installed in the concert hall (clause 3.1 – OTPB).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 8 employees of the institution.
Foreign Unitary Production and Trade Enterprise "Belkoksalat"
As a result of the monitoring conducted, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), specific requirements for ensuring fire safety in explosive and fire hazardous productions, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019, "On the Approval of Specific Requirements" (hereinafter - SCM No. 779)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- the storage of flammable materials is permitted in firebreaks between buildings, on the premises of the enterprise (clause 16 – Fire Safety Regulations);
From the voluntary certificates of completion of fire safety training provided, it has been established that the training of employees responsible for fire safety in the economic entity, who operate heat-generating equipment, as well as those responsible for the preparation and/or execution of hot work, has not been organized. These employees are tasked with conducting fire safety briefings according to the fire safety training programs in accordance with PMChS No. 82 (clause 58 – OTPB; clause 15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," approved by PMChS No. 82);
it has been established from the voluntarily provided general facility instruction that it does not comply with the requirements of the Ministry of Emergency Situations No. 82 (clause 7 – Fire Safety Regulations; Appendix 1 to the Ministry of Emergency Situations No. 82);
From the provided documents, at the initiative of the enterprise manager, it has been established by the order of the organization manager that no permanent locations for conducting fire works have been designated in open areas and production premises (clause 355 – PSM No. 779);
- fire extinguishing means (extinguishers) in the building of the sawing workshop (in 3rd OP-4 there are no nozzles) and in the vehicle "Mercedes" state reg. no. AI-0653 (1st OP-1 insufficient pressure (the manometer needle is in the red zone) are inoperable and defective (clause 3.1 – OTPB);
- not equipped with primary fire extinguishing means (fire extinguishers) in accordance with the standards established by the Ministry of Emergency Situations, the tractor with state registration number VV-2 7073 (fire extinguishers are absent), the car "Mercedes" with state registration number AI-0653 (1 OP-1 is available), the workshop premises (fire extinguishers are absent) and the "sharpening" premises (fire extinguishers are absent) (p.53 – OTPB, appendix to the Instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82).
During the monitoring, a presentation was delivered to the workforce on the topic of fire safety requirements, attended by 6 employees of the enterprise.
Dormitories of the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Komunalnik"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- the lock of the doors located on the evacuation routes (the door separating the corridor on the second floor) of the hotel building is not equipped to allow free opening from the inside without a key (clause 48 of the Fire Safety Regulations);
- On the 1st floor of the dormitory located at 56 Dziarzhynskaha St., Braslaŭ, there is no evacuation plan. In the building of the hotel located at 121 Savetskaya St., Braslaŭ, the evacuation plans for people in case of fire do not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the MES Order No. 82);
- In living room No. 24 of the hotel located at 121 Soviet Street, Braslav, there is no schematic plan for the individual evacuation of people from the 2nd floor (clause 46 of the Fire Safety Regulations);
- the timely testing of the external fire escape in the dormitory at 56 Dziarzhynskaha Street has not been organized (clause 3.1 of the Fire Safety Regulations, STB 11.13.22-2011 "External stationary fire escapes and roof railings");
- The doors on the evacuation route from the 1st floor of the dormitory located at Ahiemavtsy, Parkovaya St. 2 do not open in the direction of the evacuation route (clause 50 of the Fire Safety Regulations);
- on the 5th floor of the dormitory at 19 Oktyabrya St., in the doors of the stairwell, a part of the door leaf is missing, and these doors are being operated in the open position (there is no self-closing device) (clause 49 of the Fire Safety Regulations);
- in the dormitory located at 19 Oktyabrya Street, Braslav, fire hydrants No. 1 and No. 3 are out of service (the valve for water supply does not open) (clause 3.1. OTPB);
- in the external evacuation stairwell of the dormitory at 19 Kastrichnіka Street, Braslav, laundry is being dried, and residents' belongings are being stored, thereby hindering the safe evacuation of individuals (clause 50 of the Fire Safety Regulations);
- From the voluntary certificates of completion of the fire safety minimum provided, it has been established that the training of employees operating heat-generating equipment (boiler operator Shudel V.F. of the dormitory located at Ag. Akhremovtsy, Parkovaya St. 2) has not been organized according to the fire safety minimum programs (clause 58 of the Fire Safety Regulations; clause 15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," approved by the Ministry of Emergency Situations No. 82);
- on the 1st floor of the dormitory located at 19 Kastrichnіka Street, Braslav, the fire extinguisher OP-4 is inoperable (the pressure gauge needle is in the red zone) (clause 3.1. Fire Safety Regulations);
In the corridor of the 1st floor of the dormitory located at 58 Dziarzynskaha Street, Braslav, and on the 1st and 3rd floors of the dormitory located at 19 Kastrichnika Street, Braslav, the storage of personal belongings and furniture of residents is conducted, which reduces the minimum evacuation width (clause 50 of the Fire Safety Regulations).
The buildings of hostels and hotels are equipped with fire automation systems (hereinafter referred to as FAS). The maintenance of FAS is carried out independently by the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Komunalnik" (on the balance of the enterprise):
town Ahramovtsy Parkovaya St. 2 (PPCP A-24 has SPI "Lightning" No. SIM 42199);
- Braslav, Dzerzhinskogo St. 56, 58, 60 (Dzerzhinskogo St. 60 – PPKP A-16-512, Dzerzhinskogo St. 56, 58 – PPKP 8/16, there is SPI "Molniya" No. SIM 42981);
Braslav, Oktjabr Street 19 (PPCP 8/16 has SPI "Molniya" No. SIM 42983);
Braslav, Sovetskaya St. 121 (PPCP A24 has SPI "Molniya" No. SIM 40637);
Braslav, Sadovaya St. 35 (PPKP A16-512 has SPI "Molniya" No. SIM 43359).
During the monitoring process, an inspection of the operability of fire automation systems at the above-mentioned facilities was conducted. The inspection revealed violations.p.3.1 OTPB:
Dormitory in Braslav, Zhniva St., 19:
the light panel "Exit" on the 1st floor did not function.
Dormitory in Braslaŭ, Dziarzhynskaha Street, 60:
- the signal does not pass through the lightning when the fire alarm control and indicating equipment (hereinafter referred to as FACP) and the AR-16 expansion module are opened;
- the tamper contact on the terminal device "Molniya" has been mechanically disabled;
The battery does not ensure the operation of the sound alert on the backup power source.
