Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the Braslav District Culture Center of the State Cultural Institution "Centralized Club System of the Braslav District", the State Educational Institution "Kindergarten No. 1 of Braslav", and the Private Unitary Enterprise "Braslav Hotel" in July and August 2025.

During the monitoring, violations of fire safety requirements were identified ("General requirements for fire safety for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - AFS), GOST 12.4.026-2015 "Signal Colors, Safety Signs, and Signal Marking. Designations and Rules for Application. General Technical Requirements and Characteristics. Testing Methods" (hereinafter - GOST 12.4.026-2015), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), SN 2.02.03-2019 "Fire Automation of Buildings and Structures" (hereinafter - SN 2.02.03-2019), TKP 474-2013 "Categorization of Premises, Buildings, and External Installations by Explosion and Fire Hazard" (hereinafter - TKP 474), specific requirements for ensuring fire safety for facilities specifically designed for the presence of children, as well as facilities with simultaneous presence of more than 300 people, social sphere and healthcare facilities with round-the-clock presence of people approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 561 "On Approval of Specific Requirements" dated August 22, 2019 (hereinafter - CM No. 561)).

Following the monitoring, recommendations were provided to the management for addressing the identified violations, which proposed the following measures for implementation:

Braslav District Culture Center of the State Cultural Institution "Centralized Club System of the Braslav District"

                 - notification devices "Exit", located on the 1st floor of the building above the evacuation exit leading from the dance hall, above the exit located in the right part of the stage, above the evacuation exit located closer to the foyer, are installed at a height of less than 2.2 m from the floor level to its lower part, without protection from mechanical damage (p. 9 AFS, p.12.12.9 SN 2.02.03-2019 "Fire Automation of Buildings and Structures" (hereinafter- SN 2.02.03));

- the self-closing device of the door leading to the stairwell on the 1st floor is not in working condition (p.p. 3.1 p.3 AFS);

- self-rescuers intended for use by employees involved in the implementation of the evacuation plan during a fire, as well as for members of the fire brigade, are not placed at workstations but are lying in the office of the person responsible for fire safety (p.8 CM No. 561);

The facility is equipped with a fire automation system (A16-512, there is SPI "Lightning" No. SIM 40127. The maintenance of the APS is carried out by the Unitary Enterprise "Vitebsk Fire Safety Works" of the Republican Public Organization "BDPO". During the inspection of the operability and serviceability of the system, no violations were identified, and the system is in working and serviceable condition.

The reasons and conditions contributing to the occurrence of the specified violations were insufficient knowledge of the officials of the Braslav District Culture Center of the State Cultural Institution "Centralized Club System of the Braslav District" regarding the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for carrying out works", as well as on compliance with fire safety requirements in the workplace and in everyday life, attended by 8 employees of the institution.

State Educational Institution "Kindergarten No. 1 of Braslav"

- notification devices "Exit", located above the exit leading to stairwell No. 1 (from the main entrance), above the exit from the kitchen block to the street, above the exit leading to the vestibule from stairwell No. 2, above the exit leading to the vestibule from stairwell No. 1, are installed at a height of less than 2.2 m from the floor level to its lower part, without protection from mechanical damage (p. 9 AFS, p.12.12.9 SN 2.02.03-2019);

- self-rescuers intended for use by employees involved in the implementation of the evacuation plan during a fire, as well as for members of the fire brigade, are not placed at workstations but are lying in the director's office (p.8 CM No. 561);

- the general facility instruction on fire safety lacks a section, "Procedure for the operation of fire protection and firefighting means, keeping technical documentation on them", (p.8 AFS, Appendix 1 to MES No. 82).

Private Unitary Enterprise "Braslav Hotel"

- constant readiness for the use of fire protection and firefighting means is not ensured (the locations of fire extinguishers and manual fire alarms are not marked with fire safety signs) (p.p.3.1 p.3 AFS, table K.1 of Appendix K to GOST 12.4.026-2015);

- the category of explosion and fire hazard for the boiler room of the hotel building has not been determined according to the criteria established by the Ministry of Emergency Situations (p.10 AFS, table 1 TKP-474 "Categorization of Premises, Buildings, and External Installations by Explosion and Fire Hazard");

- training of employees (director - Guletskaya Olga Leonidovna, responsible for fire safety - Petkun Vitaliy Valeryevich) has not been organized according to the fire-technical minimum programs (p.p. 3.2. p.3 AFS; p.15 instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area MES No. 82);

- the general facility instruction on fire safety lacks sections, "Procedure for organizing training sessions on evacuation of people in case of fire", "Requirements for maintaining the territory, including roads, driveways, and access to buildings, structures, external installations, sources of external fire water supply", "Procedure and frequency of cleaning smoke ducts (channels)", "Responsibility of employees for violations of fire safety requirements" (p. 8 AFS, Appendix 1 MES No. 82);

The facilities are equipped with a fire automation system (PPKP A16-512, there is SPI "Lightning" No. SIM 39980). During the inspection of the operability and serviceability of the fire automation system, no violations were identified. The system is in working and serviceable condition. The maintenance of the fire automation system is carried out by the Open Joint Stock Company "Vitautomatics".

The reasons and conditions contributing to the occurrence of the specified violations were insufficient knowledge of the officials of the Private Unitary Enterprise "Braslav Hotel" regarding the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.
