Land plots for the placement of tourism facilities, including agroecotourism

In order to develop tourism in the Vitebsk region, including agroecotourism, and tourism infrastructure, and to attract investors to this sphere, by the decree of the President of the Republic of Belarus Alexander Lukashenko dated June 13, 2017 No. 92 rp "On the approval of the provision of land plots" (hereinafter – the decree), the provision of 100 land plots in the territory of Braslav district for the placement of tourism facilities, including agroecotourism, has been approved.

The land plots have been selected in the most attractive locations – near lakes, rivers, and forest areas. The creation of new tourism facilities will contribute to the accessibility of tourism, the development of domestic tourism in the Braslav district, will allow the creation of new jobs and provide citizens with a full-fledged rest in ecologically clean corners of the district. It will allow for the most effective use of existing tourism resources and the natural potential of the district, creating tourism facilities that fully meet the needs of Belarusian and foreign tourists, taking into account the rational use of the district's natural resources.

The adopted decree simplifies the procedure for providing investors with land plots located on agricultural lands of agricultural designation (no approval from the Head of State is required).

These land plots may be provided to legal entities and individual entrepreneurs on a lease basis for the placement of the following facilities:

tourist base – organization of tourist recreation with provision of public catering, accommodation facilities, cultural and mass services, and medical services, for receiving and servicing tourist groups and individual tourists traveling along specially developed walking, skiing, water, horseback, cycling, automotive, and other routes, or along combined tourist trails;
bungalow – a standalone or linked summer-type house with a developed terrace, intended for the recreation of one family;
guest house – a building consisting of one or several linked premises (cells), intended for the accommodation of groups of tourists;
hunter's and/or fisher's house – accommodation located in hunting grounds, as well as in areas adjacent to water bodies leased for fishing and fish farming, with a total capacity of no more than 20 places and equipped with a kitchen for self-cooking by consumers;
camper parking (camping site) – a guarded parking area for tourist motorhomes, intended for servicing auto tourists on the way, organized in accordance with the Rules of the Road, rules for the organization (construction), operation of parking lots and car parks and their use, as well as equipped with necessary sanitary facilities. It may be part of roadside service facilities or be an independent roadside service facility.
camping – a camp for consumers, equipped with summer-type houses, sites for placing tents, motorhomes, trailers, sanitary facilities, parking lots, and providing organization of recreation on the principles of self-service;
hotel – a property complex (a complex of buildings and structures, a building or part of a building with equipment and other property), meeting the established requirements of technical regulatory legal acts, in which hotel services are provided;
motel – a hotel located near a highway, with a parking lot;
hostel (youth hotel) – a hotel providing accommodation services in multi-bed rooms, catering services with a limited choice of dishes and/or the possibility of self-cooking on the necessary equipment, as well as additional services, including entertainment, educational activities, mainly for youth;
boarding house, rest house – a service enterprise intended for health improvement and recreation of consumers with the provision of public catering services, accommodation facilities, cultural and mass services, and medical services;
health resort – a service enterprise in the field of sanatorium and health services, intended for preventive health improvement and recreation;
sanatorium – a service enterprise in the field of sanatorium and health services, intended for the rehabilitation of patients and the health improvement of vacationers;
tourist parking – a plot in a green area, equipped with places for recreation and meals, for setting up tents and temporary parking of cars, having a fire pit;
recreation base (tourist base, recreation center, tourist village) – a service enterprise intended for the recreation of tourists, offering accommodation in stationary trailers and/or in seasonal or round-the-clock functioning houses, having opportunities and appropriate equipment for sports and entertainment activities, as well as catering and trade services;
country estate – a house in the countryside, on a well-maintained territory, with isolated rooms and equipment for cooking (or a kitchen).

An individual entrepreneur, legal entity interested in obtaining one of these land plots (hereinafter – interested party) shall apply to the Braslav District Executive Committee with a request for the provision of this plot.

The application shall specify:
last name, first name, patronymic (if any), citizenship (if available), information about registration at the place of residence (place of residence of a foreign citizen or stateless person), contact phone number – if the application is submitted by a citizen;
the purpose for which the land plot is requested, the intended location of its placement and the approximate area, information about the presence or absence of objects of excessive unfinished construction (long-term construction objects);
characteristics of the object, the construction of which is planned on the requested land plot, including the functional purpose of the construction object (its parts);
type of right to the land plot, as well as the term of lease or temporary use, if the land plot is requested on a urgent type of right, or the term of temporary occupation of the land plot, when its withdrawal is not required in accordance with the legislation;
justification of the area of the land plot and the necessity of constructing the object;
the volume of planned investments, sources of financing for the construction of the object and the bank details of the person interested in obtaining the land plot.

A copy of the document confirming the state registration of the legal entity or individual entrepreneur, without notarization, materials of preliminary (pre-investment) documentation and justification of investments, when their development is provided for by legislation, land cadastral plan with the marked boundary of the land plot shall be attached to the application of the interested party for the provision of the land plot.
