Decree of the President of the Republic of Belarus dated December 28, 2014 No. 6
Responsibility for Illegal Circulation of Narcotic Substances
Article 17.1. Illegal sowing and/or cultivation of plants or fungi containing narcotic substances or psychotropic substances
Illegal sowing and/or cultivation of plants or fungi containing narcotic substances or psychotropic substances, without the aim of their sale or production or other obtaining of narcotic substances or psychotropic substances – shall entail a fine of up to twenty basic units.
Article 19.3. Consumption of alcoholic, low-alcohol beverages or beer, consumption of narcotic substances, psychotropic substances or their analogues in public places or appearance
in public places or at work in a state of intoxication
3. Appearance in public places in a state caused by the consumption of narcotic substances or psychotropic substances without a prescription from a specialist doctor or consumption of their analogues, toxic or other intoxicating substances, which offends human dignity and public morality, as well as refusal to undergo a prescribed examination (testing) to determine the state caused by the consumption of narcotic substances, psychotropic substances, their analogues, toxic or other intoxicating substances, – shall entail a fine of five to ten basic units.
4. Being at the workplace during working hours in a state caused by the consumption of narcotic substances or psychotropic substances without a prescription from a specialist doctor or consumption of their analogues, toxic or other intoxicating substances, as well as refusal to undergo a prescribed examination (testing) to determine the state caused by the consumption of narcotic substances, psychotropic substances, their analogues, toxic or other intoxicating substances, – shall entail a fine of eight to twelve basic units.
5. Consumption of narcotic substances or psychotropic substances without a prescription from a specialist doctor in public places or consumption of their analogues in public places, as well as refusal to undergo a prescribed examination (testing) to determine the state caused by the consumption of narcotic substances, psychotropic substances, their analogues, toxic or other intoxicating substances, – shall entail a fine of ten to fifteen basic units.
Article 328. Illegal circulation of narcotic substances, psychotropic substances, their precursors and analogues
1. Illegal production, processing, acquisition, storage, transportation or mailing of narcotic substances, psychotropic substances or their precursors or analogues without the aim of sale -
shall be punished by restriction of freedom for up to five years or imprisonment for a term of two to five years.
2. Illegal production, processing, acquisition, storage, transportation or mailing or illegal sale of narcotic substances, psychotropic substances or their precursors or analogues with the aim of sale -
shall be punished by imprisonment for a term of three to eight years with or without a fine.
3. Actions provided for in part 2 of this article, committed by a group of persons, or by an official using their official powers, or by a person who has previously committed crimes provided for by this article, articles 327, 329 or 331 of this Code, or in relation to narcotic substances, psychotropic substances, their analogues in large quantities, or in relation to especially dangerous narcotic substances, psychotropic substances, or sale of narcotic substances, psychotropic substances, their precursors or analogues on the territory of an educational institution, healthcare organization, military unit, correctional institution, detention center, in places of detention, medical-labor prophylactic institution, at the venue of a mass event or knowingly to a minor -
shall be punished by imprisonment for a term of six to fifteen years with or without a fine.
4. Actions provided for in parts 2 or 3 of this article, committed by an organized group or associated with the production or processing of narcotic substances, psychotropic substances or their precursors or analogues using laboratory glassware or laboratory equipment intended for chemical synthesis, -
shall be punished by imprisonment for a term of ten to twenty years with or without a fine.
5. Actions provided for in parts 2 - 4 of this article, which inadvertently lead to the death of a person as a result of their consumption of narcotic substances, psychotropic substances or their analogues, -
shall be punished by imprisonment for a term of twelve to twenty-five years with or without a fine.
Note. A person who voluntarily surrenders narcotic substances, psychotropic substances, their precursors or analogues and actively assists in the detection or prevention of a crime related to the illegal circulation of these substances, the exposure of persons who committed them, the discovery of property obtained by criminal means, shall be exempt from criminal liability for this crime.
Article 328-1. Illegal transportation across the customs border of the Eurasian Economic Union or the State Border of the Republic of Belarus of narcotic substances, psychotropic substances or their precursors or analogues
1. Illegal transportation across the customs border of the Eurasian Economic Union or the State Border of the Republic of Belarus of narcotic substances, psychotropic substances or their precursors or analogues -
shall be punished by imprisonment for a term of three to seven years with or without a fine.
2. An action provided for in part 1 of this article, committed by a group of persons by prior agreement, or repeatedly, or by a person who has previously committed crimes provided for by articles 228 and 333-1 of this Code, or by an official using their official powers, or with the use of violence against a person conducting customs or border control, or in relation to especially dangerous narcotic substances, psychotropic substances, or in relation to narcotic substances, psychotropic substances or their analogues in large quantities, -
shall be punished by imprisonment for a term of five to ten years with or without a fine.
3. An action provided for in parts 1 or 2 of this article, committed by an organized group, -
shall be punished by imprisonment for a term of seven to twelve years with or without a fine.
Article 328-2. Consumption of narcotic substances, psychotropic substances or their analogues in public places or appearance in public places or being at work in a state caused by the consumption of narcotic substances, psychotropic substances, their analogues, toxic or other intoxicating substances
Consumption without a prescription from a specialist doctor of narcotic substances or psychotropic substances in public places or consumption of their analogues in public places, as well as appearance in public places in a state caused by the consumption without a prescription from a specialist doctor of narcotic substances or psychotropic substances or consumption of their analogues, toxic or other intoxicating substances, which offends human dignity and public morality, or being at the workplace during working hours in a state caused by the consumption without a prescription from a specialist doctor of narcotic substances or psychotropic substances or consumption of their analogues, toxic or other intoxicating substances, committed within a year after the imposition of an administrative penalty for similar violations, -
shall be punished by a fine, or arrest, or restriction of freedom for up to two years.
