Ministry of Emergency Situations informs
The commonly accepted signals of civil defense are: "Attention everyone!", "Air raid alert", "All clear air raid alert", "Radiation hazard", "Chemical alert". SIGNAL "ATTENTION EVERYONE!"
Method of signal transmission: sound signal using sirens, horns, and other sound alerting devices installed in cities, populated areas, and enterprises. Purpose of transmission: to attract the attention of personnel and the population to the transmission of civil defense signals "Air raid alert", "All clear air raid alert", "Radiation hazard", "Chemical alert" and information about accidents, disasters, and natural calamities. Actions upon the signal: turn on all available radio and telecommunications means to listen to the information from the Ministry of Emergency Situations.
SIGNAL "AIR RAID ALERT"
Method of signal transmission: announcement via radio broadcasting and television receivers of information about air danger for 2-3 minutes continuously in open text: "ATTENTION! ATTENTION! CITIZENS! AIR RAID ALERT!" and explanation of brief actions regarding this signal. Purpose of transmission: to warn personnel and the population about an imminent threat of enemy attack. Actions upon the signal: maintain calm and order, turn off lights and water, take personal protective equipment, documents, food and water supplies, and quickly occupy places in the designated protective structure (shelter, basement, ground floor premises of buildings, structures), remain in the shelter until further instructions from the Ministry of Emergency Situations.
SIGNAL "ALL CLEAR AIR RAID ALERT"
Method of signal transmission: announcement via radio broadcasting and television receivers of information about the all clear signal: "ATTENTION! ATTENTION! CITIZENS! ALL CLEAR AIR RAID ALERT!". Purpose of transmission: to allow personnel and the population to leave protective structures. Actions upon the signal: take all brought protective equipment, food, water, personal belongings, and leave the protective structure.
SIGNAL "RADIATION HAZARD"
Method of signal transmission: announcement via radio broadcasting and television receivers of information about the threat of radiation contamination for 2-3 minutes continuously in open text: "ATTENTION! ATTENTION! CITIZENS! RADIATION HAZARD!" and explanation of brief actions regarding this signal. Purpose of transmission: to warn personnel and the population about radioactive contamination of the area. Implementation of protective measures. Actions upon the signal: immediately put on respiratory protective equipment (gas masks, respirators, cotton-gauze bandages, dust masks), take prepared food supplies, water, documents, and go to protective structures (shelters, anti-radiation shelters, semi-basements, ground floors of buildings), seal them and stay there until further orders from the civil defense headquarters, keeping radio and television receivers turned on.
SIGNAL "CHEMICAL ALERT"
Method of signal transmission: announcement via radio broadcasting and television receivers of information about the threat of chemical contamination for 2-3 minutes continuously in open text: "ATTENTION! ATTENTION! CITIZENS! CHEMICAL ALERT!" and explanation of brief actions regarding this signal. Purpose of transmission: to warn personnel and the population about chemical contamination of the area and protection against highly toxic (poisonous) substances. Implementation of protective measures. Actions upon the signal: immediately put on gas masks (if available – protective clothing). Close all windows and doors tightly and go to the shelter. If there is none nearby – take an antidote, seal windows, doors, ventilation hatches, and remain indoors until the signal "ALL CLEAR CHEMICAL ALERT" or other commands from the Ministry of Emergency Situations, keeping receivers on. In the Republic of Belarus, an alert system has been established and is being improved at the republican, territorial, local, and facility levels. It integrates and utilizes all means of wired, radio, and television communication to address the tasks of timely notifying the population about emergencies in both peacetime and wartime. The transmission of signals and alert information is carried out in an automated mode involving electric siren alerts, radio broadcasting networks, and television broadcasting with interruptions of broadcasting programs for notifying and informing the population in verbal form. Verbal information is transmitted to the population with interruptions of broadcasting programs lasting no more than 5 minutes. A 2-3 time repetition of the verbal message transmission is allowed.
