Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the state educational institution "Kindergarten No. 1 of the urban settlement Vidzy, Braslav District" and the state educational institution "Kindergarten No. 2 of the urban settlement Vidzy, Braslav District" in November 2024.
During the monitoring of the aforementioned facilities, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - GFR), GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking. Designations and Rules for Application. General Technical Requirements and Characteristics. Testing Methods" (hereinafter - GOST 12.4.026-2015), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 "On Ensuring Fire Safety" dated December 21, 2021 (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus No. 561 "On Approval of Specific Requirements" dated August 22, 2019 (hereinafter - CM No. 561), and other regulatory legal acts were identified.
As a result of the monitoring, recommendations were provided to the management for addressing the identified violations, which proposed the following measures for implementation:
State Educational Institution "Kindergarten No. 1 of the urban settlement Vidzy, Braslav District"
- the evacuation plan approved by the head of the economic entity does not comply with the form established by the Ministry of Emergency Situations;
- the list of questions for the introductory fire safety briefing does not comply with Appendix 1 to the Instruction on the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area approved by MES No. 82;
- training of employees on fire-technical minimum programs established by the Ministry of Emergency Situations is not organized in full;
- the general fire safety instruction has not been developed in full (the section "responsibility of employees for violating fire safety requirements" is missing);
- not all employees involved in the implementation of the evacuation plan during a fire are provided with self-rescue devices. Self-rescue devices intended for use by employees involved in the implementation of the evacuation plan during a fire are not placed at their workplaces;
- readiness for the use of fire protection and firefighting means is not ensured: fire extinguishers are not fully marked with fire safety signs at their locations;
- the evacuation exit from the utility building is not marked with a fire safety sign;
- the lock on the door of the evacuation exit from the utility building does not allow for free opening from the inside without a key.
State Educational Institution "Kindergarten No. 2 of the urban settlement Vidzy, Braslav District"
- the evacuation plan and the instruction for the evacuation plan during a fire approved by the head of the economic entity do not comply with the form established by the Ministry of Emergency Situations;
- training of employees on fire-technical minimum programs established by the Ministry of Emergency Situations is not organized in full;
- not all employees involved in the implementation of the evacuation plan during a fire are provided with self-rescue devices. Self-rescue devices intended for use by employees involved in the implementation of the evacuation plan during a fire are not placed at their workplaces;
- fire extinguishers are operated in violation of the operational documentation for them. Fire extinguishers are exposed to direct sunlight;
- the corridor lacks protection against mechanical damage to the light indicator "EXIT" installed at a height of less than 2.2 meters;
- the operability and serviceability of fire protection and firefighting means are not ensured: the light-sound device installed on the facade of the building is inoperative.