Dormitory in Braslaŭ, Dziarzhynskaha Street, 56:
- the remote control panel KP-32 is not functioning;
- the tamper contact on PPKP 8/16 is not functioning;
- on the corridor of the 3rd floor, the circuit with smoke fire detectors is not operational;
- The battery does not provide operation of the sound alert on the backup power supply;
- the sound notification system is not functioning on the 3rd floor;
- when the fire detectors are triggered in the rooms on the 3rd floor, the signals "Fire" and "Malfunction" are not generated and do not transmit to the PPKP;
- On the 2nd floor, at the exit to the stairwell, the "Exit" sign is malfunctioning.
Dormitory in Braslav, Dzerzhinsky Street, 58, blocked with control devices at Dzerzhinsky St., 56:
- on the first floor at the exit from the corridor to the l/k, the light panel "Exit" is malfunctioning.
Dormitory in the village of Akhremovtsy, Parkovaya Street, No. 2:
- On the 1st floor, the light displays "Direction of Movement" did not function.
Hotel at the address: Braslav, Sovetskaya St. 121:
- The sound alarm is not functioning in the corridor on the first floor.
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facilities revealed violations of TКP-316, namely:
Dormitory: Braslav, October Street, 19:
- the facility lacks 10% of the necessary fire protection equipment (hereinafter referred to as FPE) (cl. 8.3.11);
- Planned quality control is conducted formally (a conclusion is made about the compliance of a number of studied positions, which actually do not comply), there is no order appointing the responsible engineering and technical worker (hereinafter – ETW) who is responsible for quality and authorized to accept work within the framework of technical maintenance, there is no project documentation for the PA systems, the system passport is not filled out to the extent provided by the form, the technical inspection report for the PA system is overdue (the last report is from 09.2021, with an extension of operation for 1 year) (p.7.8.3).
Dormitory: Braslav, Dziarzynskaha St., 60:
- Planned quality control is conducted formally: the latest briefings for the operational duty personnel were held in 07.2022 (frequency at least once a year), there is no order appointing the responsible technical staff member accountable for quality and authorized to accept work within the framework of technical maintenance, the system passport is not filled out to the extent provided by the form, there is no project documentation for the PA systems, the technical inspection certificate for the PA system is overdue (the last certificate is from 07.2022, with an extension of operation for 1 year) (clause 7.8.3);
as of November 2022, the maintenance and current repair work registration journal (hereinafter referred to as the TOiR journal) does not indicate the date of work performed, and not all types of inter-regulatory work are recorded in the TOiR journal (these are recorded in the malfunction and call logs) (p.6.2);
- the facility lacks 10% of the required stock of TSPPZ (cl. 8.3.11).
Dormitory: Braslav, Dzerzhinskogo St., 56:
- planned quality control is conducted formally: the cable layout does not correspond to the numbers on the external control device, the personnel action instruction contains outdated information (does not match the number of the installed Sim), there is no project documentation for the PA systems, there is no order appointing the responsible technical supervisor accountable for quality and authorized to accept work within the framework of technical maintenance (p.7.8.3);
- the facility is missing 10% of the required stock of TSPPZ (cl. 8.3.11).
Dormitory: Braslav, Dziarzynskaha St., 58, blocked with control devices at Dzerzhinsky St., 56:
- the facility lacks 10% of the required stock of TSPPZ (cl. 8.3.11);
there is no order appointing the responsible technical staff member in charge of quality and authorized to accept work within the scope of technical maintenance.
Hotel at the address: Braslav, Sovetskaya St. 121:
- Planned quality control is conducted formally: there is no order appointing the responsible technical staff member accountable for quality and authorized to accept work within the scope of maintenance (8.3.11);
- the facility lacks 10% of the required stock of TSPPZ (cl. 8.3.11).
Dormitory in Ahremavtsy village, Parkovaya St. 2:
- the facility is missing 10% of the required stock of TSPPZ (cl. 8.3.11);
there is no order appointing the responsible technical staff member in charge of quality and authorized to accept work within the scope of technical maintenance.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 34 employees of the enterprise.
Gas Station of the State Unitary Enterprise "Belorusneft-Vitebskoblnefteprodukt"
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter – TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- In the building of gas station No. 23 located at: Braslav District, 217th kilometer of the R27 road, the evacuation plan for people in case of fire does not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82).
The facilities of RUP "Belarusneft-Vitebskoblnefteproduct" located at: Braslav District, 217th kilometer of the R27 road (Filling Station No. 23); Braslav District, urban settlement Vidzy, Bраслаўская Street 61 (KAZS No. 27); Braslav District, village Druya, Bраслаўская Street 64 (KAZS No. 30) are equipped with fire automation systems (hereinafter – FAS). The maintenance of the facilities of RUP "Belarusneft-Vitebskoblnefteproduct" is carried out by RDUП "Belarusneft-Promservice":
Gas Station No. 23 located at: Braslav District, 217th kilometer of the R27 road (PPCP A-24 has SPI "Lightning" No. SIM 43487);
- KAZS No. 27 at the address: Braslaŭ District, Vidzi Town, Braslaŭskaya Street 61 (PPKP Alarm 8/4, equipped with SPI "Lightning" No. SIM 13209);
- KAZS No. 30 at the address: Braslaŭ District, Druya, Braslaŭskaya St. 64 (PPKP Alarm - 3 SPI "Lightning" is absent);
During the inspection of the operability of fire automation installations at the above-mentioned facilities, violations of TCP-316 were identified, namely:
KAZS No. 23 at the address: Braslav District, 217th kilometer of the R27 road; KAZS No. 30 at the address: Braslaŭ District, Druja, Braslaŭskaya Street 64
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMP) are missing at the facilities (clause 8.3.11).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 9 employees of the enterprise.
State Educational Institution "Kindergarten No. 1 of the urban settlement Vidzy, Braslav District"
As a result of the monitoring, violations of fire safety requirements have been identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Buildings (Structures, Facilities), Isolated Premises, and Other Objects Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- In the kindergarten building, the evacuation plan for individuals in case of fire does not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82).
The facility of the State Educational Institution "Kindergarten No. 1 of the urban-type settlement Vidzy, Braslav District" located at: urban-type settlement Vidzy, Sovetskaya St., 45 is equipped with fire automation systems (hereinafter referred to as FAS) (PPKP Alarm-5 has SPI "Lightning" No. SIM 41720). The maintenance of the facility is carried out by the Republican Public Association "BDPO":.
During the inspection of the operability of the fire automation systems at the above-mentioned facility, a violation of TКP-316 was identified, namely:
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMFP) are missing at the facilities (clause 8.3.11).
