Monitoring of fire safety status in January 2024
The Monitoring and Prevention Sector of the Braslav Emergency Situations Department conducted fire safety assessments in January 2024 at the following institutions: PU "Braslavgaz", GUO "Braslav Secondary School No. 2", GUO "Braslav Secondary School No. 1", GUO "Kindergarten No. 4 of Braslav", GUO "Druya Secondary School of Braslav District", GUO "Akhremovets Secondary School of Braslav District", SPK "Braslavsky Lighthouse", LLC "Berezitsa", Zamoshskoye Forestry of the State Production Unit "Braslav Lakes", GUO "Drisvyaty Primary School of Braslav District", UO "Vidzov State College", OAO "Agrovidzi", KUP "Braslav District Household Services Combine", GUK "Centralized Club System of Braslav District" ("Slobodkovsky Ethnographic Center", branch "Ikaznensky Rural House of Culture", branch "Druya Club-Library", branch "Kozyansky Club-Library", branch "Milkovsky Club-Library", branch "Plyussky Rural House of Culture", branch "Bohinsky Rural Club").
During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017, No. 7, and other regulatory legal acts were identified.
As a result of the monitoring conducted, recommendations have been presented to the management for addressing the identified violations, which include the following proposed measures for implementation:
GUK "Centralized Club System of Braslav District"
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital constructions (buildings, structures), isolated premises, and other facilities owned by economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
in the building of the branch "Slobodkovsky Ethnographic Center" at the address: ag. Slobodka, Leninskaya St., 8A; branch "Druysk Club-Library" at the address: ag. Druysk, Youth St., 13; branch "Kozyansky Club-Library" at the address: ag. Kozyany, Soviet St., 5; branch "Plyussky Rural House of Culture" at the address: ag. Plyusy, Braslavskaya St., 24; evacuation plans for people in case of fire do not comply with the form defined by the Ministry of Emergency Situations (clause 45 - OTPB, appendix No. 2 approved by the MES No. 82);
From the voluntarily provided certificates of completion of the fire safety minimum, it has been established that the training of employees of the branch "Kozjanskij Club-Library" at the address: ag. Kozyany, Sovetskaya St., 5, who operate heat-generating equipment, has not been organized according to the fire safety minimum programs (p.58. – OTPB; p.15 of the instruction "On the procedure for training employees on fire safety issues and checking their knowledge in this area" approved by the Ministry of Emergency Situations No. 82);
- the lock of the emergency exit door and the building of the branch "Kozjany Club-Library" at the address: ag. Kozjany, Sovetskaya St., 5 is not equipped with the capability of being freely opened from the inside without a key (clause 48 – Fire Safety Regulations);
- the building of the branch "Kozyanski Club-Library" located at: ag. Kozyany, St. Sovietskaya, 5 is not equipped with primary fire extinguishing means (fire extinguishers) in accordance with the standards established by the Ministry of Emergency Situations (p.53 – OTPB, appendix to the Instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
- The emergency exit door from the concert hall in the building of the branch "Ikaznensky Rural Culture House" at the address: ag. Ikazn, Shkolnaya St., 2A cannot be opened (the emergency exit door from the concert hall is blocked) (clause 9 – OTPB).
The aforementioned facilities are equipped with fire automation systems, except for the branch "Milkovsky Club-Library":.
- branch "Slobodkovsky Ethnographic Center" (PPCP – Alarm-5, SPI "Silence" - absent);
- branch "Ikaznenski Rural House of Culture" (PPCP – Alarm-5/4, SPI "Malnia" - absent);
- branch "Druisk Club-Library" (PPCP – Alarm-5, SPI "Lightning" - not available);
- branch "Kozyanski Club-Library" (PPKP – Alarm-8, SPI "Lightning" - available, SIM - not available);
- branch "Plyusski Rural House of Culture" (PPKP – Alarm-5/4, SPI "Malniya" No. SIM 7283);
- branch "Bohinski Rural Club" (PPCP – Alarm-5, SPI "Lightning" No. SIM - not available);
district cultural center (PPCP – A-16-512, SPI "Molniya" No. SIM 40127).
