Employment of the Population

The state guarantees the unemployed:

- free professional orientation, training taking into account public needs and in accordance with existing vocation, abilities, skills, and health conditions;
- unemployment benefits;
- compensation for expenses related to the direction by the labor, employment, and social protection authority for training in another locality;
- free preliminary (upon employment) mandatory medical examination, as well as free medical examination when directed for vocational training, retraining, and advanced training within the framework of adult education programs;
- the opportunity to participate in paid temporary work;
- assistance in organizing individual entrepreneurial activities;
- assistance in gaining practical work experience.

The activities of the state employment service are aimed at:

- assessing the state and forecasting the development of employment, informing about the situation in the labor market;

- developing and implementing state and other programs to promote employment;

- assisting citizens in finding suitable work, and employers in selecting necessary workers;

- organizing professional orientation and training;

- registering citizens as unemployed and paying unemployment benefits;

- registering citizens who apply on employment issues;

- accounting for available job vacancies, information on selecting citizens for activities under civil law contracts, as well as information on jobs planned for creation and replacement;

- increasing the economic interest of employers in maintaining existing and creating new jobs;

- assisting the unemployed in organizing individual entrepreneurial activities;

- organizing work on resettling the unemployed and their family members due to relocation to another locality;

- assisting in organizing paid temporary work;

- assisting the unemployed in gaining practical work experience;

- exercising other powers in accordance with the legislation.

Services related to assisting citizens' employment are provided by state employment service authorities free of charge.

Occupational Safety

The main directions of state policy in the field of occupational safety are:

priority of preserving the life and health of workers;
responsibility of the employer for creating healthy and safe working conditions;
comprehensive solutions to improve working conditions and occupational safety through the implementation of a set of measures aimed at improving working conditions and occupational safety, taking into account other areas of economic and social policy, achievements in science and technology;
implementation of occupational safety management systems;
social protection of workers, compensation for harm to persons injured in accidents at work and/or who have suffered occupational diseases;
establishment of uniform requirements for occupational safety for all employers;
use of economic methods of managing occupational safety, state participation in financing measures to improve working conditions and occupational safety;
informing citizens, training workers on occupational safety issues;
interaction of republican state administration bodies and other organizations subordinate to the Government of the Republic of Belarus, controlling (supervisory) bodies, trade unions, employers on occupational safety issues;
cooperation between employers and workers;
use of international experience in organizing work to improve working conditions and enhance labor safety.