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facility revealed violations.
p.3.1 OTPB:
- In the kindergarten building, the light panel "Exit" located at the kitchen exit did not function, as well as the light-sound notifier installed on the facade of the kindergarten building.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 4 employees of the institution.
State Educational Institution "Kindergarten No. 2 of the Town of Vidzy"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OFSB), Resolution of the Council of Ministers of the Republic of Belarus No. 561 dated August 22, 2019, "On the Approval of Specific Requirements" (hereinafter – CM RB No. 561), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter – TКP-316), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- there are no records of training sessions conducted this year on the evacuation of people from buildings in the event of a fire (clause 13 of the PSM of the Republic of Belarus No. 561);
- employees involved in the implementation of the evacuation plan for people in case of fire are not provided with self-rescue devices (all available self-rescue devices have expired) (clause 8 of the PSM RB No. 561);
- The locks of the doors located on the evacuation routes (the external evacuation door from the utility room, as well as the evacuation door from the kitchen) of the kindergarten building are not equipped to allow free opening from the inside without a key (clause 48 of the Fire Safety Regulations).
The facility of the State Educational Institution "Kindergarten No. 2 of the urban settlement Vidzy, Braslav District" located at: urban settlement Vidzy, Kuibyshev Street, 55 is equipped with fire automation systems (hereinafter referred to as FAS) (PPKP Alarm-5 has SPI "Lightning" No. SIM 41719). The maintenance of the facility is carried out by the Republican Public Association "BDPO":
During the inspection of the operability of the fire automation systems at the above-mentioned facility, a violation of TКP-316 was identified, namely:
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMFP) are missing at the facilities (clause 8.3.11).
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facility revealed violations.
p.3.1 OTPB:
In the kindergarten building, the light panel "Exit" located at the exit from the utility room did not function.

Gas Station No. 42 LLC "RN-West"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises and other facilities belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- In the building of gas station No. 42 located at: Braslav District, 217th kilometer of the R27 road, the evacuation plan for people in case of fire does not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82).
- The general fire safety instruction does not comply with the requirements of the Ministry of Emergency Situations of the Republic of Belarus (clause 7 – OTB; appendix 1 to PMES No. 82)
The facility is equipped with fire automation systems. Maintenance is provided by LLC "Sphere of Safety" (PPKP Alarm-5, SPI "Malniya" No. SIM 16032);
During the inspection of the operability of fire automation installations, violations of TКP-316 were identified, namely:
- the facility lacks 10% of the required stock of fire protection technical means (hereinafter referred to as FPTM) (cl. 8.3.11).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 3 employees of the enterprise.
Gas Station No. 5 LLC "Block"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
It has been established from the voluntarily provided fire safety instruction registration journal that its form does not comply with the form defined by the Ministry of Emergency Situations No. 82 (paragraph 58 of the Fire Safety Regulations; Appendix No. 3 to the instruction on the procedure for training employees on fire safety issues and checking knowledge in this area, approved by the Ministry of Emergency Situations No. 82);
From the voluntary certificates of completion of the fire safety minimum provided, it has been established that the training of employees of the economic entity responsible for fire safety has not been organized. This includes employees whose work is related to the storage, transportation, and use of flammable gases, flammable liquids, explosive and fire hazardous dusts, solid flammable substances and materials, as well as employees assigned with the duties of conducting fire safety briefings, according to the fire safety minimum programs in accordance with the Ministry of Emergency Situations No. 82 (clause 3.2. OTPB; clause 15 of the instruction on the procedure for training employees on fire safety issues and checking knowledge in this area approved by the Ministry of Emergency Situations No. 82);
Gas station No. 5 is not fully equipped with primary fire extinguishing means (fire extinguishers); there is 1 OU – 25, 1 OP – 40, and 1 OP – 45 (clause 53 of the Fire Safety Regulations, clause 28 of the table "Standards for Equipping Facilities with Primary Fire Extinguishing Means" appendix to the instruction on standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
At the gas station No. 5, the primary fire extinguishing means are inoperable (the needle of the 1 OP-45 manometer is in the red zone) (clause 3.1. OTPB; PMChS No. 82).
The facility of gas station No. 5 LLC "BLOK" is equipped with fire automation systems (hereinafter referred to as FAS). The maintenance of gas station No. 5 LLC "BLOK" is carried out by LLC "Belstrazh" (PPCP A6-06 has SPI "Lightning" No. SIM 42289).
During the inspection of the operability of the fire automation systems, the following was established:
- The light-sound notifier located on the facade of gas station No. 5 is inoperable (the light indication is not functioning) (clause 3.1 of the Fire Safety Regulations).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," which was attended by 4 employees of the enterprise.
Gas Station No. 15 LLC "Tatbelnefteproduct"
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. - In the building of gas station No. 15, the evacuation plan for people in case of fire does not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
It has been established from the voluntarily provided general facility fire safety instruction that it does not comply with the requirements of the Ministry of Emergency Situations of the Republic of Belarus (clause 7 – OTPB; appendix 1 to PMES No. 82).
The facility of LLC "Tatbelnefteproduct" is equipped with fire safety systems (hereinafter referred to as FAS). The maintenance of the facility of LLC "Tatbelnefteproduct" is carried out by ODO "FireTechService":
- LLC "Tatbelnefteprodukt" at the address: Braslav District, d.Kryuki 1A (PPCP Berezina UKP 10/1, PS 4, has SPI "Lightning" No. SIM 34107);
During the inspection of the operability of fire automation systems, the following violations were identified:
- the fire suppression system is not operational in the warehouse premises (not connected) (cl. 3.1 Fire Safety Regulations);
10% of the necessary technical means of fire protection (hereinafter referred to as TPFM) are missing at the facilities (clause 8.3.11 of the Technical Code of Practice 316-2011 System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Control Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for conducting work," attended by 5 employees of the enterprise.
