The inspection commissions must operate efficiently.
In the Braslaŭ district, an unfavorable situation is developing regarding fire safety. Over the past 6 months, there have been 14 fires, which is 1 case more than in the same period of the previous year. Three people died (compared to 2 in the first 6 months of 2017).
Inspection commissions, established at the rural and district executive committees, play a significant role in fire prevention. Based on their goals and objectives, the commissions develop and implement measures to ensure the fire safety of residential buildings, conduct inspections of their fire safety condition in spring and autumn, educate the population on safe fire handling practices, and take measures to eliminate identified deficiencies. They also promote fire safety measures by distributing visual materials, using mass media, conference calls, bulletin boards, etc.
By the decision of the Braslaŭ District Executive Committee dated January 5, 2017, a city inspection commission was established. According to the approved regulations, its members, with the involvement of staff, volunteer fire inspectors, and other interested parties, must ensure the inspection of residential premises for compliance with fire safety rules within a year in the assigned territorial area.
Meanwhile, the results of the inspection showed that the work of the inspection commission at the district executive committee is not organized properly, as in 2017 it inspected about 300 households, which is less than 10% of the residential fund of Braslaŭ. In January-February 2018, only the territorial center for social services inspected 89 households of lonely elderly citizens. There is no information about inspections of housing by other commission members.
For timely analysis and response measures based on the results of the housing inspection, the members of the inspection commission must submit information about their work to the commission secretary on a monthly basis. However, such information is absent in the submitted documents, except for the information from the director of the territorial center for social services.
Everywhere, members of the inspection commission, upon identifying violations of fire safety rules, did not provide homeowners with recommendations for their elimination, nor were copies of such recommendations submitted to the secretary of the inspection commission for taking measures to address the identified deficiencies.
As a result of the inspection, a corresponding representation has been submitted to the Braslaŭ District Executive Committee.