The maintenance of the UPA is conducted by the NGO "BDPO". During the inspection of functionality and compliance, the following violations were identified:
- In the building of the branch "Kozjany Club-Library" located at: ag. Kozjany, st. Savetskaya, bld. 5, the notification transmission system "Molniya" is inoperable (cl. 3.1 – OTPB);
- branch "Slobodkovsky Ethnographic Center" located at: ag. Slobodka, Leninskaya St., 8A; branch "Ikaznensky Rural House of Culture" located at: ag. Ikazn, Shkolnaya St., 2A; branch "Druisky Club-Library" located at: ag. Druysk, Molodezhnaya St., 13; branch "Kozyansky Club-Library" located at: ag. Kozyany, Soviet St., 5; branch "Plyussky Rural House of Culture" located at: ag. Plyusy, Braslavskaya St., 24; branch "Bohinsky Rural Club" located at: ag. Bohino, Sadovaya St., 6 are not provided with a 10% reserve of necessary fire protection technical means (clause 8.3.11 of TCP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TCP-316)).
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 20 employees of the institution.
Zamoshskoye Forestry of the State Production Enterprise "Braslav Lakes"
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OTPB); Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TКP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works" (hereinafter – TКP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, and the environment, namely:
- In the building of the Zamoshskoye Forestry, the evacuation plans for people in case of fire do not comply with the form defined by the Ministry of Emergency Situations (clause 45 - OTPB, Appendix No. 2 to MES No. 82);
- the second emergency exit door from the Zamošskaye Forestry building is not equipped with the capability to be opened freely from the inside without a key (clause 48 – Fire Safety Regulations);
From the voluntary certificates of completion of fire safety training, it has been established that the training of employees of the Zamošskaye Forestry, who operate heat-generating equipment, has not been organized according to the fire safety training programs (p.58 – OTPB; p.15 of the instruction "On the Procedure for Training Employees on Fire Safety Issues and Checking Their Knowledge in This Area" approved by the Ministry of Emergency Situations No. 82);
- The corridor of the Zamoshskoye forestry is not equipped with primary fire extinguishing means (fire extinguishers) in accordance with the standards established by the Ministry of Emergency Situations (p.53 – OTPB, appendix to the Instruction on the standards for equipping facilities with primary fire extinguishing means, approved by MES No. 82).
The facility is equipped with fire automation systems (PPCP - PS 4, there is SPI "Malniya" No. SIM 40733).
During the inspection of the system's operability and functionality, the following was identified:
- the facility lacks 10% of the required stock of fire protection technical means (hereinafter – FPTM) (cl. 8.3.11 – TСP-316).
At the time of the inspection of the operability of the fire automation systems at the aforementioned facility, it was established that the signals "FIRE" and "FAULT" were not received at the Ministry of Emergency Situations "Lightning" control panel due to the absence of a cellular signal from the mobile operator A1. During the monitoring conducted by the servicing organization, an additional technical device was installed to enhance the cellular network reception signal, which eliminated the existing deficiency.
The maintenance of the APS is conducted by LLC "SpecYUKengineering".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 7 employees of the institution.
State Educational Institution "Akhremovets Secondary School of Braslav District"
As a result of the monitoring, violations of fire safety requirements have been identified (Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019 No. 561 "On Approval of Specific Requirements" (hereinafter – PSM RB No. 561), TCP 316-2011 "System for Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter – TCP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- members of the fire brigade are not fully equipped with self-rescuers (of the 5 available self-rescuers, 3 have expired) (clause 8 of the Fire Safety Regulations of the Republic of Belarus No. 561).
The facility is equipped with fire automation systems (school building: PPKP-32, there is SPI "Lightning" No. SIM 15343; kindergarten building: PPKP-32, there is SPI "Lightning" No. SIM 42923). During the inspection of the operability and integrity of the system, the following was identified:
- 10% of the necessary technical means of fire protection (hereinafter referred to as TMFP) are missing at the facility (clause 8.3.11 – TKP-316).
The maintenance of the APS is performed by the NGO "BDPO".
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the officials of the state educational institution "Akhremovskaya Secondary School of Braslav District" regarding the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 4 employees of the institution.
Kindergarten No. 4
As a result of the monitoring, violations of fire safety requirements were identified (TCP 316-2011 "System for the Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TCP-316)), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment.
