On the state of juvenile delinquency in the Braslav district

The protection of the rights and legitimate interests of minors, ensuring safe conditions for their life and health, and preventing emergencies and accidents involving children is a priority task for the state as a whole and local authorities in particular.

In the first half of 2021, the Prosecutor's Office of Braslav District, along with state bodies and organizations engaged in the prevention of family dysfunction, identification and registration of children in socially dangerous situations, took specific and necessary measures to prevent offenses and crimes committed by minors.
At the same time, the analysis of crimes committed by minors in Braslav District in the first half of 2021 shows that the preventive and precautionary measures taken were insufficient, resulting in a significant increase in juvenile crime from 1 to 4. The share of juvenile crime in the district was 5.9%, which is significantly higher than the average regional and national indicators (2.7% and 2.4%, respectively).
In the first half of 2021, the court of Braslav District considered 1 criminal case against a minor who committed a crime under part 3 of Article 205 of the Criminal Code. In the first half of 2020, the district court also considered 1 criminal case against a minor under part 1 of Article 205 of the Criminal Code.
The main reasons for the commission of these crimes were the lack of proper parental control and the inaction of preventive entities, including inadequate organization of employment for minors and preventive work with minors prone to unlawful behavior by the administrations of educational institutions.
In the first half of 2021, the district prosecutor's office conducted inspections to monitor compliance with legislation on minors and youth, as well as legislation on the prevention of neglect and offenses committed by minors and students in the IDN of Braslav District Police Department, the education department of the district executive committee, and educational institutions in the district. As a result of the inspections, three submissions were made, one directive issued, and four officials were held accountable for violations of the law.
