Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav Department of the Ministry of Emergency Situations conducted monitoring of fire safety conditions at the following institutions in February 2025: State Educational Institution "Braslav Gymnasium"; State Educational Institution "Braslav Secondary School No. 1 named after A.M. Zhdanova"; State Educational Institution "Slobodkovskaya Secondary School of the Braslav District"; State Educational Institution "Braslav Center for Children and Youth".

During the monitoring, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter - GTPB), GOST 12.4.026-2015 "Signal Colors, Safety Signs and Signal Marking. Designations and Rules for Application. General Technical Requirements and Characteristics. Testing Methods" (hereinafter - GOST 12.4.026-2015), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 "On Ensuring Fire Safety" dated 21.12.2021 (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus No. 234 dated 10.04.2023 "On Defining Requirements for the Performance of Work and Provision of Services Constituting Licensed Activities for Ensuring Fire Safety" (hereinafter - CM No. 234), Resolution of the Council of Ministers of the Republic of Belarus No. 561 "On Approval of Specific Requirements" dated 22.08.2019 (hereinafter - CM No. 561) and other regulatory legal acts were identified.

As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:

State Educational Institution "Braslav Gymnasium"

- not all members of the fire brigade (Kovalenok, Giron) have undergone training under the fire-technical minimum program (clause 3.1., paragraph 3 of GTPB; paragraph 15 of the instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82) – eliminated during the monitoring;

- constant readiness for the use of fire protection means is not ensured (places for the installation of manual fire alarms are not marked) (clause 3.1 paragraph 3 of GTPB, GOST 12.4.026-2015) – eliminated during the monitoring.

The facility is equipped with fire automation systems (PPCP "Signal-20P" and "Signal-10P", there is SPI "Lightning" No. SIM 37167). The maintenance of the APS is carried out by the Republican Public Organization "BDPO".

During the inspection of the operability and serviceability of the system, the following violations were identified (clause 3.1 paragraph 3 of GTPB):

- the fire alarm system in the institution is inoperable:

1) the exit light panels in the assembly hall are defective – eliminated during the monitoring;

2) combined light-sound fire alarms (ZOS-3MV) in the dance hall and chemistry classroom are defective.

Also, from the conducted inspection of the operability of the fire automation systems, a violation of CM No. 234 was identified, namely:

- the form of the fire automation system passport does not meet the requirements of Appendix 1.

The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Educational Institution "Braslav Gymnasium", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for carrying out work".

State Educational Institution "Braslav Secondary School No. 1 named after A.M. Zhdanova"

- no repeated fire safety briefing is conducted with the employees of the educational institution (there are no marks of passing the repeated briefing in the fire safety briefing registration journal) (clause 3.1., paragraph 3 of GTPB);

- not all members of the fire brigade (Petkevich, Tavkin, Lapushinsky) have undergone training under the fire-technical minimum program (clause 3.1., paragraph 3 of GTPB) – eliminated during the monitoring;

- in the workshop building, the room (finished product warehouse) is operated not in accordance with the project documentation, namely, the storage of flammable and combustible liquids is carried out (paragraph 9 of GTPB) – eliminated during the monitoring;

- in the school building, the exit light panels installed above doorways at a height of less than 2.2 meters from the floor level to their lower part and leading from the stair landings of the first floor directly outside, corridor of the first floor to the gym, main exit from the workshop building, do not have protection against mechanical damage (paragraph 9 of GTPB; paragraph 12.12.9 SN 2.02.03-2019) – eliminated during the monitoring;

- constant readiness for the use of fire protection means is not ensured (places for the installation of manual fire alarms are not marked) (clause 3.1 paragraph 3 of GTPB, GOST 12.4.026-2015).

The facility is equipped with fire automation systems (PPCP "A-24", there is SPI "Lightning" No. SIM 15307). The maintenance of the APS is carried out by the Republican Public Organization "BDPO".

During the inspection of the operability and serviceability of the system, a violation of CM No. 234 was identified, namely:

- the form of the fire automation system passport does not meet the requirements of Appendix 1.

The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Educational Institution "Braslav Secondary School No. 1 named after A.M. Zhdanova", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.

