Department of Civil Status Records (hereinafter - Registry Office) of the Braslav District Executive Committee
The Registry Office is a structural subdivision of the Braslav District Executive Committee and is part of the Ministry of Justice system.
On general issues of its activities, the Registry Office is subordinate to the Braslav District Executive Committee (Braslav, Sovetskaya St., 119), and on issues of state policy implementation in the field of justice - to the Ministry of Justice of the Republic of Belarus (Minsk, Collector St., 10) and the Main Department of Justice of the Vitebsk Regional Executive Committee (Vitebsk, Pravdy St., 18).
Electronic appeals within the competence of the Registry Office are submitted through the state unified (integrated) republican information system for accounting and processing appeals from citizens and legal entities: https://appeals.by/ by selecting the organization (state body) - Braslav District Executive Committee, for further consideration within its competence.
Appeals from citizens, legal entities, and individual entrepreneurs within the competence of the Registry Office are sent to the Braslav District Executive Committee at the address: 211969, Vitebsk Region, Braslav, Sovetskaya St., 119.
Appeals from citizens, individual entrepreneurs, and legal entities are considered centrally at the Braslav District Executive Committee, in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011, No. 300-З "On Appeals of Citizens and Legal Entities", and the Decree of the President of the Republic of Belarus of October 15, 2007, No. 498 "On Additional Measures for Working with Appeals of Citizens and Legal Entities".
Please note that from 01.01.2025 the procedure for obtaining a document confirming the absence of obstacles to marriage outside the Republic of Belarus will change.
According to Article 191 of the Family Code of the Republic of Belarus, for citizens of the Republic of Belarus, foreign citizens, and stateless persons permanently residing in the Republic of Belarus, as well as for citizens of the Republic of Belarus permanently residing outside the Republic of Belarus, when applying for marriage registration in the competent authorities of foreign states, the document confirming the absence of obstacles to marriage is a citizen's application stating the absence of obstacles to marriage, the authenticity of the signature of which is certified by a notary or an official authorized to perform notarial actions in accordance with legislative acts.

On establishing the amount of the basic value
Based on the third paragraph of Article 16 of the Law of the Republic of Belarus of July 23, 2008, No. 424-З "On the Council of Ministers of the Republic of Belarus", the Council of Ministers of the Republic of Belarus RESOLVES:
1. To establish the basic value at 45 rubles.
2. To recognize the resolution of the Council of Ministers of the Republic of Belarus of November 16, 2024, No. 848 "On establishing the amount of the basic value" as having lost its force.
3. This resolution comes into force on January 1, 2026.
