Monitoring of fire safety status

The Inspection and Prevention Sector of the Braslav Ministry of Emergency Situations conducted monitoring of fire safety conditions at the State Educational Institution "Kindergarten No. 1 of Braslav" and the dormitory of the RFSC "Drivyatich" in July 2024.

During the monitoring and selective inspection, violations of the "General Requirements for Fire Safety for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus dated November 23, 2017 No. 7 (hereinafter - GTPB), TCP 316-2011 "System of Technical Maintenance and Repair of Automatic Fire Extinguishing Installations, Smoke Protection Systems, Fire Alarm Systems, Fire Notification Systems, and Evacuation Management. Organization and Procedure for Conducting Works" (hereinafter - TCP-316), and the Resolution of the Council of Ministers of the Republic of Belarus "On Emergency Fire Formations" No. 296 dated May 18, 2020 (hereinafter - PSM No. 296) were identified.

As a result of the monitoring, recommendations were provided to the management for addressing the identified violations, which proposed the following measures for implementation:

RFSC "Drivyatich"

- training of employees on fire safety minimum programs (the employee responsible for fire safety in the dormitory, the employee assigned to conduct fire safety briefings) was not organized (clause 3.2 GTPB);

- the facility does not ensure a 10% reserve of the installed necessary technical means of fire protection (fire detectors) (clause 8.3.11 TCP 316-2011).

The facility is equipped with a fire automation system (PPKP A24, there is SPI "Lightning" No. SIM 41807). During the inspection of the operability and serviceability of the system, no violations were identified. The system is in operational condition. The maintenance of the APS is carried out by LLC "SpecYUKengineering".

The reasons and conditions contributing to the mentioned violations were insufficient knowledge of the regulatory legal acts in the field of fire safety by the officials of RFSC "Drivyatich", a formal attitude towards the performance of their direct official duties, as well as weakened control from the management of the institution.

During the monitoring, a presentation was made to the labor collective on the topic of compliance with fire safety requirements, including "Compliance with the requirements for the technical maintenance and repair of fire alarm systems, organization and procedure for conducting works", attended by 4 employees of the institution.

State Educational Institution "Kindergarten No. 1 of Braslav"

- finishing materials for the floor (linoleum) with unknown fire hazard indicators are used on the evacuation routes in the building (clause 9 GTPB, clause 8.1.2 SN 2.02.03-2020 "Fire Safety of Buildings and Structures").

The facility is equipped with a fire automation system (PPKP A16-512, there is SPI "Lightning" No. SIM 40125). During the inspection of the operability and serviceability of the system, no violations were identified. The system is in operational condition. The maintenance of the APS is carried out by the NGO "BDPO".