State Educational Institution "Slobodkovskaya Secondary School of the Braslav District"

- constant readiness for the use of fire protection means is not ensured (places for the installation of manual fire alarms are not marked) (clause 3.1 paragraph 3 of GTPB, GOST 12.4.026-2015);

- unauthorized partitions made of combustible materials are arranged on evacuation routes, including separating the teachers' room from the general corridor of the first floor (paragraph 9 of GTPB).

The facility is equipped with fire automation systems (PPCP- "Signal-20M", there is SPI "Lightning" No. SIM 41407). The maintenance of the APS is carried out by the Republican Public Organization "BDPO".

During the inspection of the operability and serviceability of the system, a violation of CM No. 234 was identified, namely:

- the form of the fire automation system passport does not meet the requirements of Appendix 1.

The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Educational Institution "Slobodkovskaya Secondary School of the Braslav District", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.

State Educational Institution "Braslav Center for Children and Youth"

- employees involved in the implementation of the evacuation plan in case of fire in the dormitory building are not provided with self-rescuers (paragraph 8 of the specific requirements for ensuring fire safety for facilities specifically designed for the stay of children, as well as facilities with simultaneous presence of more than 300 people, social sphere and healthcare facilities with round-the-clock presence of people approved by CM);

- in the administrative building, as well as on the 3rd floor of the dormitory building, the floor covering on evacuation routes (corridors) is made of materials with unknown fire hazard indicators (linoleum) (paragraph 9 of GTPB, paragraph 8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Structures");

- on the first floor of the building on evacuation routes (corridor), materials for finishing (siding) of walls, ceilings with unknown fire hazard indicators are used (paragraph 9 of GTPB, paragraph 8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Structures");

- in the dormitory facility, there is a 10% shortage of the number of installed necessary fire protection technical means (14 thermal and 2 manual fire alarms are missing) (paragraph 8.3.11 TKP 316-2011);

- exit light panels and sound alarms on the first floor of the dormitory building, placed at a height of less than 2.2 meters from the floor level to their lower part, do not have protection against mechanical damage (paragraph 9 of GTPB, enumeration "v" paragraph 12.12.9 SN 2.02.03-2019 "Fire Automation of Buildings and Structures");

- the height of the threshold of the emergency exit door from the assembly hall in the dormitory building is more than 0.06 meters (paragraph 9 of GTPB, paragraph 7.3.12, SN 2.02.05-2020 "Fire Safety of Buildings and Structures);

- an assessment of the readiness for the use of fire hydrants in the dormitory building has not been conducted (paragraph 57 of GTPB, paragraph 10 of the instruction on the procedure for checking the condition of external and internal fire water supply, approved by MES No. 82);

- the emergency exit from the assembly hall of the administrative building does not meet the required dimensions (width less than 0.8 m., height less than 1.95 m.) (paragraph 9 of GTPB, paragraph 7.1.14 and paragraph 7.2.8 respectively SN 2.02.05-2020 fire safety of buildings and structures);

- the locks on the doors from the assembly hall of the administrative building do not provide for their free opening from the inside without a key (paragraph 48 of GTPB);

- there is no device for self-closing and sealing in the door frames of the exit from the assembly hall of the administrative building (paragraph 3.1 of GTPB, paragraph 7.2.9 SN 2.02.05-2020 "Fire Safety of Buildings and Structures");

- in the corridor before the main and emergency exits, as well as the exit from the assembly hall of the administrative building, there is a level difference in the floor (paragraph 9 of GTPB, paragraph 7.3.12, SN 2.02.05-2020 "Fire Safety of Buildings and Structures).

The facility is equipped with a fire automation system (in the dormitory building: PPCP A16-512, there is SPI "Lightning" No. SIM 39853, in the administrative building: PPCP A24, there is SPI "Lightning" No. SIM 45709). During the inspection of the operability and serviceability of the system, no violations were identified. The system is in working order. The maintenance of the APS is carried out by the Republican Public Organization "BDPO".

At the same time, when studying the requirements for the provision of services for the technical maintenance of fire automation systems, it was established that the passports of the fire automation system do not comply with the form defined by the Resolution of the Council of Ministers of the Republic of Belarus "On Defining Requirements for the Performance of Work and Provision of Services Constituting Licensed Activities for Ensuring Fire Safety" No. 234 dated 10.04.2023.

The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Educational Institution "Braslav Center for Children and Youth", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.