The facility is equipped with a fire automation system (PKP-A16-512, with SPI "Lightning" No. SIM 39853). During the inspection of the system's operability and functionality, the following findings were identified:
- the facility lacks 10% of the required stock of fire protection technical means (hereinafter referred to as FPTM) (clause 8.3.11 – TKP-316).
The maintenance of the APS is performed by the NGO "BDPO".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 4 employees of the institution.
State Educational Institution "Braslav Secondary School No. 1"
As a result of the monitoring, violations of fire safety requirements were identified (TKP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TKP-316)), which do not pose a threat to national security, the life and health of the population, or the environment.
The facility is equipped with fire automation systems (2 PPKP-A24, there is SPI "Lightning" No. SIM 15307). During the inspection of the operability and functionality of the system, the following findings were identified:
- 10% of the necessary fire protection technical means (hereinafter referred to as FPTM) are missing at the facility (clause 8.3.11 – TKP-316).
The maintenance of the APS is performed by the NGO "BDPO".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 4 employees of the institution.
State Educational Institution "Braslav Secondary School No. 2"
As a result of the monitoring, violations of fire safety requirements were identified (TKP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works (hereinafter - TKP-316)) that do not pose a threat to national security, cause harm to the life and health of the population, or the environment.
The facility is equipped with fire automation systems (school building: PPKP-A16-512, there is SPI "Lightning" No. SIM 16298, dormitory building: PPKP-A6, there is SPI "Lightning" No. SIM 40797).
During the inspection of the system's functionality and reliability, the following was identified:
- 10% of the required stock of fire protection technical means (hereinafter referred to as FPTM) is missing at the facility (clause 8.3.11 – TKP-316).
The maintenance of the APS is performed by the NGO "BDPO".
During the monitoring, a presentation was made to the workforce on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the maintenance and repair of PA systems, organization and procedure for carrying out work," attended by 7 employees of the institution.
LLC "Berezitsa"
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital constructions (buildings, structures), isolated premises, and other facilities owned by economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82), which do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
There is no evacuation plan for people in case of fire for the building located at: Vainyuntsy, Central Street 2B (clause 45 of the General Fire Safety Requirements for the content and operation of capital constructions (clause 45 of the GFSR, Appendix 2 to the Ministry of Emergency Situations Decree No. 82);
The training of workers operating heat-generating equipment in the building located at the address Vainyuntsy, Centralnaia St. 2B, has not been organized according to the fire safety minimum program established by the Ministry of Emergency Situations (clause 58 of the Fire Safety Regulations, clause 15 of the instruction on the procedure for training workers on fire safety issues and checking their knowledge in this area, approved by the Ministry of Emergency Situations No. 82).
During the monitoring, a presentation was made to the workforce on the topic of fire safety requirements, attended by 6 employees of the organization.
State Unitary Enterprise "Braslav District Household Services Combine"
As a result of the monitoring, violations of fire safety requirements have been identified ("General fire safety requirements for the maintenance and operation of capital buildings (structures, facilities), isolated premises, and other objects belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021, No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), TR 2009/013BY "Buildings and Structures, Construction Materials and Products, Safety") that do not pose a threat to national security, harm to the life and health of the population, and the environment, namely:
- The evacuation floor plans for people in case of fire in the building of the State Unitary Enterprise "Braslav District Household Services Combine" do not comply with the form established by the Ministry of Emergency Situations (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
- the lock of the doors located on the evacuation route (duplicate door of the external evacuation exit) from the first floor of the building is not equipped with the capability of being freely opened from the inside without a key (clause 48 of the Fire Safety Regulations);
- corridors 1 and 2 of the first and second floors are not fully equipped with fire extinguishing means (fire extinguishers) (clause 53 of the Fire Safety Regulations, appendix to the instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82)
- Evacuation routes in the building utilize finishing materials for the floor (linoleum) with unknown fire hazard indicators (clause 9 of the Fire Safety Regulations, clause 8.1.2 of SN 2.02.03-2020 "Fire Safety of Buildings and Structures");
- The doors of emergency exits to stairwells are not equipped with self-closing devices and seals in the frames (clause 3.1 of the Fire Safety Regulations, clause 7.2.9 of SN 2.02.03-2020 "Fire Safety of Buildings and Structures);
- The building of the State Enterprise "Braslav District Household Services Combine" is not equipped with a fire alarm system (clause 9 of the Fire Safety Regulations, clause 13 of table F.1 of appendix F of SN 2.02.03-2019 "Fire Automation of Buildings and Structures").