JSC "Agrovidzi"
On the territory of the complex for fattening and raising young cattle, the operability of the external fire-fighting water supply (fire hydrants) has not been ensured; specifically, the assessment of the readiness for the use of fire hydrants was not conducted in 2022 (p.57 OTPB instruction on the procedure for checking the condition of external and internal fire-fighting water supply approved by the Ministry of Emergency Situations No. 82);
are not fully equipped with primary fire extinguishing means (fire extinguishers): fattening and raising young cattle complex (1 building "fattening" has 1 OP-3; pumping station – fire extinguishers are absent; 2 building "fattening" has 1 OP-4; 3 building "fattening" has 1 OP-4; 3 building "fattening" fire extinguishers are absent; 4 building "fattening" fire extinguishers are absent; flour warehouse – fire extinguishers are absent) (p.53 OTPB, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
Fire hydrants located on the premises of the complex for the fattening and breeding of young cattle are not marked with fire safety identification signs (clause 57 of the Fire Safety Regulations, GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking");
On the premises of the complex for fattening and raising young cattle in firebreaks between buildings, the storage of flammable materials (bales of hay) is permitted (clause 16 of the Fire Safety Regulations);
The primary fire extinguishing means are inoperable: the complex for fattening and raising young cattle (building 2, section 1 OP-6 is missing a seal) (clause 4.1. OTPB; PMChS No. 82);
on the outer side of the doors of the premises in the buildings of the complex for the fattening and breeding of young cattle, there are no indicators of categories for explosion and fire hazards (clause 19 of PSM No. 779);
In the building of the seasonal cafeteria, the possibility of opening from the inside without a key to the lock of the external emergency exit door is not provided (clause 48 of the Fire Safety Regulations);
In the building of the seasonal cafeteria, the evacuation routes and emergency exits are not marked with fire safety signs as required by technical regulatory legal acts (clause 44 of the Fire Safety Regulations);
the possibility of opening from the inside without a key of the lock of the outer door of the emergency exit from the 1st floor of the administrative building of the MTF "Vidzy-Lavchynski" is not provided (clause 48 of the Fire Safety Regulations);
The doors of the stairwell of the administrative building of the MTF "Vidzy-Lavchynski" are maintained in the open position (there are no self-closing devices) (clause 4.1 of the Fire Safety Regulations, clause 7.2.9 of SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
On the outer side of the door of the premises in the boiler house of the MTF "Vidzy-Lavchynski," there are no indicators of categories for explosion and fire hazards (clause 19 of PSM No. 779);
The heat-generating apparatus of the floor grain dryer at the warehouse "Vidishki" in Vidishki village of OAO "Agrovidzi" was operated without factory manufacturing (clause 27 of the OTPB) - proposal No. 3 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), and equipment as of 24.10.2023;
In the utility wagon of the warehouse "Vopenitsa" in the village of Regulyary, OAO "Agrovidzi" operated a heat-accumulating stove, the design of which does not comply with the requirements of technical regulatory legal acts (a metal pipe not manufactured in a factory is used as a chimney) (clause 27 of the Fire Safety Regulations, clause 3 of the instruction on the requirements for the placement and operation of heat-accumulating stoves, approved by the Ministry of Emergency Situations No. 82) - proposal No. 4 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), equipment from 24.10.2023;
Fire safety briefings are not organized (farm "Novaia Dziarvnia" - the "fire safety briefing registration journal" is missing) (clause 4.1 of the Fire Safety Regulations);
not fully equipped with primary fire extinguishing means (fire extinguishers) farm "Novaia Dziaržava" (1 OP-6 available) (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
are not fully equipped with primary fire extinguishing means (fire extinguishers): the automobile filling station of the 1st division (there is 1-OP 8 and 1 OU-2); the site for conducting fire works of the 1st division is not equipped with a fireproof curtain (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
In the area of the 1st department, the smoking area is not marked with signs "Smoking Area" (clause 11 of the Fire Safety Regulations);
The primary fire extinguishing means are inoperable: MTF "Trejbshuny" (1 OP-8 manometer needle is in the red zone) (clause 4.1. OTPB);
In the premises of the milk-washing department of the dairy farm building "Trejbshuny" in the village of Podvorynka, OAO "Agrovidzi" operated a heat-generating device (water heater) not manufactured by a factory (clause 27 of the OTB) – proposal No. 2 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), and equipment as of 24.10.2023;
The training of employees responsible for fire safety (the foreman of the production team in livestock farming at the farm "Novaia Dziaržava"; the foreman of the production team in livestock farming at the MTF "Treibshuny") has not been organized according to the fire safety technical minimum programs (clause 4.1 of the Fire Safety Regulations; clause 15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," approved by the Ministry of Emergency Situations No. 82).

are not fully equipped with primary fire extinguishing means (fire extinguishers): tractor state registration number VN-2 2249 – fire extinguishers are absent; tractor state registration number VA-2 7858 – fire extinguishers are absent; tractor state registration number VV-2 7001 – fire extinguishers are absent; tractor state registration number VK-2 4082 – fire extinguishers are absent; loader state registration number VV-2 5330 (1-OP 4 is available) (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82).
The branch "Braslav Production Management" of the republican unitary enterprise "Vitebskoblgaz", the store "Euroopt" No. 421 of the branch of LLC "Eurotorg" in Vitebsk, and the dormitory of the State Educational Institution "Vidzovsky State College" found no violations.
Monitoring of fire safety status
The Monitoring and Prevention Sector of the Braslav Emergency Situations Department conducted fire safety assessments from September to November 2023 at the following locations: the dormitory of the State Educational Institution "Vidzy State College", the State Educational Institution "Vidzy Secondary School of Braslav District", the State Institution "Braslav Boarding House for the Elderly and Disabled", the Braslav District Culture Center of the State Cultural Institution "Centralized Club System of Braslav District", the foreign unitary production and trade enterprise "Belkoksalat", the dormitories of the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Communalnik", the gas stations of the Republican Unitary Enterprise "Belarusneft-Vitebskoblnefteprodukt", the State Educational Institution "Kindergarten No. 1 of the urban-type settlement Vidzy of Braslav District", the State Educational Institution "Kindergarten No. 2 of the urban-type settlement Vidzy", the branch of the "Braslav Production Management" of the Republican Unitary Production Enterprise "Vitebskoblgaz", the store "Euroopt" No. 421 of the Limited Liability Company "Euratorg in Vitebsk", gas station No. 42 of the Individual Entrepreneurial Limited Liability Company "RN-West", gas station No. 5 of the Limited Liability Company "Block", and gas station No. 15 of the Individual Entrepreneurial Limited Liability Company "Tatbelnefteprodukt". A selective inspection of the Open Joint Stock Company "Agrovidzi" was also conducted.
During the monitoring process, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017, No. 7, and other regulatory legal acts were identified.
