Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav Emergency Situations Ministry conducted monitoring of fire safety conditions at the municipal enterprise Boruny of the State Institution "Social Services Center of the Braslav District", the tourist enterprise "Braslav Lakes", the café "PARK" of the private enterprise "BL Development", as well as a selective inspection of the joint-stock company "TBZ Braslavsky".
During the monitoring, violations of fire safety requirements were identified ("General requirements for fire safety for the maintenance and operation of capital buildings (structures), isolated premises and other objects belonging to business entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter – ATPB), GOST 12.4.026-2015 "Signal colors, safety signs and signal markings. Designations and rules for application. General technical requirements and characteristics. Testing methods" (hereinafter - GOST 12.4.026-2015), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated 21.12.2021 "On Ensuring Fire Safety" (hereinafter – MES No. 82), SN 2.02.03-2019 "Fire Automation of Buildings and Structures" (hereinafter – SN 2.02.03-2019), TKP 474-2013 "Categorization of Premises, Buildings and External Installations by Explosion and Fire Hazard" (hereinafter – TKP 474).
As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
Private Enterprise "BL Development" Café "PARK"
- there is no constant readiness to use fire protection and firefighting means (the locations of manual fire alarms, fire hydrants are not marked with fire safety signs) (p.3.1 of p.3 ATPB, table K.1 of Appendix K to GOST 12.4.026-2015 "System of Labor Safety Standards. Signal colors, safety signs and signal markings. Designations and rules for application. General technical requirements and characteristics. Testing methods");
- the category of explosion and fire hazard of the boiler room has not been determined according to the criteria established by the Ministry of Emergency Situations (p.10 ATPB, table 1 TKP 474-2013 "Categorization of Premises, Buildings and External Installations by Explosion and Fire Hazard");
- refrigeration units in the kitchen are not operated in accordance with the operational documents for them (connected to the network via an extension cord) (p.9 ATPB);
- the operability and serviceability of firefighting equipment are not ensured (in 1 fire extinguisher OP-4 in the dining room, the pressure gauge needle is in the red zone, 1 fire extinguisher OP-4 in the dining room without a nozzle) (pp.3.1 p.3 ATPB);
- the technical basement and service room on the ground floor are not operated in accordance with the project documentation (actually operated as storage rooms) (p.9 ATPB).
The facility is equipped with a fire automation system (PPCP signal 10, there is SPI "Lightning" No. SIM 43123). During the inspection of the operability and serviceability of the fire automation system, the following was identified:
- the time indicators of the fire alarm control panel are not synchronized with the actual ones – eliminated during the monitoring.
The system is in working condition. The maintenance of the fire automation system is carried out by the NGO "BDPO".
The reasons and conditions contributing to the violations mentioned were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the Private Enterprise "BL Development", a formal attitude towards the performance of their direct official duties, as well as weakened control from the management of the institution.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for carrying out works", attended by 4 employees of the institution.
Municipal Enterprise Boruny of the State Institution "Social Services Center of the Braslav District"
- on the second and first (from the kitchen side) floors of the building of the Municipal Enterprise Boruny, the floor covering on the evacuation routes (corridor) is made of materials with unknown fire hazard indicators (linoleum) (p.9 ATPB, p.8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
- the category of explosion and fire hazard of the boiler room has not been determined according to the criteria established by the Ministry of Emergency Situations (p.10 ATPB, table 1 TKP 474-2013 "Categorization of Premises, Buildings and External Installations by Explosion and Fire Hazard") – eliminated during the monitoring;
The facility is equipped with a fire automation system (PPCP Alarm 8, there is SPI "Lightning" No. SIM 10586). During the inspection of the operability and serviceability of the fire automation system, no violations were identified. The system is in working condition. The maintenance of the fire automation system is carried out by the NGO "BDPO".
The reasons and conditions contributing to the violations mentioned were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Institution "Territorial Center for Social Services of the Braslav District", a formal attitude towards the performance of their direct official duties, as well as weakened control from the management of the institution.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for carrying out works", attended by 5 employees of the institution.
Tourist Enterprise "Braslav Lakes"
- at the facilities of the Tourist Enterprise "Braslav Lakes", there is no constant readiness to use fire protection and firefighting means (the locations of fire extinguishers, manual fire alarms, fire hydrants are not marked with fire safety signs) (p.3.1 of p.3 ATPB, table K.1 of Appendix K to GOST 12.4.026-2015 "System of Labor Safety Standards. Signal colors, safety signs and signal markings. Designations and rules for application. General technical requirements and characteristics. Testing methods");
- the category of explosion and fire hazard of the boiler room has not been determined according to the criteria established by the Ministry of Emergency Situations (p.10 ATPB, table 1 TKP 474-2013 "Categorization of Premises, Buildings and External Installations by Explosion and Fire Hazard");
- the indicators (light exit signs) in the dining room building are not operated in accordance with the project documentation (less than 2.2 meters from the floor level to their lower part), and they do not have protection against mechanical damage. The project documentation (code 10.1-6/11 PS) provides for their installation at least 2.3 meters from the floor level (p.9 ATPB, enumeration "v" p.12.12.9 SN 2.02.03-2019 "Fire Automation of Buildings and Structures");
The facility is equipped with a fire automation system (in the dormitory building: PPCP A16-512, there is SPI "Lightning" No. SIM 39593; in the dining building (PPCP A16-512), in the bath building (PPCP A6) connected to SPI "Lightning" located in the dormitory building). During the inspection of the operability and serviceability of the fire automation system, the following was identified:
- the time indicators of the fire alarm control panel are not synchronized with the actual ones – eliminated during the monitoring;
- the tamper contact of the fire alarm control panel in the bath building is disabled – eliminated during the monitoring.
