Tasks for the Future
On January 23, 2017, a meeting of the board was held at the Vitebsk Regional Prosecutor's Office, where the results of supervisory activities for 2016 were summarized. The Deputy Attorney General of the Republic of Belarus, A.V. Dubov, participated in the meeting.
In their speeches, the Prosecutor of Vitebsk Region, V.V. Sushchinsky, and the Deputy Prosecutors of the Region, A.V. Sidorovich, G.A. Korenko, and V.I. Guk, noted that the current issues of protecting the constitutional rights and freedoms of citizens, combating crime and corruption, and preventing offenses were at the center of the attention of the regional prosecutor's office. Special emphasis was placed on coordinating the actions of state bodies and public institutions to maintain public order, protect property from criminal encroachments, and prevent drunkenness, alcoholism, and drug addiction.
A comprehensive approach to organizing preventive measures has ensured a stable operational situation.
In 2016, 10,855 crimes were registered in the region, which is 442 fewer than the previous year. At the same time, the number of serious bodily injuries, robberies, thefts, rapes, and property thefts decreased. The number of crimes committed repeatedly, under the influence of alcohol, by minors, and in public places also decreased.
However, in certain regions, a complex criminal situation persists, which is due to both objective reasons and insufficient work by preventive entities to prevent offenses.
In particular, an increase in crime related to criminal investigation is noted in the Rossony, Liozno, Postavy, Shumilino, and Dubrovno districts, as well as in the Oktyabrsky and Pervomaisky districts of Vitebsk and in Novopolotsk.
A high proportion of recidivist crime remains in the Dokshitsy, Chashniki, Rossony, Tolchin, Orsha, Dubrovno, Verkhnyadzvinsk, and Zheleznodorozhny districts.
The negative influence on the development of the criminal situation is exerted by the evasion of certain citizens, including those previously convicted, from employment and, consequently, their commission of socially dangerous acts.
There is a need to activate the work of law enforcement agencies in combating corruption in the Liozno and Miory districts.
The issues of the timeliness and quality of criminal investigations remain relevant (Verkhnyadzvinsk, Hlybokaye, Dokshitsy, Liozno, Miory, Orsha, Polotsk, Ushachi, Shumilino districts, Novopolotsk, Vitebsk).
Prosecutors need to pay constant attention to the enforcement of environmental and land legislation, as well as the effectiveness of the work of controlling bodies in this area.
The adoption of specific decisions aimed at protecting the social rights of the population is necessary in the Tolchin, Polotsk, Ushachi, Braslav, Dokshitsy, and Shumilino districts.
As a result of the discussion on the outcomes of prosecutorial activities, the board adopted a decision aimed at increasing the effectiveness of supervisory measures.
Prosecutors should further focus on overseeing the implementation of legislation in the economic sphere, including the targeted and effective management of financial resources in the implementation of state development and production modernization programs, ensuring discipline in settlements and reducing accounts receivable, and compliance with tax, banking, and administrative legislation. It is required to stop instances of mismanagement, theft, distortion of statistical reporting, and inaction of officials of state bodies and organizations in the sphere of involving unused property in economic circulation.