As a result of the monitoring conducted, recommendations have been presented to the management for addressing the identified violations, which include the following proposed measures for implementation:
State Educational Institution "Vidzovskaya Secondary School of Braslav District"
As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Buildings (Structures, Facilities), Isolated Premises, and Other Objects Belonging to Economic Entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019, No. 561 "On Approval of Specific Requirements" (hereinafter - MES)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- From the voluntary certificates of completion of fire safety training provided, it has been established that the training of members of volunteer fire formations from among the employees of the economic entity, employees responsible for fire safety of the economic entity, as well as employees operating heat-generating equipment, has not been organized according to the fire safety training programs in accordance with PMChS No. 82 (cl. 3.2, cl. 58 – OTPB; cl. 15 of the instruction "On the procedure for training employees on fire safety issues and checking their knowledge in this area" PMChS No. 82);
- Members of the fire brigade are not provided with self-rescuers (of the 5 available self-rescuers, all have expired) (clause 8 of the Fire Safety Regulations of the Republic of Belarus No. 561);
- in the building of primary school No. 2, in the cafeteria, the chimneys in the attic space are not plastered and not whitewashed (clause 27 of the Fire Safety Regulations; clause 6 of the instruction "On the Requirements for the Placement and Operation of Heat-Accumulating Stoves" approved by the Ministry of Emergency Situations No. 82).
The facility is equipped with fire automation (PPKP-A16-512, available, SPI "Lightning" No. SIM 41721). During the inspection of the operability and functionality of the system, no violations were detected. The system is in operational condition. The maintenance of the APS is performed by the NGO "BDPO".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," which was attended by 4 employees of the institution.
State Institution "Braslav Home for the Elderly and Persons with Disabilities"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital constructions (buildings, structures), isolated premises, and other facilities owned by economic entities," approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- Evacuation plans for individuals in the event of a fire in residential buildings do not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
- on the first floor of the residential building under the staircases of the evacuation stairwells, flammable materials were located (clause 50 of the Fire Safety Regulations) – eliminated during monitoring.
The facility is equipped with a fire automation system (the inpatient ward: PPKP-A16-512, there is SPI "Silence" No. SIM 25059; laundry building: PPKP-Alarm 8/4, SPI "Silence" is absent). During the inspection of the system's operability and functionality, the following was identified:
- in the premises, the casing of the thermal fire detector was damaged – resolved during monitoring;
- The fire alarm "Exit" in the laundry building is out of service – resolved during monitoring.
The system is operational. The maintenance of the APS is carried out by LLC "SpecYUKengineering".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of fire alarm systems, organization and procedure for carrying out work," attended by 8 employees of the institution.
Braslav District Cultural Center of the state cultural institution "Centralized Club System of Braslav District"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities," approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
From the provided information, at the initiative of the head of the institution, the fire safety instruction registration journal has established that the procedure for conducting fire safety instructions has been violated, namely, the signatures of individuals who underwent the repeated fire safety instruction are missing: Hlushakova V.V., Nemiro N.S., Kozharonka N.S.; the initial fire safety instruction has not been conducted with Kezik A.A. and Kuko V.H. (p.58 - OTPB, instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by the Ministry of Emergency Situations No. 82);
- not equipped with the possibility of free opening from the inside without a key, the lock of the external door located on the evacuation route from the 1st floor of the Braslav District Culture Center (p.48 - OTB);
- the timely testing of the external fire escape in the building of the Braslav District Culture Center has not been organized (clause 3.1 of the Fire Safety Regulations, STB 11.13.22-2011 "External stationary fire escapes and roof railings");
- Decorations, props, stage and exhibition design, draperies and curtains installed on the stage of the concert hall have not been treated with fire-retardant compounds to render them difficult to ignite (clause 25 - OTPB).
The building of the Braslav District Culture Center is equipped with fire automation systems (PPCP - A16-512, there is SPI "Lightning" No. SIM 40127). The maintenance of the UPS is carried out by the NGO "BDPO". During the inspection of functionality and operability, the following violations were identified:
- the activation of the light signs "Exit" in the concert hall of the Braslav District Culture Center is not ensured during the presence of people (clause 9 – OTPB);
- faulty loops No. 3 and No. 4 of the automatic fire alarm system, installed in the concert hall (clause 3.1 – OTPB).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 8 employees of the institution.
Foreign unitary production and trade enterprise "Belkoksalat"
As a result of the monitoring, violations of fire safety requirements were identified (‘General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities’ approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 ‘On the Development of Entrepreneurship’ (hereinafter – OFSB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021 ‘On Ensuring Fire Safety’ (hereinafter - MES No. 82), specific requirements for ensuring fire safety in explosion and fire hazardous industries, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019 ‘On the Approval of Specific Requirements’ (hereinafter – CMR No. 779)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- The storage of flammable materials in firebreaks between buildings on the premises of the enterprise is permitted (clause 16 – Fire Safety Regulations);
From the voluntary certificates of completion of fire safety training, it has been established that the training of employees responsible for fire safety in the economic entity, who operate heat-generating equipment, and those responsible for the preparation and/or execution of hot work, has not been organized. These employees are tasked with conducting fire safety briefings according to the fire safety training programs in accordance with PMChS No. 82 (clause 58 – OTPB; clause 15 of the instruction "On the procedure for training employees on fire safety issues and checking their knowledge in this area," approved by PMChS No. 82);
it has been established from the voluntarily provided general facility instruction that it does not comply with the requirements of the Ministry of Emergency Situations No. 82 (clause 7 – OTB; appendix 1 to the Ministry of Emergency Situations No. 82);
From the provided documents, at the initiative of the enterprise manager, it has been established by the order that the manager of the organization has not designated permanent locations for conducting fire operations in open areas and production premises (clause 355 – PSM No. 779);
- fire extinguishing means (extinguishers) in the building of the sawing workshop (in 3 OP-4 there are no nozzles) and in the vehicle "Mercedes" state reg. number AI-0653 (1 OP-1 insufficient pressure (the pressure gauge needle is in the red zone) are in an inoperable and defective condition (clause 3.1 – OTPB);
- not equipped with primary fire extinguishing means (fire extinguishers) in accordance with the standards established by the Ministry of Emergency Situations, tractor with state registration number VV-2 7073 (fire extinguishers are absent), car "Mercedes" state registration number AI-0653 (1 OP-1 is available), workshop premises (fire extinguishers are absent) and "sharpening" premises (fire extinguishers are absent) (p.53 – OTPB, appendix to the Instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82).
During the monitoring process, a presentation was made to the workforce on the topic of compliance with fire safety requirements, attended by 6 employees of the enterprise.
