An inspection has been conducted

The district prosecutor's office conducted an inspection of compliance with legislation on waste management, as well as selectively inspected mini-landfills for the disposal of solid municipal waste.

It was established that in the territory of the Braslaŭ district, waste disposal is carried out at 15 sites, including 1 landfill and 14 mini-landfills for solid municipal waste. The removal of municipal waste is carried out by the state enterprise "Braslaŭ-Kommunalnik" according to the developed schedules.

Meanwhile, in a number of cases, the maintenance and servicing of mini-landfills for the disposal of solid municipal waste located in the district do not meet the required standards.

During the inspection of mini-landfills, it was found that protective engineering structures and information boards are not equipped, and the designation of the boundaries of the mini-landfill for solid municipal waste "Druya" is also not defined. The mini-landfill "Slabodka" is currently overflowing, with waste located outside the designated area.

Also, based on the inspection results, it was established that at the mini-landfills for solid municipal waste "Slabodka", "Boruny", and "Druya", there is disposal of secondary material resources (cardboard, plastic).

During the monitoring of compliance with the requirements of the Technical Code of Practice "Environmental Protection and Natural Resource Management. Waste. Management of Municipal Waste" at the landfill "Melevtsy", it was established that this landfill does not fully comply with the requirements of the established technical code of practice.

Thus, at the landfill "Melevtsy", in violation of legislative requirements, protective structures and devices are not equipped, there is only a barrier at the entrance to the landfill, and only 2 wells for monitoring the leachate level are equipped at the landfill. There are no fences, drainage ditches, or wells, and there is no bath with disinfectant solution at all.

The Technical Code of Practice establishes that at small capacity landfills and mini-landfills, selective radiation dosimetric control of waste entering disposal must be conducted, in accordance with local conditions and in agreement with the territorial bodies of the Ministry of Health. However, during the inspection, no documents regarding the results of radiation dosimetric control of waste were presented, and no other information about the control was available.

According to Article 17 of the Law of the Republic of Belarus "On Waste Management" dated 20.07.2007 No. 271-Z, legal entities and individual entrepreneurs engaged in waste management are obliged to ensure the disposal and/or utilization of waste or their transportation to waste disposal facilities and/or waste utilization facilities, as well as their storage in authorized waste storage places or disposal in authorized waste disposal sites, and for the storage and disposal of waste, it is necessary to obtain the appropriate permit.

Upon reviewing the permits for the storage and disposal of production waste issued by the Braslaŭ Inspection of Natural Resources and Environmental Protection, it was established that agricultural enterprises OJSC "Braslaŭ District Agroservice" and OJSC "Berezovy Krai" did not obtain such permits in violation of the requirements of the Waste Management Law, and these enterprises were respectively held administratively liable on 12.04.2018 and 23.04.2018. However, no measures to obtain permits have been taken by the heads of the agricultural enterprises to date, and the permits have not been obtained.

Thus, the reasons and conditions that contributed to the identified violations of legislation were the improper attitude of employees towards the performance of their official duties, which is unacceptable.

As a result of the inspection, the district prosecutor's office submitted a corresponding representation to the Braslaŭ District Executive Committee.