ATTENTION!!!
The effect of smoking mixtures on the human body is 5-10 times stronger than that of plant preparations containing narcotic substances. Almost immediately after their consumption, powerful hallucinations occur. Reactions to "spice" can vary – psychosis, euphoria, laughter or fear, complete loss of control over actions. Moreover, even periodic smoking of mixtures causes irreversible processes in the human central nervous system, from slowing down cognitive activity to depressive states.

• Drug addiction is a deadly dangerous disease.
• The life of a drug addict is very short.
• Drug addicts often infect each other with dangerous and incurable diseases: AIDS, hepatitis, etc.
• Drugs have a strong effect on the brain and make a person mentally weak.
• A drug addict takes not only money from the family but also all valuable items to buy drugs, without which they cannot live.
Drugs are substances capable of causing a state of joyful intoxication, addiction, and dependence.
WHAT EFFECT DOES A DRUG HAVE ON A PERSON?
A person in a state of drug intoxication stops experiencing mental and physical pain, a feeling of lightness and comfort appears. The feeling of lightness leads to a loss of self-control and a loss of sense of reality. The state of drug intoxication lasts only while the drug is present in the blood.
HOW DOES DRUG ADDICTION DEVELOP IN PEOPLE WHO USE DRUGS?
For those who constantly use drugs, sensitivity to them gradually decreases. After some time, the usual doses are no longer enough to achieve joy. The victim of drug addiction is forced to increase the dose. Subsequently, even this is not enough, leading to a transition to a stronger drug. Thus, gradually, a person becomes accustomed to strong drugs, from which there is almost no escape.
WHAT HARM DO DRUGS CAUSE?
All drugs are poisons by nature, affecting all organ systems and tissues, but especially the central nervous system, brain, reproductive system, liver, and kidneys. Generally, people with the strongest health, with regular drug use, live no more than ten years. Most die earlier. There are many cases where people die within the first year of starting to use a narcotic substance. Since drug addicts use non-sterile syringes, many diseases transmitted through blood are widespread among them – AIDS, hepatitis, and others. They often die from these diseases before the poisoning of the body by the drug occurs.
HOW DOES DRUG ADDICTION AFFECT A PERSON'S MENTAL STATE?
Emotional emptiness increases, irritability, apathy, relaxation of will arises, and the use of certain drugs leads to mental weakness. Externally, all this manifests as lethargy, callousness, rudeness, selfishness, and deceit. A person who uses drugs loses control over their life, undergoes deep transformation, and becomes completely different. Gradually, intelligence decreases.
WHAT DO PEOPLE SUFFERING FROM DRUG ADDICTION DIE FROM?
In most cases, from overdose. A drug addict faces complete destruction of the liver and the entire body after several years. However, many do not live to see this moment and die from allergies, infectious and concomitant diseases, such as AIDS or hepatitis. Many end their lives by suicide or die a violent death, as drug addicts are often associated with organized crime. A drug addict loses the instinct for self-preservation and can easily freeze, become a victim of a crime, get into an accident, die from an accident, and many other causes.
REMEMBER THE HARM DRUGS CAUSE TO A PERSON! BE ATTENTIVE AND CAREFUL!
Drug addicts rarely survive past the age of 30. Usually, drug addicts are people who experience a decline in physical and mental strength to fight for their place in the sun in life.
All researchers (whether doctors, sociologists, educators, etc.) agree that drug addiction is most dangerous in adolescence when a person's worldview is just beginning to form.
One American narcologist, R. Christoffersen, writes: "I have never encountered a chronic drug addict over the age of 30. The fact is that a person starts using drugs at eighteen and by the age of twenty becomes a 'chronic', that is, needs daily consumption of their doping, and has virtually no chance of living to thirty, even if before the onset of their harmful addiction they had athletic health."
Drug addiction is a very terrible disease, as it manifests as a painful dependence on any narcotic substances – whether they are medications, marijuana, or heavier drugs.
A drug addict in search of money for the next dose may resort to anything – theft, deception, and in some cases even murder. As soon as they take the drug, they feel a little relief. It is for such a brief relief that a drug addict, often even consciously, deprives themselves of all other joys of life.
By taking the drug, a drug addict simply signs their own death warrant. However, narcotic substances are very expensive. And those who engage in their distribution make colossal money from it. Honest work cannot earn such money, but drug dealers always need buyers for their product who are willing to pay any amount for the dose of the substance they need. In doing so, they resort to various tricks to get a person to try drugs for the first time.
Often the first dose is sold for a small amount or even given for free. Drug dealers may deliberately send their agent into a group of teenagers or schoolchildren to get them "hooked on the needle". They are determined to do anything to ensure that at least one of their acquaintances starts using or at least tries this poison. Even the first dose of the drug can be fatal.
The drug kills the strongest, smartest, and most willful people. Almost no one can cope with it. Drugs are a disaster for health.
Children and adolescents have very often started to die from drug overdoses. The prevalence of drug addicts among children and adolescents is a disaster for a very large number of parents.
It happens that due to addiction, the drug stops giving the drug addict euphoria and becomes simply necessary for survival in principle. Then this narcotic substance becomes merely a means to eliminate aggression, anger, melancholy, and apathy.
Under the constant influence of narcotic substances, a person becomes more and more withdrawn, rude, losing family, friendly, and other social connections, losing almost all cultural and moral values. All this becomes possible due to pronounced disorders in the central nervous system and brain.
The brain is the main target of narcotic substances. Many scientists have long established a connection between the normal functioning of the brain and life expectancy. It has also been found that all disorders in the functioning of the central nervous system lead to disruptions in the functioning of numerous organs and systems. The earlier the body is exposed to narcotic substances, the more deadly the effect will be on it.