Dormitories of the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Communalnik"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter – TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- the lock of the doors located on the evacuation routes (the door separating the corridor on the second floor) of the hotel building is not equipped to allow free opening from the inside without a key (clause 48 of the Fire Safety Regulations);
- on the 1st floor of the dormitory located at Braslav, Dziarzhynskaha St. 56, there is no evacuation plan, and in the hotel building located at Braslav, Savetskaya St. 121, the evacuation plans for people in case of fire do not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
- In living room No. 24 of the hotel located at 121 Soviet Street, Braslav, there is no schematic plan for the individual evacuation of people from the 2nd floor (clause 46 of the Fire Safety Regulations);
- the timely testing of the external fire escape in the dormitory at 56 Dziarzhynskaha Street has not been organized (clause 3.1 of the Fire Safety Regulations, STB 11.13.22-2011 "External stationary fire escapes and roof railings");
- The doors on the evacuation route from the 1st floor of the dormitory located at Ahiemavtsy village, Parkovaya St. 2 do not open in the direction of the evacuation route (clause 50 of the Fire Safety Regulations);
- on the 5th floor of the dormitory at 19 Oktyabrya St., in the doors of the stairwell, a part of the door leaf is missing, and these doors are being operated in the open position (there is no self-closing device) (clause 49 of the Fire Safety Regulations);
- In the dormitory located at 19 Oktyabrya Street, Braslav, fire hydrants No. 1 and No. 3 are out of service (the valve for water supply does not open) (clause 3.1. OTPB);
- in the external evacuation stairwell of the dormitory in Braslav, 19 Kastrichnіka Street, laundry is being dried, and residents' belongings are being stored, thereby hindering the safe evacuation of individuals (clause 50 of the Fire Safety Regulations);
From the voluntary certificates of completion of fire safety training provided, it has been established that the training of employees operating heat-generating equipment (boiler operator Shudel V.F. of the dormitory located at Ahramovtsy village, Parkovaya St. 2) has not been organized according to the fire safety training programs (clause 58 of the Fire Safety Regulations; clause 15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," approved by the Ministry of Emergency Situations No. 82);
- on the 1st floor of the dormitory located at 19 Oktyabrya Street, Braslav, the fire extinguisher OP-4 is inoperable (the pressure gauge needle is in the red zone) (clause 3.1. Fire Safety Regulations);
In the corridor of the 1st floor of the dormitory located at 58 Dziarzynskaha Street, Braslav, and on the 1st and 3rd floors of the dormitory located at 19 Aktyabrya Street, Braslav, the storage of personal belongings and furniture of residents is conducted, which reduces the minimum evacuation width (clause 50 of the Fire Safety Regulations).
The buildings of hostels and hotels are equipped with fire automation systems (hereinafter referred to as FAS). The maintenance of FAS is carried out independently by the Municipal Unitary Enterprise Housing and Communal Services "Braslav-Komunalnik" (on the balance of the enterprise):
town Ahramovtsy Park Street 2 (PPCP A-24 has SPI "Lightning" No. SIM 42199);
- Braslav, Dzerzhinskogo St. 56, 58, 60 (Dzerzhinskogo St. 60 – PPKP A-16-512, Dzerzhinskogo St. 56, 58 – PPKP 8/16, there is SPI "Molniya" No. SIM 42981);
Braslav, Oktjabr Street 19 (PPCP 8/16 has SPI "Molniya" No. SIM 42983);
Braslav, Sovetskaya St. 121 (PPCP A24 has SPI "Molniya" No. SIM 40637);
Braslav, Sadovaya St. 35 (PPKP A16-512 has SPI "Molniya" No. SIM 43359).
During the monitoring process, an inspection of the operability of fire automation systems at the aforementioned facilities was conducted. The inspection revealed violations.p.3.1 OTPB:
Dormitory in Braslav, Žniŭnia St., 19:
- the light panel "Exit" on the 1st floor did not function.
Dormitory in Braslaŭ, Dziarzhynskaha St., 60:
- the signal does not pass through the lightning when opening the fire alarm control and indicating device (hereinafter referred to as FACID), as well as the AR-16 expansion module;
- the tamper contact on the terminal device "Molniya" has been mechanically disabled;
The battery does not provide operation of the sound alert on the backup power supply.
Dormitory in Braslaŭ, Dziarzhynskaha St., 56:
- the remote control panel KP-32 is not functioning;
- The tamper contact on the PPKP 8/16 is not functioning.
- on the corridor of the 3rd floor, the circuit with smoke fire detectors is not operational;
- The battery does not provide operation of the sound alert on the backup power supply;
- the sound notification system is not functioning on the 3rd floor;
- When the fire detectors are triggered in the rooms on the 3rd floor, the signals "Fire" and "Malfunction" are not generated and do not transmit to the PPKP;
- On the 2nd floor, at the exit to the stairwell, the "Exit" sign is malfunctioning.
Dormitory in Braslav, Dzerzhynskaha St., 58, blocked with control devices at Dzerzhinsky St., 56:
- On the first floor, at the exit from the corridor to the l/c, the light panel "Exit" is malfunctioning.
Dormitory in the village of Akhremovtsy, Parkovaya St., No. 2:
- On the 1st floor, the light displays "Direction of Movement" did not function.
Hotel at the address: Braslav, Sovetskaya St. 121:
- The sound signal is not working in the corridor on the first floor.
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facilities identified violations of TКP-316, namely:
Dormitory: Braslav, October Street, 19:
- the facility lacks 10% of the necessary fire protection equipment (hereinafter referred to as FPE) (cl. 8.3.11);
- Planned quality control is conducted formally (a conclusion is made about the compliance of a number of studied positions, which actually do not comply), there is no order appointing the responsible engineering and technical worker (hereinafter – ETW) who is responsible for quality and authorized to accept work within the framework of technical maintenance, there is no design documentation for the PA systems, the system passport is not filled out to the extent provided by the form, and the technical inspection report for the PA system is overdue (the last report is from 09.2021, with an extension of operation for 1 year) (p.7.8.3).
Dormitory: Braslav, Dzerzhinskogo Street, 60:
- planned quality control is conducted formally: the latest briefings for the operational duty personnel were held on 07.2022 (frequency at least once a year), there is no order appointing the responsible technical staff member accountable for quality and authorized to accept work within the framework of maintenance, the system passport is not filled out to the extent provided by the form, there is no design documentation for the PA systems, the technical inspection report for the PA system is overdue (the last report is from 07.2022, with an extension of operation for 1 year) (clause 7.8.3);
as of November 2022, the maintenance and current repair work registration journal (hereinafter referred to as the maintenance and repair journal) does not indicate the date of work performed, and not all types of inter-regulatory works are recorded in the maintenance and repair journal (these are recorded in the malfunction and call logs) (p.6.2);
- the facility is missing 10% of the required stock of TSPPZ (p.8.3.11).
