Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslav District Ministry of Emergency Situations conducted monitoring of fire safety conditions at the State Educational Institution "Drisvyatskaya Primary School of Braslav District", the State Educational Institution "Druyskaya Secondary School of Braslav District", the State Educational Institution "Opsovskaya Secondary School of Braslav District", and the State Educational Institution "Slobodkovskaya Secondary School of Braslav District" in August 2023.
During the monitoring, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 and other regulatory legal acts were identified.
As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
State Educational Institution "Drisvyatskaya Primary School of Braslav District"
As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019 No. 561 "On the Approval of Specific Requirements" (hereinafter – MES)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- there are no acts on the conduct of training sessions on evacuation of people from buildings in case of fire in the current year (p. 13 PSM RB No. 561);
- evacuation plans for people in case of fire in the school and cafeteria do not comply with the form defined by the Ministry of Emergency Situations (p. 45 GTPB, Appendix 2 to MES No. 82).
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, attended by 3 employees of the institution.
State Educational Institution "Druyskaya Secondary School of Braslav District"
As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019 No. 561 "On the Approval of Specific Requirements" (hereinafter – MES)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- evacuation plans for people in case of fire in the school building do not comply with the form defined by the Ministry of Emergency Situations (p. 45 GTPB, Appendix 2 to MES No. 82);
- members of the fire brigade are not provided with self-rescuers (of the 12 self-rescuers available, all have expired) (p. 8 PSM RB No. 561);
- the doors of the evacuation stairwells on the first floor do not open in the direction of the evacuation route (p. 50 GTPB).
The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge by the officials of the state educational institution "Druyskaya Secondary School of Braslav District" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire alarm systems, organization and procedure for carrying out work", attended by 4 employees of the institution.
State Educational Institution "Opsovskaya Secondary School of Braslav District"
As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GTPB), Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety" (hereinafter - MES No. 82), Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019 No. 561 "On the Approval of Specific Requirements" (hereinafter – MES)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- from the voluntarily provided general facility instruction on fire safety, it was established that it does not meet the requirements for the content of the general facility instruction on fire safety (p. 7 GTPB, Appendix 1 to MES No. 82);
- there are no acts on the conduct of training sessions on evacuation of people from buildings in case of fire in the current year (p. 13 PSM RB No. 561);
- members of the fire brigade are not fully provided with self-rescuers (of the 5 self-rescuers available, 1 has expired) (p. 8 PSM RB No. 561);
- the locks on the doors located on the evacuation routes from the gym to the corridor, as well as from the kitchen to the street, do not allow for free opening from the inside without a key (p. 48 GTPB).
The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge by the officials of the state educational institution "Opsovskaya Secondary School of Braslav District" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire alarm systems, organization and procedure for carrying out work", attended by 3 employees of the institution.

As a result of the monitoring, violations of fire safety requirements were identified ("General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017 "On the Development of Entrepreneurship" (hereinafter – GTPB), Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2019 No. 561 "On the Approval of Specific Requirements" (hereinafter – MES)), which do not pose a threat to national security, harm to life and health of the population, and the environment, namely:
- members of the fire brigade are not fully provided with self-rescuers (of the 5 self-rescuers available, 3 have expired) (p. 8 PSM RB No. 561);
- there are no devices for self-closing and sealing in the door frames of the evacuation exits of the stairwell of the right wing of the building (p. 9 GTPB, SN 2.02.05-2020 "Fire Safety of Buildings and Constructions").
The reasons and conditions contributing to the commission of the specified violations were insufficient knowledge by the officials of the state educational institution "Slobodkovskaya Secondary School of Braslav District" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.
During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire alarm systems, organization and procedure for carrying out work", attended by 4 employees of the institution.
