Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav EMERCOM conducted monitoring of fire safety conditions at the state educational institution "Braslav Center for Correctional and Developmental Education and Rehabilitation" and the Dormitory of the State Institution of the Russian Federation "Drivyatich", located at 23 Dzerzhinsky Street, Braslav.

During the monitoring and selective inspection, violations of fire safety requirements were identified ("General requirements for fire safety for the maintenance and operation of capital buildings (structures), isolated premises, and other facilities belonging to economic entities", approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – ATPB), GOST 12.4.026-2015 "Signal colors, safety signs, and signal markings. Designations and rules for application. General technical requirements and characteristics. Testing methods" (hereinafter - GOST 12.4.026-2015), Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter – MES No. 82), SN 2.02.03-2019 "Fire Automation of Buildings and Structures" (hereinafter – SN 2.02.03-2019), and TKP 474-2013 "Categorization of Premises, Buildings, and External Installations by Explosion and Fire Hazard" (hereinafter – TKP 474).

Following the monitoring, recommendations were handed to the management for eliminating the identified violations, which proposed the following measures for implementation:

Dormitory of the State Institution of the Russian Federation "Drivyatich"

-the general object instruction on fire safety does not comply with MES No. 82, specifically, the following sections are missing: "General characteristics of fire safety", "Requirements for the operation of buildings, structures, premises, external installations, including the procedure for inspecting premises before completing work in them, the procedure for access to the premises and storage of keys from them, based on the specifics of the economic entity", "Procedure for organizing training sessions on evacuation of people in case of fire", "Responsibility of employees for violating fire safety requirements", "Smoking regime for smoking tobacco products" (clause 8 ATPB, Appendix 1 to MES No. 82);
- readiness for the use of fire protection and firefighting means is not ensured (fire safety signs for fire automation equipment are not installed (RPI at installation sites), and fire extinguishers are not marked with fire safety signs at their locations) (clauses 3.1, clause 3 ATPB, GOST 12.4.026-2015);
- the category of explosion and fire hazard in the boiler room is not determined according to the criteria established by the Ministry of Emergency Situations (clause 10 ATPB, table 1 TKP-474);
- in the corridor leading to the boiler room and in the corridor on the 1st floor between the living rooms, there is no protection against mechanical damage to the light indicator "EXIT", and fire detectors installed at a height of less than 2.2 meters (clause 9 ATPB, clause 12.12.9 SN 2.02.03-2019).

The facility is equipped with fire automation systems (PPKP "A-24/6", there is SPI "Lightning" No. SIM 41807). The maintenance of the APS is carried out by LLC "SpecYukEngineering". During the inspection of the operability and functionality of the system, no violations were found.

The reasons and conditions contributing to the mentioned violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the state institution RFSC "Drivyatich", a formal attitude towards the performance of their direct official duties, as well as weakened control from the management of the institution.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire automation systems, organization and procedure for conducting works", attended by 6 employees of the institution.

No violations of fire safety requirements were identified at the state educational institution "Braslav Center for Correctional and Developmental Education and Rehabilitation".
