Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the State Educational Institution "Pahoschansky Kindergarten of the Braslav District" and the State Educational Institution "Bohinsky Kindergarten of the Braslav District" in December 2024.
During the monitoring and selective inspection, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), and the Resolution of the Council of Ministers of the Republic of Belarus dated 22.08.2019 No. 561 "On the Approval of Specific Requirements" (hereinafter - CMR) were identified.
As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
State Educational Institution "Pahoschansky Kindergarten of the Braslav District"
- repeated fire safety briefings with all employees have not been organized (clause 3.2 of paragraph 3 GTPB);
- constant readiness to use fire protection and firefighting means has not been ensured (the locations for the installation of fire extinguishers and manual fire alarms are not marked with fire safety signs) (clause 3.1 of paragraph 3 GTPB, table K.1 of Appendix K of GOST 12.4.026-2015 "System of Labor Safety Standards. Signal Colors, Safety Signs, and Signal Marking. Purpose and Rules of Application. General Technical Requirements and Characteristics. Testing Methods");
- the warehouse building is not equipped with primary firefighting means (fire extinguishers) (clause 53 GTPB, appendix to the instruction on the standards for equipping facilities with primary firefighting means approved by MES No. 82);
- the general object instruction on fire safety does not meet the requirements for content defined by the Ministry of Emergency Situations (there are no fire safety requirements for the operation of heat-generating devices, the procedure and frequency of cleaning chimneys (channels)) (clause 8 GTPB, appendix 1 to MES No. 82);
- employees involved in the implementation of the evacuation plan in case of fire are not fully provided with self-rescue devices (1 available, 5 required) (clause 8 of specific requirements for ensuring fire safety for facilities specifically designed for the presence of children, as well as facilities with simultaneous presence of more than 300 people, social sphere and healthcare facilities with round-the-clock presence of people approved by CMR);
- training of all employees responsible for fire safety of the economic entity according to the fire-technical minimum programs defined by the Ministry of Emergency Situations has not been organized (clause 3.2 of paragraph 3 GTPB, clause 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
- there is a level difference in the corridor before the main evacuation exit (clause 9 GTPB, clause 7.3.12, SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
- the height of the threshold in the evacuation exit door separating the corridor is more than 0.06 meters (clause 9 GTPB, clause 7.3.12, SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
The facility is equipped with a fire automation system (PPKP Alarm 8/4, there is SPI "Lightning" No. SIM 15322). During the inspection of the operability and serviceability of the system, no violations were found. The system is in working condition. The maintenance of the APS is carried out by the RGOO "BDPO".
The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the officials of the State Educational Institution "Pahoschansky Kindergarten of the Braslav District" regarding the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire alarm systems, organization and procedure for carrying out work", attended by 5 employees of the institution.
State Educational Institution "Bohinsky Kindergarten of the Braslav District"
- the lock of the external evacuation door from the boiler room of the kindergarten building and the locks of the external evacuation doors from the school building do not provide for the possibility of free opening from the inside without a key (clause 48 GTPB);
- training of all employees responsible for fire safety of the economic entity according to the fire-technical minimum programs defined by the Ministry of Emergency Situations has not been organized (clause 3.2 of paragraph 3 GTPB, clause 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
- the dining room building and the school building are not equipped with a fire alarm system (clause 9 GTPB, clause 13 of table F.1 of Appendix F SN 2.02.03-2019 "Fire Automation of Buildings and Structures");
- the dining room building and the school building are not equipped with a notification and evacuation management system in case of fire (clause 9 GTPB, clause 17.1 of table C.1 of Appendix C SN 2.02.03-2019 "Fire Automation of Buildings and Structures");
- employees involved in the implementation of the evacuation plan in case of fire are not provided with self-rescue devices (clause 8 of specific requirements for ensuring fire safety for facilities specifically designed for the presence of children, as well as facilities with simultaneous presence of more than 300 people, social sphere and healthcare facilities with round-the-clock presence of people approved by CMR);
- the facility does not ensure a 10% reserve of the number of installed necessary technical means of fire protection (fire detectors) (clause 8.3.11 TCP 316-2011);
- finishing materials for the floor (linoleum) with unknown fire hazard indicators are used in the evacuation routes (corridor) in the kindergarten building (clause 9 GTPB, clause 8.1.2 SN 2.02.03-2020 "Fire Safety of Buildings and Structures");
- the height of the threshold in the evacuation exit door separating the corridor in the school building and the height of the threshold in the evacuation exit door separating the corridor and the children's changing room in the kindergarten building is more than 0.06 meters (clause 9 GTPB, clause 7.3.12, SN 2.02.05-2020 "Fire Safety of Buildings and Structures").
The facility is equipped with a fire automation system (PPKP Alarm 8/4, there is SPI "Lightning" No. SIM 15322). At the same time, when studying the requirements for providing services for the technical maintenance of fire automation systems, it was established that the work (operations) registration journal for the technical maintenance of the fire automation system and the message accounting journal do not comply with the form defined by the Resolution of the Council of Ministers of the Republic of Belarus "On Defining Requirements for the Performance of Works and Provision of Services Constituting Licensed Activities for Ensuring Fire Safety" No. 234 dated 10.04.2023.