The system is in working condition. The maintenance of the fire automation system is carried out by the NGO "BDPO".
At the same time, when studying the requirements for providing services for the technical maintenance of fire automation systems, it was established that the passports of the fire automation system do not comply with the form defined by the Resolution of the Council of Ministers of the Republic of Belarus "On Defining Requirements for the Performance of Works and Provision of Services Constituting Licensed Activities for Ensuring Fire Safety" No. 234 dated 10.04.2023.
The reasons and conditions contributing to the violations mentioned were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the Tourist Enterprise "Braslav Lakes", a formal attitude towards the performance of their direct official duties, as well as weakened control from the management of the institution.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for carrying out works", attended by 5 employees of the institution.
Joint-Stock Company "TBZ Braslavsky"
– in the buildings and structures of the Joint-Stock Company "TBZ Braslavsky" at the address: village Akhremovtsy, 21.05.2025 at 09:16:
- the administrative building, repair workshop, central warehouse, scales are not equipped with a fire alarm system (p.9 of the general requirements for fire safety for the maintenance and operation of capital buildings (structures), isolated premises and other objects belonging to business entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter – ATPB), p.13 of table F.1 of Appendix F to SN 2.02.03-2019 "Fire Automation of Buildings and Structures");
- the administrative building, repair workshop, central warehouse, scales are not equipped with a notification and evacuation management system in case of fire (p.9 ATPB, p.17.1 of table C.1 of Appendix C to SN 2.02.03-2019 "Fire Automation of Buildings and Structures").
– in the buildings and structures of the Joint-Stock Company "TBZ Braslavsky" at the address: village Akhremovtsy, 21.05.2025 at 09:40:
- not fully provided with primary firefighting means (fire extinguishers) MAZ license plate AM0416-2 (there is 1 OP-4, at least 2 OP-4 are required) (p.53 ATPB, p.14 of the equipment standards for primary firefighting means appendix to the instruction on the standards for equipping facilities with primary firefighting means, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety") – eliminated during the inspection.
– in the buildings and structures of the Joint-Stock Company "TBZ Braslavsky" at the address: village Akhremovtsy, 21.05.2025 at 09:57:
- in the battery compartment of the electromechanical workshop, where storage and maintenance of battery packs is carried out, the window glass is transparent (p.47 of the specific requirements for ensuring fire safety of explosion and fire hazardous and fire hazardous productions, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 779 dated 20.11.2019 "On Approval of Specific Requirements" (hereinafter – PSM 779) – eliminated during the inspection.
- in the control room of the briquette workshop, the element of the fire alarm system (fire alarm control panel A16-512) is inoperable (when opening the device case, the signal about the malfunction is not transmitted to the centralized monitoring panel of the notification transmission system) (pp.4.1 p.4 ATPB) – eliminated during the inspection;
- 2 sound and light alarms ASTO 12C in the mechanical workshop and 1 sound and light alarm ASTO 12C in the briquette workshop are inoperable (pp.4.1 p.4 ATPB) – eliminated during the inspection;
- in the store of the shopping center, the maintenance of the notification system and its elements in working condition is not carried out (the address control unit BUA is inoperable) (pp.4.1 p.4 ATPB);
- the cooling room in the household building is operated not in accordance with the project documentation (actually operated as a storage room) (p.9 ATPB) – eliminated during the inspection;
- there is no device for self-closing the exit door from the assembly hall of the administrative building (p.9 ATPB, p.7.2.9 SN 2.02.05-2020 "Fire Safety of Buildings and Structures") – eliminated during the inspection;
- the fire automation in the shopping center building is not interconnected with the electrical receivers of the ventilation systems in the café to disconnect it in case of fire (p.9 ATPB, enumeration "a)" p.15.2 SN 2.02.03-2019 "Fire Automation of Buildings and Structures").
- on the 2nd floor of the shopping center building, the floor covering on the evacuation routes (corridor) is made of materials with unknown fire hazard indicators (linoleum) (supporting documents were not provided) (p.9 ATPB, p.8.1.2 SN 2.02.05-2020 "Fire Safety of Buildings and Structures");
- refrigeration units in the store and café of the shopping center building are operated not in accordance with the operational documents for them (connected to the network via an extension cord) (p.9 ATPB).
- evacuation plans for people in case of fire do not correspond to the actual placement of the store and café premises of the shopping center, and p.4 of the instruction to the plans does not correspond to the available firefighting means at the shopping center (p.45 ATPB, Appendix 2 to MES No. 82) – eliminated during the inspection;
- the lock on the door of the vestibule exit from the café room from the billiard room does not provide for the possibility of free opening from the inside without a key (p.48 ATPB).
The fire automation system is inoperable. The maintenance of the fire automation system is carried out by the NGO "BDPO".
