Monitoring of Fire Safety Conditions

The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the state educational institution "Slobodkovskaya Secondary School of Braslav District", the state educational institution "Plyusskaya Primary School of Braslav District", and the open joint-stock company "Slobodka-Agro" (hereinafter referred to as OJSC "Slobodka-Agro") in April 2024.

During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:

OJSC "Slobodka-Agro"

As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter referred to as OTPB), the resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (hereinafter referred to as MES No. 82), which pose a threat to national security, harm to life and health of the population, and the environment, namely:

- non-factory manufactured heat-generating devices of the floor grain dryer were operated in the village of Ikazn OJSC "Slobodka-Agro" (p.27 OTPB);
- in the building of the MTF "Ikazn" OJSC "Slobodka-Agro" located at the address: village of Ikazn, Teterkovsky Village Council of Braslav District, a non-factory manufactured heat-generating device was operated (p.27 OTPB);
- in the auxiliary room of the mechanical workshops in the village of Gavrilovtsy, a non-factory manufactured heat-generating device (water heater) was operated (p.27 OTPB);
- in the guardhouse of the mechanical workshops in the village of Ikazn, Teterkovsky Village Council of Braslav District, a heat-accumulating heating stove was operated, which had through cracks in its body, as well as a malfunctioning door latch of the stove's firebox (p.27 OTPB, p.7,8 of the instruction on the requirements for the placement and operation of heat-accumulating stoves MES No. 82).

Regarding the above-mentioned violations, on 29.04.2024, proposals No. 1-4 were sent to OJSC "Slobodka-Agro" regarding the suspension (prohibition) of the activities of the entity (its workshops, production areas), equipment.

Also, as a result of the monitoring, violations of fire safety requirements (OTPB, MES No. 82, specific requirements for ensuring fire safety in explosion and fire hazardous and fire hazardous productions, approved by the resolution of the Council of Ministers of the Republic of Belarus No. 779 dated 20.11.2019 "On the Approval of Specific Requirements" (hereinafter referred to as PSM No. 779), which do not pose a threat to national security, harm to life and health of the population, and the environment were identified:

- in the premises of the mechanical workshops in the village of Gavrilovtsy, the gas station at the mechanical workshops in the village of Gavrilovtsy, the building of the mechanical workshops in the agglomeration of Ikazn, the building of the cow barn, the upper calf barn of the MTF "Slobodka", the building of the calf barn of the MTF "Luni", the feed storage in the village of Gavrilovtsy, MTF "Litovshchina" - there is 1 OP 4, equipment (tractor registration number 0258 – fire extinguishers are absent, GAZ 53 registration number BA 6009 – fire extinguishers are absent; MAZ 5516 registration number 0755-2 has 1 OP 4, at least 2 OP 4 are required), not provided with the necessary type and quantity of primary fire extinguishing means (p.53 OTPB, appendix to the instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (hereinafter referred to as MES No. 82));
- in the building of the lower calf barn of the MTF "Slobodka" (1 OP-4 lacks a nozzle), agricultural machinery (tractor registration number BA 1782 – OP 4 lacks a nozzle) fire extinguishers are inoperable (p.3.1 OTPB);
- in the passage between the rows of cattle stalls in the building of the calf barn of the MTF "Slobodka", storage of feed (bales of straw) is carried out, as well as parking of horse-drawn carts (p.85 PSM No. 779);
- on the territory of the MTF "Slobodka", the distance from the power line to the stack of coarse feed is less than 15 meters (p.93 PSM No. 779);
- in the firebreaks between the buildings of the mechanical workshops in the village of Gavrilovtsy, the storage of combustible materials is allowed (piles of combustible waste against the walls of the mechanical workshop building) (p.16 OTPB);
- cleaning of spilled flammable and combustible liquids from the premises of the mechanical workshops in the village of Gavrilovtsy is not ensured (p.33 OTPB);
- in the warehouse building of the mechanical workshops in the village of Gavrilovtsy, the storage of substances and materials is allowed without regard to their aggregate state, compatibility of storage, as well as uniformity of extinguishing means (accumulator batteries, flammable and combustible liquids) (p.31 OTPB).

The causes and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of OJSC "Slobodka-Agro", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, attended by 12 employees of the enterprise.

During the monitoring of the state educational institution "Slobodkovskaya Secondary School of Braslav District", the state educational institution "Plyusskaya Primary School of Braslav District", no violations of fire safety requirements were identified. A presentation was made to the labor collectives on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of PA systems, organization and procedure for conducting work".
