Monitoring of fire safety status
The Inspection and Prevention Sector of the Braslaŭ EMERCOM conducted monitoring of fire safety conditions at the state educational institution "Urban Kindergarten of the Braslaŭ District" in August 2024; dormitories located at: Braslaŭ, Sadovaya St. 35, Akhremovtsy, Parkovaya St. 2, and a hotel located at: Braslaŭ, Sovetskaya St. 121, owned by the municipal unitary enterprise of housing and communal services "Braslaŭ-Komunalnik".
During the monitoring, no violations of fire safety requirements were found at the facilities of the state educational institution "Urban Kindergarten of the Braslaŭ District"; however, violations were identified at the facilities owned by the municipal unitary enterprise of housing and communal services "Braslaŭ-Komunalnik" regarding the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Constructions), Isolated Premises, and Other Facilities Owned by Economic Entities" approved by the Decree of the President of the Republic of Belarus No. 7 dated November 23, 2017, "On the Development of Entrepreneurship" (hereinafter – OFSB), and the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 82 dated December 21, 2021, "On Ensuring Fire Safety" (hereinafter - MES No. 82) and other regulatory legal acts.
As a result of the monitoring, recommendations were handed over to the management for eliminating the identified violations, which proposed the following measures for implementation:
Facilities of the Municipal Unitary Enterprise of Housing and Communal Services "Braslaŭ-Komunalnik"
- the door located on evacuation routes (the door separating the corridor and the stairwell on the second floor) of the hotel does not allow for free opening from the inside without a key;
- in the hotel rooms at Braslaŭ, Sovetskaya St. 121, the schematic plans for individual evacuation of people do not meet the requirements of MES No. 82 (rectified during the monitoring);
- on the 2nd and 3rd floors of the hotel at Braslaŭ, Sovetskaya St. 121, the fire extinguishers OP-4 are inoperable (the recharging period expired in July 2024) (rectified during the monitoring);
- on the evacuation routes on the first floor of the hotel building (corridor) at Braslaŭ, Sovetskaya St. 121, finishing materials for the floor (linoleum) with unknown fire hazard indicators are used.
During the monitoring, a check of the operability of fire automation systems at the above-mentioned facilities was conducted. The following violations were identified from the conducted check:
Hotel at Braslaŭ, Sovetskaya St. 121:
- on the 1st floor, the light panel "Exit" did not activate (rectified during the monitoring);
- the signal does not pass to the centralized monitoring panel "Lightning" when the backup power source battery - 124 (hereinafter – IRPA-124) and the battery box - 18 (hereinafter - BA-18) are opened (rectified during the monitoring).
Dormitory at Braslaŭ, Sadovaya St. 35:
- the signal does not pass to the centralized monitoring panel "Lightning" when the IRPA-124 is opened (rectified during the monitoring).
During the monitoring, a check of the operability of the automatic fire alarm systems at the above-mentioned facilities was conducted (the APS is serviced by the employees of the municipal unitary enterprise of housing and communal services "Braslaŭ-Komunalnik").
