Monitoring of Fire Safety Status
The Inspection and Prevention Sector of the Braslaŭ Ministry of Emergency Situations conducted monitoring of fire safety conditions at the state educational institution of additional education "Braslaŭ Center for Children and Youth", the State Educational Institution "Pliuski Primary School of Braslaŭ District", and the State Educational Institution "Akhremovskaya Secondary School of Braslaŭ District" in July 2023.
During the monitoring, violations of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 and other regulatory legal acts were identified.
As a result of the monitoring, recommendations were handed to the management for eliminating the identified violations, which proposed the following measures for implementation:
State Educational Institution "Akhremovskaya Secondary School of Braslaŭ District"
As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter - GFSA), STB 11.13.22-2011 "External Stationary Fire Ladders and Roof Barriers", which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- timely testing of external evacuation ladders from the second floor of the kindergarten and school buildings has not been organized (p.3.1 GFSA, STB 11.13.22-2011 "External Stationary Fire Ladders and Roof Barriers").
The reasons and conditions contributing to the aforementioned violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of the State Educational Institution "Akhremovskaya Secondary School of Braslaŭ District", a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the Requirements for the Technical Maintenance and Repair of Fire Alarm Systems, Organization and Procedure for Conducting Works", attended by 8 employees of the institution.
State Educational Institution of Additional Education "Braslaŭ Center for Children and Youth"
As a result of the monitoring, violations of fire safety requirements were identified ("General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated 23.11.2017 "On the Development of Entrepreneurship" (hereinafter - GFSA), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus dated 22.08.2019 No. 561 "On Approval of Specific Requirements" (hereinafter - MES)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- from the voluntarily provided journal of fire safety briefings, it was established that the procedure for conducting fire safety briefings has been violated, namely, repeated fire safety briefings are not conducted with employees (p.58 GFSA, instruction on the procedure for training employees on fire safety issues and checking their knowledge in this area, approved by MES No. 82);
- evacuation plans for people in case of fire in the building do not comply with the form defined by the Ministry of Emergency Situations (p.45 GFSA, Appendix 2 to MES No. 82);
- employees involved in the implementation of the evacuation plan in case of fire are not fully provided with self-rescue devices (p.8 specific requirements for ensuring fire safety for facilities specifically designed for the presence of children, as well as facilities with simultaneous presence of more than 300 people, social sphere and healthcare facilities with round-the-clock presence of people approved by MES).

State Educational Institution "Pliuski Primary School of Braslaŭ District"
No violations of fire safety requirements were identified as a result of the monitoring.
The facility is equipped with an automatic fire alarm system (PPKP-32, has SPI "Lightning" No. SIM 42923). During the inspection of the operability and functionality of the system, no violations were identified. The system is in operational condition. The maintenance of the fire alarm system is carried out by the Republican Public Association "Belarusian Fire Safety Association".
