Based on the results of the prosecutor's review

The Prosecutor's Office of Braslaŭ District conducted an analysis of the compliance of educational institutions with the legislation on the prevention of neglect and offenses by minors.

In Braslaŭ District, there has been an increase in offenses and crimes committed by minors during the past period of 2019. Currently, 2 crimes have been registered, and 15 individuals have been brought to administrative responsibility, of which 5 minors are students of the State Educational Institution "Braslaŭ Secondary School No. 2".

During the inspection of the effectiveness of the preventive work conducted with minors, significant shortcomings were identified in its implementation.

Programs for individual preventive work have been developed for minors who committed unlawful acts, according to methodological recommendations, and the activities of the program should be aimed at correcting the behavior of minors. At the same time, it was established that the developed programs for minors are identical, and the set of activities "Prevention and Correction" is not regulated and has not been developed for minors; there are no records of the implementation of planned activities for the past period in the plans.

During the analysis of the activities conducted with minors, it was found that the activities of the individual preventive work program are not actually being implemented. At the same time, the activities conducted with minors (according to reports) indicate only the involvement of minors in school-wide (class) activities, rather than the work aimed at correcting their unlawful behavior.

The support cards for minors do not contain an analysis of the causes and conditions of offenses and crimes committed by adolescents, and the preventive work with minors is systematically not analyzed and adjusted, resulting in the quality and effectiveness of the conducted work not being traceable.

It is noted that when conducting individual preventive work with minors, systematic cooperation between educational staff and the minor and their parents (legal representatives) is necessary in implementing the program aimed at correcting the unlawful behavior of minors.

The identified shortcomings in the organization of preventive work do not allow for the proper formation of law-abiding behavior in minors.
