On other days, personal reception of citizens is conducted by the duty investigator of the Braslav District Department of the Investigative Committee around the clock.

The direct telephone line and field personal receptions are conducted by the management of the Braslav ROKS at least once a quarter. From 02.01.2023, electronic appeals are understood as appeals from applicants submitted through the state unified (integrated) republican information system for accounting and processing appeals of citizens and legal entities (hereinafter referred to as the accounting and processing system).

The accounting and processing system is an information system designed for submitting electronic appeals to state bodies and other state organizations and receiving responses (notifications) to them, as well as for processing electronic appeals, responses (notifications) to them, electronic copies of responses (notifications) to written appeals, and other information regarding the consideration of appeals, and leaving appeals without consideration on the merits.

In connection with the above, from 02.01.2023, if electronic letters from citizens and legal entities are received in the divisions of the Investigative Committee, bypassing the accounting and processing system, such letters will not be registered and resolved as electronic appeals.

We also draw the attention of website visitors to the provisions of Article 2 of the Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities", according to which the action of this law does not apply to appeals subject to consideration in accordance with criminal procedural legislation. Considering the tasks performed by the Investigative Committee in the field of pre-trial criminal proceedings, we inform that the submission of statements about crimes, complaints, and petitions in criminal cases, and materials of checks through electronic appeals (including through the accounting and processing system) is not provided for by the norms of the Criminal Procedure Code of the Republic of Belarus (hereinafter referred to as the CPC). Such statements, complaints, and petitions must be submitted to the divisions of the Investigative Committee in writing or orally (in the latter case, with entry into the protocol) in accordance with Articles 136, 139, and 168 of the CPC.

Electronic appeals to the Investigative Committee are submitted through the state unified (integrated) republican automated system for accounting and processing of citizens and legal entities (hereinafter referred to as the accounting and processing system).

Electronic appeals are presented in Belarusian or Russian.

Appeals must contain information about the results of their previous consideration with the attachment (if available) of documents confirming this information.

Electronic appeals submitted by representatives of applicants must be accompanied by electronic copies of documents confirming their powers.

If the requirements for the design and content of electronic appeals are not met, or if there are no attached electronic copies of documents confirming the powers of representatives of applicants, electronic appeals may be left without consideration on the merits.

Responses (notifications) to electronic appeals are sent through the accounting and processing system, except in cases where the applicant requests a written response in their electronic appeal.

The applicant has the right to withdraw their electronic appeal before it is considered on the merits by submitting a corresponding written or electronic application.

The response of the organization to the appeal or the decision to leave the appeal without consideration on the merits after appeal to a higher organization, as well as the response to the appeal or the decision to leave the appeal without consideration on the merits of an organization that does not have a higher organization, may be appealed in court in the manner prescribed by law.

If incoming written and/or electronic appeals of similar content from different applicants are of a mass nature (more than ten appeals), responses to such appeals may be posted on the official website of the Investigative Committee without sending responses (notifications) to the applicants, at the discretion of the head of the division of the Investigative Committee or the person authorized by them to sign responses to appeals in the established manner. After posting such a response (notification) on the official website of the Investigative Committee, subsequent written and/or electronic appeals of similar content will not be considered, and responses (notifications) will not be sent to the applicants.

Electronic appeals from citizens must contain:

• the name and/or address of the organization or the position and/or surname, first name, patronymic (if any) or initials of the person to whom the appeal is directed;
• the surname, first name, patronymic (if any) or initials of the citizen, the address of their place of residence (place of stay);
• the essence of the appeal;
• the email address of the citizen.

Electronic appeals from legal entities must contain:

• the name and/or address of the organization or the position and/or surname, first name, patronymic (if any) or initials of the person to whom the appeal is directed;
• the full name of the legal entity and its location;
• the essence of the appeal;
• the surname, first name, patronymic (if any) or initials of the head or the person authorized in the established manner to sign appeals;
• the email address of the legal entity.
