We draw your attention to the fact that during the conduct of a mass event, its participants are obliged to maintain public order and comply with all lawful requirements of the organizers of the mass event, employees of internal affairs bodies, and representatives of the public performing duties to ensure public order.
Employees of internal affairs bodies, performing duties to ensure public order, have the right to conduct personal searches of citizens and inspect items in their possession, including with the use of technical and special means. In case of a citizen's refusal to undergo a personal search or to inspect items in their possession, they will not be allowed into the venue of the mass event.
During mass events, it is prohibited to:
- hinder the movement of vehicles and pedestrians;
- create obstacles to the uninterrupted functioning of organizations;
- influence in any way the employees of internal affairs bodies in order to hinder them from performing their official duties, as well as representatives of the public performing duties to ensure public order;
- carry cold, firearms, gas or other weapons, explosives and ammunition, items whose damaging effect is based on the use of flammable substances, other items that may be used as weapons (except for sports mass events where their use is provided), poisonous, toxic, pungently smelling substances, other substances, items, products, including homemade ones, whose use may lead to smoke, ignition;
- carry imitators and replicas of cold, firearms, gas or other weapons, explosives and ammunition, flammable substances, fire hazardous and pyrotechnic substances or products, except for matches and pocket lighters (except for theatrical and other creative collectives during their performances);
- propagate war or extremist activities, including using posters, banners or other means;
- act in ways that create a threat to public safety, life and health of participants of the mentioned events or other persons;
- use emblems, symbols, posters, banners and other means whose content is aimed at causing harm to public order, rights and legitimate interests of citizens;
- use flags, pennants not registered in the established manner (except for theatrical and other creative collectives during their performances);
- commit any actions that violate the established procedure for organizing and conducting the specified event, as well as incite such actions by any means;
- participate in the specified event while intoxicated or in a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances.
Liability for violations of public order (excerpt from the administrative and criminal legislation of the Republic of Belarus):
- Offensive behavior towards citizens and other intentional actions that violate public order, the activities of organizations or the tranquility of citizens and express open disrespect for society entail administrative liability in the form of a fine from 2 to 30 basic units or community service or administrative arrest (Article 19.1 of the Code of Administrative Offenses of the Republic of Belarus "Petty Hooliganism").
- Disobedience to a lawful order or request of an official of a state body (organization) in the performance of their official duties by a person not subordinate to them entails a fine of 2 to 100 basic units, or community service, or administrative arrest (Article 24.3 of the Code of Administrative Offenses of the Republic of Belarus). Intentional destruction or damage to property causing significant damage entails criminal liability in the form of restriction of freedom for up to two years. Such actions with aggravating circumstances entail criminal liability in the form of imprisonment for up to 12 years (Article 218 of the Criminal Code of the Republic of Belarus "Intentional destruction or damage to property").
- Intentional actions that grossly violate public order and express open disrespect for society, accompanied by the use of violence or the threat of its use, or destruction or damage to someone else's property, or distinguished by their content by exceptional cynicism (hooliganism) entail criminal liability in the form of imprisonment for up to 3 years. Such actions with aggravating circumstances entail criminal liability in the form of imprisonment for up to 10 years (Article 339 of the Criminal Code of the Republic of Belarus "Hooliganism").
- Organization of group actions that grossly violate public order and are accompanied by open disobedience to lawful demands of representatives of authority or lead to disruption of transport, enterprises, institutions or organizations, or active participation in such actions in the absence of signs of a more serious crime entails criminal liability in the form of imprisonment for up to 3 years (Article 342 of the Criminal Code of the Republic of Belarus "Organization and preparation of actions that grossly violate public order, or active participation in them").
