Powers of the Council Chair

The Chairman of the District Council of Deputies, based on Article 22 of the Law of the Republic of Belarus "On Local Governance and Self-Governance in the Republic of Belarus":

• chairs the Council, oversees its activities, ensures collaboration with the relevant executive committee;
• represents the Council in its relations with other state authorities, organizations, and citizens;
• approves the staffing plan of the relevant Council;
• convenes sessions of the Council, organizes work for the preparation of sessions of the Council, conducts sessions of the Council;
• organizes oversight of the implementation of the Council's decisions;
• appoints and dismisses employees of the Council's apparatus, concludes (extends, terminates) employment contracts with them, applies measures of encouragement and disciplinary measures;
• invites representatives from other Councils, executive and administrative bodies, other organizations, territorial public self-government bodies, as well as citizens to the meetings of the Council;
• submits draft resolutions of the Council to the permanent commissions for review, provides instructions to the chairpersons of the permanent commissions;
• signs decisions, minutes of Council meetings, issues directives;
• organizes the review of requests from Council deputies;
• organizes the work of the Council for the consideration of appeals from citizens and legal entities, the maintenance of the book of comments and suggestions, and the implementation of administrative procedures. If necessary, submits proposals regarding such appeals for consideration by the Council session;
• conducts personal receptions for citizens and representatives of legal entities;
• reports to the Council on the state of affairs in the relevant territory and on other issues related to its competence, presents at Council sessions as necessary, but no less than once a year reports on its activities, and also informs citizens about the state of affairs in the relevant territory;
• exercises other powers stipulated by this Law and other legislative acts;
• submits to the Council proposals for the repeal of orders of the chairperson of the relevant executive committee, decisions of the executive committee, the subordinate Council, and orders of the chairperson of the subordinate Council that do not comply with the legislation;
• heads the Presidium of the Council, organizes the work for preparing its meetings, conducts the meetings, signs decisions and minutes of the meetings of the Presidium of the Council;
• presents sessions of the Council as needed, but no less than once a year reports on the activities of the Council's Presidium.
