Violations of anti-corruption legislation have been identified

The Prosecutor's Office of the Braslaŭ District conducted an analysis in April of this year regarding the compliance of the healthcare institution "Braslaŭ Central District Hospital" with anti-corruption legislation.

Article 5 of the Law of the Republic of Belarus dated 15.07.2015 No. 305-З "On Combating Corruption" (hereinafter referred to as the Law) stipulates that the fight against corruption is carried out by state bodies and other organizations through the comprehensive application of planning and coordination of the activities of state bodies and other organizations in combating corruption, as well as the establishment of restrictions and special requirements aimed at ensuring financial control over state officials and persons equated to them to prevent manifestations of corruption and to identify them.

The results of the analysis showed that the management of the State Institution "Braslaŭ Central District Hospital" is taking certain measures aimed at counteracting corruption; however, the work being carried out in this direction does not fully meet the requirements of the legislation.

Thus, certain violations of the legislation were identified in the activities of the commission for combating corruption offenses, which, to a large extent, performs its functions formally.

The organization of the work on the registration of written commitments of state officials to comply with anti-corruption restrictions has been improperly arranged in the institution.

The study of the practice of obtaining written commitments from the analyzed category of individuals revealed that their content is not personalized; they are drawn up without taking into account the official position, which, in turn, may mislead regarding the scope of restrictions that apply directly to a specific individual.

As a result of the analysis, certain violations of procurement legislation were also identified, committed by the State Institution "Braslaŭ Central District Hospital".

Thus, violations of the requirements of the Law of the Republic of Belarus "On State Procurement of Goods, Works (Services)" were identified during the formation of the state procurement plan for the upcoming financial year, the implementation of certain procurement procedures, as well as the reflection of information about their results.

Based on the results of the analysis, a presentation was made to the chief physician of the State Institution "Braslaŭ Central District Hospital", requiring the adoption of organizational and practical measures to eliminate the identified violations of anti-corruption legislation, procurement legislation, the causes and conditions that contributed to them, and to ensure strict compliance by the employees of the State Institution "Braslaŭ Central District Hospital" with the requirements of anti-corruption legislation. The issue of holding guilty officials accountable for disciplinary violations was also raised.
