Procedure for Recruitment and Service in the Internal Affairs Bodies
Citizens who are of legal age and not older than 28 years, with secondary, secondary specialized, or higher education, capable by their personal, moral, and business qualities, and health status of performing the tasks assigned to the internal affairs bodies are accepted for service.
Preference is given to candidates who have completed mandatory military service in the Armed Forces of the Republic of Belarus, who have higher legal or technical education, sports ranks, and a driver's license (category "B").
Currently, the Braslav Department of the Security Service is conducting a competitive selection of candidates for the positions of rank-and-file and junior commanding staff: police driver of the detention group, police officer of the detention group, police officer of the police group.
Upon entering the service, a series of practical activities are conducted with the candidate, aimed at a detailed study of their personal and professional qualities that influence the decision on their admission to the service.
To determine the fitness of a citizen for service based on health status, as well as their individual psychological and psychophysiological qualities, a medical examination of the citizen and a professional psychophysiological selection by the military medical commission are conducted.
Citizens cannot be accepted for service in the following cases:
-committing a crime in the past;
-being declared incapacitated or partially incapacitated by a court decision that has entered into legal force;
-refusal to undergo a special verification or the procedure for obtaining access to state secrets;
-refusal to provide a declaration of income and property or intentionally providing incomplete or inaccurate information;
-having a confirmed diagnosis from the military medical commission of a disease or other contraindication, preventing them from fulfilling their official duties.
Individuals accepted for service in the internal affairs bodies undergo initial training at the Educational Institution "College of the Ministry of Internal Affairs of the Republic of Belarus" (formerly the Ministry of Internal Affairs Training Center) for a period of 14 weeks. After completing the initial training, the candidate is appointed to a position and allowed to independently perform service.
A contract for service is concluded between the citizen entering the service in the internal affairs bodies and the Ministry of Internal Affairs
for a period of 2 to 5 years. The employee is obliged to serve the term specified in the contract.
Citizens without military ranks upon entering service in the positions of rank-and-file and junior commanding staff are assigned the first special rank of "private police".
Citizens with military ranks upon entering service in the positions of rank-and-file and commanding staff are assigned first special ranks equal to their existing military and special ranks.
Employees wishing to continue their education in higher educational institutions of the Ministry of Internal Affairs of the Republic of Belarus have such an opportunity – they are granted special leave with pay.
Service in the internal affairs bodies has a number of advantages. All employees are timely provided with uniforms, additional leave for length of service. In addition, stable salary calculated based on length of service and place of service, and upon reaching the age of 48 years and having 20 years of service (this period includes service in the Armed Forces and education in educational institutions of the Ministry of Internal Affairs) they have the right to pension provision.
Employees have the right to receive a preferential (5%) loan for housing construction after 5 years of service. There is also monetary compensation for renting housing from the private housing fund.
There is an opportunity to improve housing conditions by obtaining rental housing (after 20 calendar years of service – the employee has the right to purchase this housing in installments at residual cost, after 25 calendar years of service – the rental housing is transferred to the employee free of charge).
For employees of the internal affairs bodies, a leave of 30 calendar days is provided, with subsequent increases depending on length of service – up to 45 calendar days.
Once a calendar year, the employee is reimbursed for the cost of travel to the place of the main vacation, social leave due to illness, vacation, and back within the Republic of Belarus according to the norms and procedures established by the Ministry.
