The main aspects of the operation of civilian drones were discussed by the district police inspector of the Braslav District Department of Internal Affairs, Vladislav Koman.

By the Decree of the President of the Republic of Belarus dated 25.09.2023 No. 297 "On the state registration and operation of civil unmanned aerial vehicles" it is established that individuals are prohibited from importing into the territory of the Republic of Belarus, storing, circulating, operating, and manufacturing civil unmanned aerial vehicles and model aircraft, as well as using airspace by civil UAVs.

The term circulation refers to the acquisition, alienation, transfer, as well as other actions aimed at the emergence, establishment, or termination of rights and obligations regarding a civil unmanned aerial vehicle and model aircraft.

Civil UAVs are understood to be unmanned aerial vehicles used in civil aviation, intended for the transportation of goods and/or equipped with digital cameras and/or other equipment that allows performing various functions during flight, as well as identifiable spare parts for such vehicles that do not relate to military products controlled under the export control system.

Model aircraft are understood to be aircraft without a person on board, the flight of which can only be controlled under the condition of visual contact with them, not equipped with any equipment, used for entertainment purposes, as well as identifiable spare parts for them, excluding toy balloons, kites, and flying toys without remote control.

The import into the territory of the Republic of Belarus, storage, circulation, operation, and manufacturing of civil UAVs and model aircraft, as well as the use of airspace by civil UAVs by legal entities and individual entrepreneurs are carried out for the purposes of their entrepreneurial and professional activities in compliance with the requirements set forth in the Decree.

Legal entities and individual entrepreneurs who legally own, use, and/or dispose of civil UAVs are required to register them with the state within five working days from the day of:

importing from the EAEU member states into the territory of the Republic of Belarus or placing them in the Republic of Belarus under customs procedures;

the emergence of ownership rights in the territory of the Republic of Belarus for acquired civil UAVs.

The operation of a civil UAV is carried out by an operator who has undergone training for civil UAV operators, the requirements for which are determined by the Council of Ministers of the Republic of Belarus.

Storage of civil UAVs and model aircraft is carried out by legal entities and individual entrepreneurs in compliance with conditions that ensure the preservation, safety, and exclude free and uncontrolled access to them.

The Braslav ROVD reminds: District police inspectors in all public order protection points hold citizen receptions every Wednesday from 10:00 to 13:00 in rural areas and from 17:00 to 20:00 in cities.
