Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslaŭ Emergency Situations Department conducted monitoring of fire safety conditions in May 2024 at the state institution of additional education "Braslaŭ Center for Children and Youth", the department providing round-the-clock accommodation for elderly citizens and disabled persons in the village of Boruny of the State Institution "Territorial Center for Social Services of the Braslaŭ District", the state educational institution "Braslaŭ Center for Correctional and Developmental Education and Rehabilitation", as well as a selective inspection of the KUSP "Braslaŭ Mobile Mechanized Column - 42".
During the monitoring and selective inspection, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises and Other Objects Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 (hereinafter - GTPB), the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), the TCP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems and Evacuation Management. Organization and Procedure for Conducting Works" (hereinafter - TCP-316), the Resolution of the Council of Ministers of the Republic of Belarus "On Emergency Fire Formations" No. 296 dated May 18, 2020 (hereinafter - PSM No. 296), and the Specific Requirements for Ensuring Fire Safety of Explosive and Fire Hazardous Productions approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated November 20, 2019 "On Approval of Specific Requirements" (hereinafter - PSM No. 779) were identified.
As a result of the monitoring and selective inspection, recommendations (instructions) were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
State Institution of Additional Education "Braslaŭ Center for Children and Youth"
- in the dormitory building, the manager's decision did not distribute responsibilities among employees in case of fire (p. 25 PSM No. 296);
- the building of the Center for Children and Youth is not equipped with a fire alarm system (p. 9 GTPB, p.13 of Table F.1 of Appendix F of SN 2.02.03-2019 "Fire Automation of Buildings and Constructions");
- in the building of the Center for Children and Youth, as well as on the 2nd and 3rd floors of the dormitory building, the floor covering on evacuation routes (corridors of the Center for Children and Youth and the dormitory) is made of materials with unknown fire hazard indicators (linoleum) (p.9 GTPB, p.8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Constructions");
- at the facility (dormitory), there is a 10% shortage of the necessary technical means of fire protection (fire detectors) from the number installed (p.8.3.11 – TCP-316).
The dormitory building is equipped with fire automation installations (PPKP-A-16-512, there is SPI "Lightning" No. SIM 39853). The maintenance of the APS is carried out by the RGOO "BDPO".
During the monitoring, a check of the operability of the fire automation installations in the dormitory was conducted. From the conducted check, violations were established p.3.1 GTPB:
- the signal about unauthorized opening of the fire alarm control panel (hereinafter - PPKP) does not pass to the centralized monitoring panel of the Ministry of Emergency Situations;
- the battery does not ensure the operation of the sound notification on the backup power source (eliminated during the monitoring).
The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the Center for Children and Youth, a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the Requirements for Technical Maintenance and Repair of Fire Protection Systems, Organization and Procedure for Conducting Works", attended by 7 employees of the institution.
Department Providing Round-the-Clock Accommodation for Elderly Citizens and Disabled Persons in the Village of Boruny of the State Institution "Territorial Center for Social Services of the Braslaŭ District"
- from the voluntarily provided certificates of passing the fire-technical minimum, it was established that the training of employees responsible for the preparation and/or conduct of fire works, as well as performers of fire works according to the fire-technical minimum programs is not organized (p.58 GTPB, p.15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
- the warehouse room is not provided with the necessary number of primary fire extinguishing means (fire extinguishers) in accordance with the norms established by the Ministry of Emergency Situations (p.53 GTPB, instruction on the norms for equipping facilities with primary fire extinguishing means, approved by MES No. 82);
- at the facility, there is a 10% shortage of the necessary technical means of fire protection (fire detectors) from the number installed (p.8.3.11 – TCP-316);
- in the boiler room of the OKP Boruny (1 OP-4 lacks a bell), the fire extinguisher is inoperable (p.3.1 GTPB);
- on the 2nd floor of the OKP Boruny building, the floor covering on evacuation routes (corridor) is made of materials with unknown fire hazard indicators (linoleum) (p.9 GTPB, p.8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Constructions").
The facility is equipped with fire automation installations (PPKP-Alarm-8, there is SPI "Lightning" No. SIM 10586). The maintenance of the APS is carried out by the RGOO "BDPO".
During the monitoring, a check of the operability of the fire automation installations at the above-mentioned facility was conducted. From the conducted check, it was established that p.3.1 GTPB: was violated:
- the signal about unauthorized opening of the fire alarm control panel (hereinafter - PPKP) does not pass to the centralized monitoring panel of the Ministry of Emergency Situations.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the Requirements for Technical Maintenance and Repair of Fire Protection Systems, Organization and Procedure for Conducting Works", attended by 6 employees of the institution.
KUSP "Braslaŭ Mobile Mechanized Column -42"
- the order of the manager did not define permanent places for conducting fire works (p.355 PSM No. 779);
- the organization manager did not define the list of positions entitled to issue permits for conducting fire works (p.34 GTPB);
- primary fire extinguishing means (fire extinguishers) are not fully provided: administrative building (there is 1 OP-4 on the 1st and 2nd floors), garage buildings, warehouses of material values (fire extinguishers are absent); truck crane MAZ license plate 7079 VTM, MAZ license plate AV 1774-2, MAZ license plate AV 9941-2, MAZ license plate 8115-2 (fire extinguishers are absent) (p.53 GTPB, instruction on the norms for equipping facilities with primary fire extinguishing means, approved by MES No. 82).
- primary fire extinguishing means are inoperable: reinforcement shop (1 OP-4 lacks a bell), mini-boiler room of the administrative building (1 OP-4 lacks a bell), RBU-25 (1 OP-4 lacks a bell), in the "reception" room on the 2nd floor of the administrative building (1 OP-4 has expired recharge date) (p. 4.1 GTPB; MES No. 82);
- the possibility of free opening from the inside without a key of the lock of the door of the external evacuation exit from the mini-boiler room of the administrative building is not ensured (p.48 GTPB);
- under the stairs of the evacuation stairwell of the administrative building, a room is installed where flammable materials and household inventory are placed, and the floor covering (carpet) (p.50 GTPB);
- in the fire breaks between buildings on the territory of the enterprise, the storage of flammable materials (foam plastic, wood waste) is allowed (p.16 GTPB);
- on the outer side of the door of the mini-boiler room of the administrative building, indicators of categories for explosion and fire hazards are not placed (p.19 PSM No. 779);
- there are no acts on conducting training sessions for the evacuation of vehicles from the garages and parking lots of the enterprise (p. 36 PSM No. 779).
- the general object instruction does not meet the requirements of MES No. 82 (p.8 GTPB);
- the journal of introductory fire safety briefing does not comply with the form according to MES No. 82 (p. 58 GTPB; p.12 Instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area MES No. 82);
- cleaning is not carried out, nor is its periodicity defined in the sawmill and carpentry workshop where, as a result of the technological process, flammable dust is formed, their deposits on construction structures, engineering, technological equipment and communications (p. 22 GTPB).
Fire automation installations are absent.
As a result of the selective inspection, a presentation was made to the labor collective, attended by 15 people.