Dormitory: Braslav, Dzerzhinskogo Street, 56:
- planned quality control is conducted formally: the wiring diagram does not match the numbers on the external control device, the personnel action instruction contains outdated information (does not match the number of the installed Sim), there is no project documentation for the PA systems, there is no order appointing the responsible technical supervisor accountable for quality and authorized to accept work within the framework of technical maintenance (p.7.8.3);
- the facility is missing 10% of the required stock of TSPPZ (cl. 8.3.11).
Dormitory: Braslav, Dzerzhinskogo Street, 58, blocked with control devices at Dzerzhinsky St., 56:

Gas Station of the State Unitary Enterprise "Belorusneft-Vitebskoblnefteprodukt"

The maintenance of the facilities of RUP "Belarusneft-Vitebskoblnefteprodukt" is carried out by RDUF "Belarusneft-Promservice":
Gas Station No. 23 located at: Braslav District, 217th kilometer of the R27 road (PPCP A-24 has SPI "Lightning" No. SIM 43487);
- KAZS No. 27 at the address: Braslaŭ District, Vidzi Town, Braslaŭskaya Street 61 (PPKP Alarm 8/4, there is SPI "Molniya" No. SIM 13209);

State Educational Institution "Kindergarten No. 1 of the urban settlement Vidzy, Braslav District"

The facility of the State Educational Institution "Kindergarten No. 1 of the urban-type settlement Vidzy, Braslav District" located at: urban-type settlement Vidzy, Soviet Street, building 45 is equipped with fire automation systems (hereinafter referred to as FAS) (PPKP Alarm-5 has SPI "Lightning" No. SIM 41720). The maintenance of the facility is carried out by the Republican Public Association "BDPO":.
During the inspection of the operability of the fire automation systems at the above-mentioned facility, a violation of TКP-316 was identified, namely:
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMFP) are absent at the facilities (clause 8.3.11).
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facility identified violations.
p.3.1 OTPB:
- In the kindergarten building, the light panel "Exit" located at the kitchen exit did not function, as well as the light-sound alarm installed on the facade of the kindergarten building.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," which was attended by 4 employees of the institution.
State Educational Institution "Kindergarten No. 2 of the Town of Vidzy"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises, and other facilities owned by economic entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OTPB), Resolution of the Council of Ministers of the Republic of Belarus No. 561 dated August 22, 2019, "On the Approval of Specific Requirements" (hereinafter – PSM RB No. 561), TKP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter – TKP-316), which do not pose a threat to national security, cause harm to life and health of the population, and the environment, namely:
- there are no records of training sessions on the evacuation of people from buildings in the event of a fire conducted this year (clause 13 of the PSM of the Republic of Belarus No. 561);
- employees involved in the implementation of the evacuation plan for people in case of fire are not provided with self-rescue devices (all available self-rescue devices have expired) (clause 8 of the PSR RB No. 561);
- The locks of the doors located on the evacuation routes (the external evacuation door from the utility room, as well as the evacuation door from the kitchen) of the kindergarten building are not equipped to allow free opening from the inside without a key (clause 48 of the Fire Safety Regulations).
The facility of the State Educational Institution "Kindergarten No. 2 of the urban-type settlement Vidzy of the Braslav District" located at: urban-type settlement Vidzy, Kuybyshev Street, No. 55 is equipped with fire automation systems (hereinafter referred to as FAS) (PPKP Alarm-5 has SPI "Lightning" No. SIM 41719). The maintenance of the facility is carried out by the Republican State Educational Institution "BDPO":.
During the inspection of the operability of the fire automation systems at the above-mentioned facility, a violation of TКP-316 was identified, namely:
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMFP) are missing at the facilities (clause 8.3.11).
Additionally, the inspection of the operability of the fire automation systems at the aforementioned facility revealed violations.

- the general fire safety instruction does not meet the requirements of the Ministry of Emergency Situations of the Republic of Belarus (clause 7 – OTB; appendix 1 to PMES No. 82)
The facility is equipped with fire automation systems. Maintenance is provided by LLC "Sphere of Safety" (PPCP Alarm-5, SPI "Lightning" No. SIM 16032);
During the inspection of the operability of fire automation installations, violations of TCP-316 were identified, namely:

From the voluntarily provided fire safety instruction registration journal, it has been established that its form does not comply with the form defined by the Ministry of Emergency Situations No. 82 (paragraph 58 of the Fire Safety Regulations; Appendix No. 3 to the instruction on the procedure for training employees on fire safety issues and checking knowledge in this area, approved by the Ministry of Emergency Situations No. 82);
From the voluntary certificates of completion of fire safety training provided, it has been established that the training of employees of the economic entity responsible for fire safety has not been organized, as well as for employees whose work is related to the storage, transportation, and use of flammable gases, flammable liquids, explosive and fire hazardous dusts, solid flammable substances and materials, and for employees assigned with the duties of conducting fire safety briefings, according to the fire safety training programs in accordance with the Ministry of Emergency Situations No. 82 (clause 3.2. OTPB; clause 15 of the instruction on the procedure for training employees on fire safety issues and checking knowledge in this area approved by the Ministry of Emergency Situations No. 82);
- Gas station No. 5 is not fully equipped with primary fire extinguishing means (fire extinguishers); there is 1 OU – 25, 1 OP – 40, and 1 OP – 45 (clause 53 of the Fire Safety Regulations, clause 28 of the table "Standards for Equipping Facilities with Primary Fire Extinguishing Means," appendix to the instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
At the gas station No. 5, the primary fire extinguishing means are inoperable (the needle of the 1 OP-45 manometer is in the red zone) (clause 3.1. OTPB; PMChS No. 82).
The facility of gas station No. 5 LLC "BLOK" is equipped with fire automation systems (hereinafter referred to as FAS). The maintenance of gas station No. 5 LLC "BLOK" is carried out by LLC "Belstrazh" (PPCP A6-06 has SPI "Lightning" No. SIM 42289).
During the inspection of the operability of fire automation systems, the following was established:
- The light-sound notifier located on the facade of gas station No. 5 is inoperable (the light indication is not functioning) (clause 3.1 of the Fire Safety Regulations).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," which was attended by 4 employees of the enterprise.