During the monitoring, a presentation was made to the workforce on the topic of fire safety requirements, attended by 6 employees of the organization.
State College "Vidzovsky"»
As a result of the monitoring, violations of fire safety requirements were identified ("General fire safety requirements for the maintenance and operation of capital structures (buildings, constructions), isolated premises and other facilities belonging to economic entities" approved by Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter - OTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), specific requirements for ensuring fire safety for facilities specifically designed for the accommodation of children, as well as facilities with simultaneous accommodation of more than 300 people, social sphere and healthcare facilities with round-the-clock accommodation of people, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 561 dated August 22, 2019 (hereinafter - CM No. 561), the regulation on the procedure for the creation and activities of volunteer fire formations approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 296 dated May 18, 2020 (hereinafter - CM No. 296), TКP 316-2011 "System of technical maintenance and repair of automatic installations."fire extinguishing, smoke protection systems, fire alarm systems, fire notification systems, and evacuation management. Organization and procedure for carrying out works that do not pose a threat to national security, cause harm to the life and health of the population, or the environment, namely:
- Evacuation plans for people in case of fire in the educational and laboratory building, the educational and production complex of public catering, and the educational and laboratory complex (Sovetskaya St. 1a) do not comply with the building layout (clause 45 of the Fire Safety Regulations, Appendix 2 to the Ministry of Emergency Situations Order No. 82);
- The decision of the head has not allocated responsibilities among the employees of the institution for the case of a fire, specifically for each employee, taking into account the shift work schedule of the staff, as well as for those performing duties in the absence of persons responsible for implementing the evacuation plan in case of fire (clause 25 of PSM No. 296);
- employees involved in the implementation of the evacuation plan for people in case of fire are not fully equipped with self-rescue devices (clause 8 of PSM No. 561);
- the training of workers involved in the operation of heat-generating equipment, workers responsible for the preparation (or) execution of fire works, and workers – performers of fire works according to the fire safety technical minimum programs determined by the Ministry of Emergency Situations is not organized (clause 58 of the Fire Safety Regulations, clause 15 of the instruction on the procedure for training workers on fire safety issues and checking their knowledge in this area, approved by the Ministry of Emergency Situations No. 82);
- in the premises of the laboratory of the educational and laboratory building No. 3, the operability of fire extinguishing equipment is not ensured (the indicator of the manometer OP-4 is in the red zone) (clause 3.1 of the Fire Safety Regulations);
- the premises of the heat generator room in the educational and laboratory building No. 2, and the boxes in the laboratory of the educational and laboratory building No. 3 (workshops) are not fully equipped with fire extinguishing means (fire extinguishers) (clause 53 of the Fire Safety Regulations, appendix to the instruction on the standards for equipping facilities with primary fire extinguishing means, approved by the Ministry of Emergency Situations No. 82);
- locks and doors of the external evacuation exit (middle) from the first floor of the dormitory building, and the doors of the second evacuation exit from the dining room of the educational-production complex of public catering are not equipped with the capability of being freely opened from the inside without a key (clause 48 of the Fire Safety Regulations);
Timely testing of external fire escape ladders on the buildings of the administrative-sports complex and the educational-laboratory building No. 4, as well as the external evacuation ladder of the educational-laboratory building No. 4, has not been organized (clause 3.1 of the Fire Safety Regulations, STB 11.13.22-2011 "External stationary fire escape ladders and roof railings").
The facility is equipped with a fire automation system (3 PPKP A16-512, there is SPI "Malniya" No. SIM 14509). During the inspection of the system's operability and functionality, the following was identified:
- the facility lacks 10% of the stock from the number of installed necessary fire protection technical means (fire detectors) (clause 8.3.11 of the Technical Code of Practice 316-2011 "System for the Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Control Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works);
- In the building of the educational and production complex of public catering, the fire automation system is inoperative (clause 3.1 of the Fire Safety Regulations).
The maintenance of the APS is performed by the NGO "BDPO".

PU "Braslavgaz", SPK "Mayak Braslavski", GUO "Drisyatskaya Primary School of Braslav District", OAO "Agrovidzi" found no violations.
