Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions in March 2024 at the dormitory of the Vitebsk Customs of the state educational institution "Opsovskaya Secondary School of Braslav District" and the state educational institution "Braslav Gymnasium".

During the monitoring, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were provided to the management for addressing the identified violations, which proposed the following measures for implementation:

State Educational Institution "Opsovskaya Secondary School of Braslav District"

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TСP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works") that do not pose a threat to national security, causing harm to life and health of the population, and the environment, namely:

- training of a worker (member of the fire brigade) in the fire-technical minimum program defined by the Ministry of Emergency Situations was not organized (p.58 GTPB, p.15 of the instruction on the procedure for training workers on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
- the facility did not ensure a 10% reserve of the number of installed necessary fire protection technical means (fire detectors) (p.8.3.11 TСP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works).
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the Requirements for Technical Maintenance and Repair of Fire Alarm Systems, Organization and Procedure for Conducting Works", attended by 4 employees of the institution.

During the monitoring of the dormitory of the Vitebsk Customs, state educational institution "Braslav Gymnasium", no violations of fire safety requirements were identified. A presentation was made to the labor collectives on the topic of compliance with fire safety requirements, including "Compliance with the Requirements for Technical Maintenance and Repair of Fire Alarm Systems, Organization and Procedure for Conducting Works".
