Prosecutorial oversight of compliance with legislation on the prevention of loss of life and injury to individuals

The Prosecutor's Office of the Braslaŭ District has conducted monitoring of wastewater facilities (sewerage), treatment plants, and water supply networks as part of its oversight of compliance with legislation aimed at preventing death and injury to people.


During the inspection, instances were found of wastewater facilities, including those near residential buildings, being in a condition that poses a threat to the life and health of citizens.


For example, in the yard of a residential apartment building located in Braslaŭ, a sewer manhole was discovered without a fence, covered with a metal sheet, boards, and other items that could be easily moved.


Additionally, sewer manholes with partially open covers were identified, with the area around the manholes not fenced and having dense vegetation, which conceals potentially dangerous objects.


At a water supply manhole near one of the district's enterprises, the manhole cover was completely missing, as well as any fencing, which does not eliminate the risk of falling into the specified manhole.


For reference. According to paragraph 13 of the Rules for Landscaping and Maintenance of Settlements, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 28.11.2012 No. 1087, specialized organizations responsible for the maintenance (operation) of underground engineering communications perform work to ensure the tightness of channels, close manhole covers, paint them, and connect stormwater manhole covers with the pavement of streets, sidewalks, pedestrian and bicycle paths, as well as landscaped areas in accordance with mandatory compliance requirements of technical normative legal acts.


As a result of the oversight activities, the district prosecutor's office issued a directive to the director of the branch "Novopolotskvodokanal" of the state enterprise "Vitebskoblvodokanal," demanding the immediate rectification of the identified violations.