Gas Station No. 15 LLC "Tatbelnefteproduct"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects owned by economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- in the building of gas station No. 15, the evacuation plan for people in case of fire does not comply with the form defined by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
It has been established from the voluntarily provided general facility fire safety instruction that it does not comply with the requirements of the Ministry of Emergency Situations of the Republic of Belarus (clause 7 – OTPB; appendix 1 to PMES No. 82).
The facility of LLC "Tatbelnefteproduct" is equipped with fire safety automation systems (hereinafter referred to as FAS). The maintenance of the facility of LLC "Tatbelnefteproduct" is carried out by ODO "FireTechService":
LLC "Tatbelnefteprodukt" at the address: Braslav District, d.Kryuki 1A (PPKP Berazina UKP 10/1, PS 4, has SPI "Molniya" No. SIM 34107);
During the inspection of the operability of fire automation installations, the following violations were identified:
- in the warehouse premises, the fire extinguishing system is non-operational (not connected) (cl. 3.1 Fire Safety Regulations);
10% of the necessary fire protection technical means (hereinafter referred to as FPTM) are missing at the facilities (clause 8.3.11 of the Technical Code of Practice 316-2011 System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Control Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," which was attended by 5 employees of the enterprise.
JSC "Agrovidzi"
On the territory of the complex for fattening and raising young cattle, the operability of the external fire water supply (fire hydrants) has not been ensured; specifically, an assessment of the readiness for the use of fire hydrants was not conducted in 2022 (p.57 OTPB instruction on the procedure for checking the condition of external and internal fire water supply approved by the Ministry of Emergency Situations No. 82);
are not fully equipped with primary fire extinguishing means (fire extinguishers): fattening and growing complex for young cattle (1 building "growing" has 1 OP-3; pumping station – fire extinguishers are absent; 2 building "growing" has 1 OP-4; 3 building "growing" has 1 OP-4; 3 building "fattening" fire extinguishers are absent; 4 building "fattening" fire extinguishers are absent; flour warehouse – fire extinguishers are absent) (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
Fire hydrants located on the premises of the complex for the fattening and breeding of young cattle are not marked with fire safety identification signs (clause 57 of the Fire Safety Regulations, GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking");
On the territory of the complex for fattening and raising young cattle in firebreaks between buildings, the storage of flammable materials (bales of hay) is permitted (clause 16 of the Fire Safety Regulations);
The primary fire extinguishing means are inoperable: the complex for fattening and raising young cattle (building 2, section 1 OP-6 is missing a seal) (clause 4.1. OTPB; PMChS No. 82);
On the outer side of the doors of the premises in the buildings of the complex for fattening and raising young cattle, there are no indicators of categories for explosion and fire hazards (clause 19 of PSM No. 779);
In the building of the seasonal cafeteria, the possibility of opening from the inside without a key for the lock of the door to the external emergency exit is not provided (clause 48 of the Fire Safety Regulations);
In the seasonal cafeteria building, the evacuation routes and emergency exits are not marked with fire safety signs as required by technical regulatory legal acts (clause 44 of the Fire Safety Regulations);
the possibility of opening from the inside without a key of the lock of the external door of the emergency exit from the 1st floor of the administrative building of the MTF "Vidzy-Lavchynski" is not provided (clause 48 of the Fire Safety Regulations);
The doors of the stairwell of the administrative building of the MTF "Vidzy-Lavchynski" are maintained in the open position (there are no self-closing devices) (clause 4.1 of the Fire Safety Regulations, clause 7.2.9 of SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
On the outer side of the door of the premises in the boiler house of the MTF "Vidzy-Lovchynski," there are no indicators of categories for explosion and fire hazards (clause 19 of PSM No. 779);
The heat-generating apparatus of the floor grain dryer at the warehouse "Vidishki" in Vidishki village of OAO "Agrovidzi" was operated without factory manufacturing (clause 27 of the OTPB) - proposal No. 3 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), equipment as of 24.10.2023;
In the utility wagon of the warehouse "Vopenitsa" in the village of Regulyary, OAO "Agrovidzi" operated a heat-accumulating stove, the design of which does not comply with the requirements of technical regulatory legal acts (a metal pipe not manufactured in a factory is used as a chimney) (clause 27 of the Fire Safety Regulations, clause 3 of the instruction on the requirements for the placement and operation of heat-accumulating stoves, approved by the Ministry of Emergency Situations No. 82) - proposal No. 4 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), equipment from 24.10.2023;
Fire safety briefings are not organized (farm "Novaia Dziaržava" - the "fire safety briefing registration log" is missing) (clause 4.1 of the Fire Safety Regulations);
not fully equipped with primary fire extinguishing means (fire extinguishers) farm "Novaia Dziaržava" (1 OP-6 available) (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
are not fully equipped with primary fire extinguishing means (fire extinguishers): the automobile filling station of the 1st division (there is 1-OP 8 and 1 OU-2); the site for conducting fire works of the 1st division is not equipped with a fireproof curtain (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
In the area of the 1st department, the smoking area is not marked with signs "Smoking Area" (clause 11 of the Fire Safety Regulations);
The primary fire extinguishing means are inoperable: MTF "Trejbshuny" (1 OP-8 manometer needle is in the red zone) (clause 4.1. OTPB);
In the premises of the milk-washing department of the building of the dairy farm "Trejbshuny" in the village of Podvorynka of OAO "Agrovidzi", a heat-generating device (water heater) not manufactured by the factory was in operation (clause 27 of the OTB) – proposal No. 2 has been submitted to suspend (prohibit) the activities of the entity (its workshops, production areas), equipment as of 24.10.2023;
The training of employees responsible for fire safety (the foreman of the production team in livestock farming at the farm "Novaia Dziaržava"; the foreman of the production team in livestock farming at the MTF "Treibshuny") has not been organized according to the fire safety technical minimum programs (clause 4.1 of the OTPB; clause 15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area," approved by the Ministry of Emergency Situations No. 82).

are not fully equipped with primary fire extinguishing means (fire extinguishers): tractor state reg. no. VN-2 2249 – fire extinguishers are absent; tractor state reg. no. VA-2 7858 – fire extinguishers are absent; tractor state reg. no. VV-2 7001 – fire extinguishers are absent; tractor state reg. no. VK-2 4082 – fire extinguishers are absent; loader state reg. no. VV-2 5330 (1-OP 4 is available) (clause 53 of the Fire Safety Regulations, instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82).
The branch "Braslav Production Management" of the republican unitary enterprise "Vitebskoblgaz", the store "Euroopt" No. 421 of the branch of LLC "Eurotorg" in Vitebsk, and the dormitory of the State Educational Institution "Vidzovsky State College" have not revealed any violations.
