On the results of inspections of the requirements of Directive No. 1

The Directive of the President of the Republic of Belarus dated 11.03.2004 No. 1 "On Measures to Strengthen Public Safety and Discipline" requires unconditional compliance with labor discipline by all managers and employees, mandates unconditional and immediate termination of contracts with employees for violations of labor protection and safety regulations that result in injury or death, for causing property damage to the state, legal or natural persons, for consuming alcoholic beverages during working hours or at the workplace, and for managers – for failing to ensure proper labor discipline of subordinates, concealing facts of their violations of labor and executive discipline, or for not holding guilty parties accountable as established by law.

In April 2016, the prosecutor's office of the Braslaŭ district, together with the Braslaŭ District Department of Internal Affairs, conducted raids to check compliance by organizations in the agro-industrial complex with the requirements of Directive No. 1 of the President of the Republic of Belarus. The results showed that in all agricultural enterprises during the sowing works, there were cases of vehicles being put on the road with technical malfunctions that threaten road safety, which had not undergone the established state technical inspection, which could lead to road traffic accidents and cause material damage to the enterprise.

Thus, the highest percentage of failure to pass the state technical inspection among agricultural enterprises was recorded at KUSP "Vidzovski" (80% of tractors and 100% of trailers), OJSC "Berezovy Krai" (40% of tractors and 85% of trailers), OJSC "Braslaŭ Agricultural Service" (40% of tractors and 85% of trailers), KUSP "Braslaŭski" (30% of tractors and 100% of trailers), OJSC "Slobodka-Agro" (27% of tractors and 100% of trailers), OJSC "Mezhany" (27% of tractors and 100% of trailers), OJSC "Ol'shanka" (17% of tractors and 100% of trailers).

Moreover, during the state technical inspection, almost all farms in the district had 315 non-factory-made fuses removed from the electrical systems of tractors, where pieces of copper and aluminum wire, self-tapping screws, and glass fuses from household appliances were used as fuses, which could lead to short circuits in the electrical equipment and fires during further operation of the equipment.

For example, in KUSP "Vidzovski", there are 20 tractors and 11 trailers registered. Only 5 tractors were presented for the state technical inspection, including one Belarus-3022DC tractor, registration number 3622VV-2 (tractor driver Koženievski B.F.), which had a fuse made of copper wire with a cross-section of 0.5 mm in the fuse block on the battery. The tractor was idle due to the failure of the remote mass switch (burnout from a short circuit). The probable cause of the switch failure is precisely the mentioned fuse. Only 4 tractors (20%) were recognized as technically sound.

In OJSC "Novaia Hvardia", only 2 tractors passed the state technical inspection, while the others were not prepared for the inspection. Medical kits and fire extinguishers were absent in all tractors, and their external condition was unsatisfactory. The Belarus-3022DC tractor, registration number 6668VA-2 (tractor driver Moiseev A.O.), lacked heat insulation on the exhaust manifold, and the front and rear working lights were missing, with constructive changes made to the electrical wiring scheme; nevertheless, it was planned to use this tractor for field work.

As a result of the raids, the district prosecutor's office submitted a proposal to the head of the agriculture and food management of the district executive committee to eliminate violations of the specified legislation, which was considered, and measures were taken to eliminate the noted deficiencies. A number of officials from KUSP "Vidzovski", OJSC "Ol'shanka", and OJSC "Mezhany" were held accountable for disciplinary violations. The heads of KUSP "Braslaŭski", OJSC "Ol'shanka", OJSC "Mezhany", and OJSC "Novaia Hvardia" were held administratively liable for inadequate control and preparation of tractors and tractor trailers for the annual technical inspection in 2016.
